Focus on building model new rural areas

Building a new rural area is a long, continuous journey, without stopping and relatively difficult. Therefore, immediately after being recognized as meeting the new rural and advanced new rural standards, many localities continue to mobilize the combined strength of the entire political system and the people to join in building a new rural area; making efforts to implement many effective solutions to maintain the achieved criteria, striving to build a model new rural area.

In early November 2023, along with 8 other communes in the province, Kim Thach commune, Vinh Linh district was recognized by the Provincial People's Committee as a commune meeting advanced NTM standards. This is the "sweet fruit" after many years of efforts by the Party Committee, government and people in the commune. Determining that building a new rural area is a long-term process without an end point, after being recognized as meeting advanced NTM standards, Kim Thach commune proactively promoted to the people and mobilized all resources to implement the criteria for building a model NTM commune.

Based on the set of criteria for a model new-style rural commune in Quang Tri province for the period 2021-2025, the commune will review the sub-criteria in each criterion to develop a specific plan; determine which criteria are favorable to deploy and implement first, take advantage of all local resources, especially resources from the people to invest in production development, build a green, clean and beautiful landscape environment. At the same time, continue to launch emulation movements, attach each unit and household to appropriate work and works to maintain the 19 advanced new-style rural criteria and strive to achieve a model new-style rural area as soon as possible.

Visiting Kim Thach commune today, there are no longer muddy red dirt roads, but instead, there are smooth concrete and asphalt roads leading to each village and hamlet. On both sides of the road are rows of lush green trees and solid, spacious tile-roofed houses. Currently, in addition to the central commune road, 100% of the village and inter-village roads are hardened, with lighting systems, signs, and trees.

To develop the economy, the People's Committee of the commune encourages people to exploit the potential advantages of the locality, invest in planting high-value crops such as rubber, pepper, peanuts, taro, and coriander combined with livestock and fishing. In addition, it focuses on promoting small-scale industry, business, services, and labor export.

Thanks to that, by the end of 2022, the average income per capita in the commune reached 57.59 million VND/person/year, the poverty rate decreased to 2.74%, and the material and spiritual life of the people improved. This has contributed to helping Kim Thach commune accelerate the progress of building the new rural area. In 2022 alone, the locality mobilized resources of over 85.6 billion VND to serve the construction of advanced new rural areas, of which the people contributed over 38 billion VND.

Chairman of Kim Thach Commune People's Committee Nguyen Nhu Thanh said: "To build a model new rural area, the commune continues to strengthen the leadership and direction of the Party Committee and the government, mobilize the entire political system to participate, persistently and resolutely "do it well", not be subjective or hasty. Currently, the locality is implementing solutions to improve the quality of the criteria for advanced new rural areas, towards building a model new rural area.

In particular, with the support of superiors, the commune mobilizes people to join hands, especially in investing, renovating and building new infrastructure works to serve socio-economic development. At the same time, promote the application of science and technology in production; improve the quality of human resources, vocational training, create jobs, and sustainably reduce poverty; maximize the role of the people as the main subject, mobilize resources to build a model new rural area.

In Cam Lo district, with the participation of the entire political system, the solidarity and consensus of the people, the program of building new rural areas in Cam Lo soon achieved the expected results. Currently, the district has 133/133 criteria meeting the standards, 7/7 communes are recognized as meeting new rural standards, and some communes have completed the dossier to submit for appraisal of communes meeting advanced new rural standards in the period 2021-2025.

Average income per capita by the end of 2022 will reach 60 million VND/year, expected to reach 66 million VND/person/year by the end of 2023; the poverty rate will decrease significantly. Determining the implementation of the program to build new rural areas, advanced new rural areas, and model rural areas in the period of 2021-2025 as one of the four key programs of the Resolution of the 16th District Party Congress, immediately after the congress, the Standing Committee of the District Party Committee focused on directing the District People's Committee to develop a project, submit it to the Executive Committee for consideration and decision to unify the development of an implementation roadmap plan.

Chairman of Cam Lo District People's Committee Tran Anh Tuan said that with the orientation of building Cam Lo into a model new rural district in the direction of high value-added agriculture associated with a green, clean and beautiful environment, in the period of 2021-2025, the district's steering committee for new rural construction set the goal of building a model new rural district of Cam Lo with comprehensive and sustainable development associated with urbanization, synchronous and connected socio-economic infrastructure, gradually modernized agricultural economy, cultural and historical values preserved and promoted to become the driving force for socio-economic development of the district.

Improving the material and spiritual life of the people, associated with building a bright-green-clean-beautiful rural environment. Building a model new rural area is building a civilized countryside, modern farmers on the basis of preserving and maintaining historical and traditional cultural values. This is not a simple task, requiring great efforts from the entire political system and the people.

It is known that as of early November 2023, Quang Tri had 69/101 communes recognized as meeting new rural standards, reaching 68.3%, of which 2 communes are in ethnic minority and mountainous areas. Cam Lo district is currently the only district recognized as meeting new rural standards. The province strives to have 4 more districts meeting new rural standards and 1 district meeting new rural standards by 2025.

To achieve this goal, the province has exploited the strengths of each locality to develop the economy, effectively implementing community tourism models, clean water, and the One Commune One Product (OCOP) Program. At the same time, it has focused on mobilizing many resources for the construction of new rural areas in the 2021-2025 period, of which the central budget is 403 billion VND, and the provincial budget is more than 391 billion VND.

Currently, Quang Tri has set a target of mobilizing 114 billion VND from enterprises, cooperatives, and other economic sectors; mobilizing 217 billion VND in capital contributions from the community to focus on building new rural areas.
