On the afternoon of November 7, Permanent Deputy Prime Minister Nguyen Hoa Binh, Head of the Steering Committee for reviewing and removing difficulties and obstacles related to projects (Steering Committee) chaired the first meeting of the Steering Committee.

At the meeting, Deputy Minister of Planning and Investment Do Thanh Chung announced Decision No. 1250/QD-TTg dated October 23, 2024 of the Prime Minister on the establishment of the Steering Committee.

According to Decision No. 1250, Permanent Deputy Prime Minister Nguyen Hoa Binh is the Head of the Steering Committee; Minister of Planning and Investment Nguyen Chi Dung is the Deputy Head of the Steering Committee; members of the Steering Committee are leaders of a number of central ministries and branches.

Neither criminalize nor legalize wrongdoing

Minister of Planning and Investment Nguyen Chi Dung emphasized that the requirements and tasks of socio-economic development require new, breakthrough, and more drastic solutions to remove bottlenecks and barriers and unleash all resources for development.

"One of the biggest bottlenecks that needs to be focused on is the projects that are stuck and stagnant. There are projects that have existed for 5 years, 10 years, and even longer... For example, just through a preliminary review by the Ministry of Planning and Investment, there are currently about 160 BT transition projects that are stuck, with about 59,000 billion VND in backlog resources and about 20,000 hectares of corresponding land. From this analysis, it can be seen that this is a huge waste. If we focus on solving it, it will create large resources for the country, contribute to increasing budget revenue, and save many businesses...", Minister Nguyen Chi Dung said, adding that to solve it requires very high political determination, great efforts, and enough political courage. Solving the problems should be in the spirit of not criminalizing violations, but also not legalizing violations.

Emphasizing the need to remove difficulties for projects with a wide scope and complex nature, Minister Nguyen Chi Dung and members of the Steering Committee, who are leaders of several ministries and functional branches such as: Natural Resources and Environment, Construction, Finance, Health, Government Inspectorate... proposed the first way to focus on statistics of projects; synthesize projects that are facing difficulties and backlogs, thereby determining the causes, responsibilities, and proposing solutions to competent authorities to remove and resolve each group of projects and specific issues.

Minister of Natural Resources and Environment Do Duc Duy proposed focusing on sectors with many long-standing projects, especially in the real estate sector, renewable energy projects, etc. and focusing on reviewing and setting examples in localities such as large provinces and cities with many pending projects and problems that need to be resolved.

Some opinions suggest that each member of the Steering Committee should also establish a working group or support group to act as a focal point for gathering information and coordinating work among members of the Steering Committee in removing difficulties and obstacles for projects that are facing problems that need to be considered for removal and handling.

Unlocking resources for growth and development

Deputy Prime Minister Nguyen Hoa Binh emphasized that in the context of the world and regional situation forecast to face many difficulties and challenges, we are determined to set high growth requirements. Therefore, we must exploit and maximize and effectively promote economic resources for growth and development.

However, at present, there is still a huge amount of resources being wasted and stagnant in many projects in localities across the country; some projects have been going on for many years but have not been resolved or resolved. The Central Government clearly stated the requirement to focus on resolving and resolving existing problems, limitations, and long-standing obstacles, and to release resources from stalled projects to promote socio-economic development.

The resources that are being wasted and stagnant in many projects, if effectively removed and cleared, will greatly contribute to the growth and development of localities and the whole country, making an important contribution to the implementation of socio-economic development goals in 2024, 2025 and the coming time.

"The Steering Committee was established and has a very heavy mission. The task of the Steering Committee is not only to review, remove, and advise the Party, the National Assembly, and the Government to remove difficulties and obstacles for projects, and to untangle projects, but also to discover legal 'bottlenecks' to amend, supplement, and perfect the law," Deputy Prime Minister Nguyen Hoa Binh emphasized and clearly stated the requirement for the Steering Committee is "To put the interests of the nation and people first and foremost."

The Deputy Prime Minister requested that the Ministry of Planning and Investment, as the Standing Body of the Steering Committee, receive comments from the Steering Committee members to supplement and complete the Steering Committee's operating regulations; develop work plans and tasks that are close to practical requirements, including selecting areas that need to be focused on handling and resolving in order of priority, first focusing on the fields of BT, energy, real estate, etc.

The Permanent Deputy Prime Minister agreed with the viewpoint and proposal that it is necessary to establish support groups for members of the Steering Committee in ministries and branches to coordinate work and advise members of the Steering Committee. However, the support groups established must be streamlined, ensuring the quality and capacity of the staff participating in the support groups.

In addition, the Deputy Prime Minister also requested the Steering Committee to soon complete the Report form so that ministries, branches and localities can base on it to report according to the requirements and work content related to reviewing and handling projects and groups of projects that are in arrears and need to be resolved.
