Attending the meeting were members of the Provincial Party Standing Committee: Pham Thi Minh Xuan, Permanent Vice Chairman of the Provincial People's Council; Nguyen Manh Tuan, Vice Chairman of the Provincial People's Committee; Phung Tien Quan, Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Legal Committee; Nong Thi Bich Hue, Head of the Provincial Party Committee's Propaganda Committee, Head of the Provincial People's Council's Culture and Society Committee; Van Dinh Thao, Director of the Department of Planning and Investment; members of the Provincial People's Council's Standing Committee, leaders of a number of departments, branches, districts and cities.

At the meeting, delegates reviewed and commented on 13 draft resolutions submitted to the 7th Special Session. These include: Draft Resolution on supplementing the state budget estimate for 2024; Draft Resolution on extending the implementation and disbursement period of the 2023 local budget investment plan to 2024; Draft Resolution on approving the prices of public irrigation products and services in Tuyen Quang province in 2023; Draft Resolution on approving the investment policy for the Tuyen Quang Provincial Political School construction project to meet standards for the period 2022 - 2030; Draft Resolution on deciding on the policy of converting forest use to other purposes to implement projects in Tuyen Quang province; Draft Resolution on approving the policy of merging Hong Lac commune and Van Son commune to establish Hong Son commune in Son Duong district; Draft Resolution adjusting the investment policy of the Project on Developing Infrastructure Adapting to Climate Change to Support Production for Ethnic Minorities in the Northern Mountainous and Midland Provinces, Tuyen Quang Province...

Comrade Van Dinh Thao, Director of the Department of Planning and Investment, spoke at the meeting.

Delegates also gave their opinions on the abolition of the Resolution on adjusting the Forest Protection and Development Plan of Tuyen Quang Province, period 2011 - 2020, supplementing the plan to 2025 and the Resolution on the Irrigation Construction and Development Plan of Tuyen Quang Province, period 2016 - 2025, orientation to 2035.

The delegates basically agreed with the content of the drafts; requested the drafting agency and representatives of the sectors to explain and clarify some contents related to the content of the draft resolution being reviewed. Regarding the project to build a standard Tuyen Quang Provincial Political School in the period of 2022 - 2030, requested clarification on the project implementation period, so that the unit can ensure teaching and learning.

Leaders of the Provincial People's Council's Culture and Social Committee spoke at the meeting.

Regarding the merger of Hong Lac commune and Van Son commune to establish Hong Son commune in Son Duong district, delegates suggested that the drafting agency consider additional surplus staff, similar conditions in terms of customs, culture, ethnicity, religion, geographical location, transportation and communication...

The leaders of the provincial People's Council committees requested the drafting agencies to absorb the opinions and consider clarifying the opinions of the delegates participating in the draft resolutions. At the same time, they synthesized the opinions to draft the complete draft resolutions to ensure completeness, strictness, and compliance with regulations to submit to the 7th thematic session of the 19th provincial People's Council.
