Focus on removing difficulties for Thai Binh 2 Thermal Power Plant

On the morning of November 9, Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, together with leaders of a number of departments and branches, worked with leaders of the Oil and Gas Power Generation Branch - Vietnam Oil and Gas Group and the Thai Binh 2 Oil and Gas Power Project Management Board (abbreviated as BQLDA) to grasp the situation of production and business activities, remove difficulties and obstacles, and estimate the amount of payment to the state budget in 2023.

Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee spoke at the meeting.

Since May 13, the Thai Binh 2 Thermal Power Plant has been requisitioned by the National Power System Control Center to ensure power supply security for the national power system. In the first 10 months of the year, the plant produced more than 2.3 billion kWh of electricity. According to the plan, the production in 2023 is estimated to reach more than 3.2 billion kWh of electricity, with total revenue of nearly 11,000 billion VND. The estimated budget payment for 10 months is about more than 420 billion VND, and the whole year is estimated at nearly 560 billion VND in VAT. In addition, the plant is expected to pay 60.4 billion VND in water resource tax and more than 11 billion VND in water exploitation rights in the first year of operation. The Oil and Gas Power Generation Branch and the Project Management Board said that the operation of Thai Binh 2 Thermal Power Plant has always received attention and practical support from the Provincial Party Committee, the Provincial People's Committee, departments, branches of the province and Thai Thuy district, and close guidance from the Vietnam Oil and Gas Group. However, the project is currently facing some difficulties related to the qualifications, experience, and technical operation of the Plant of staff and workers, problems in implementing contract procedures, electricity purchase and sale agreements, mechanisms and regulations on electricity payment, tax settlement procedures, etc.

Delegates discussed and analyzed the causes of difficulties and obstacles and proposed solutions to help Thai Binh 2 Thermal Power Plant operate safely and effectively, implement social security policies well and contribute to the state budget.

Speaking at the meeting, the Standing Vice Chairman of the Provincial People's Committee affirmed that Thai Binh 2 Thermal Power Plant is a key project of the country and the province, which is of great significance in ensuring energy security and serving the socio-economic development of not only Thai Binh but also the northern localities. The province is always interested in creating the most favorable conditions for the project to be implemented, installed, managed, and operated effectively and safely.

Regarding some proposals and recommendations of the Factory related to current difficulties and problems, the Standing Vice Chairman of the Provincial People's Committee assigned the Department of Industry and Trade to be the focal agency, presiding over and coordinating with relevant departments and branches to synthesize and advise the Provincial People's Committee to direct the removal in a practical, effective and timely manner. He requested the Project Management Board and the Factory to promptly complete the work of land recovery, management, and anti-encroachment; focus on planting trees, environmental sanitation, ensuring safety for staff and workers as well as the living and production of people in the surrounding area. The Department of Natural Resources and Environment supports and guides the Project Management Board to promptly complete procedures and documents for land handover. The Provincial People's Committee will support and accompany the Vietnam Oil and Gas Group and the Project Management Board to soon work with the Ministry of Industry and Trade, the Department of Fire Prevention, Fire Fighting and Rescue Police (Ministry of Public Security) to review, complete documents, and accept procedures on fire prevention and fighting. Thai Binh 2 Thermal Power Plant, Project Management Board, Oil and Gas Power Generation Branch and Vietnam Oil and Gas Group need to calculate and have a plan to negotiate and reach an agreement with Vietnam Electricity Group to soon sign the contract, appendices and power purchase agreement.

To effectively implement the state budget collection, the Standing Vice Chairman of the Provincial People's Committee requested the Provincial Tax Department to work specifically with the Oil and Gas Power Generation Branch and the Project Management Board to determine the amount of revenue, collection time, and implementation of water resource tax collection and water exploitation right fee. Regarding the 2023 VAT tax of the Factory, the Provincial Tax Department worked with the General Department of Taxation and the Vietnam Oil and Gas Group to agree on the submission to Thai Binh to ensure the amount of revenue and time schedule according to the provisions of law.
