Reporting at the meeting, comrade Vo Xuan Ca - Head of the Provincial Party Committee's Propaganda Department (standing agency of the Document Subcommittee) said that as of October 1, 2024, August 8 The agencies and units assigned to develop thematic reports serving the construction of the Political Report have completed the development and sent them to the Document Subcommittee.
By October 21, 2024, the agencies assigned to advise on the content of serving the survey teams had completed advising the Document Subcommittee to issue a decision to establish the survey team, a survey plan and a report outline to serve the survey team. The survey teams are expected to conduct field surveys at agencies, units and localities in November 2024.
Up to now, the agencies assigned to preside over the implementation of scientific seminars have advised the Document Subcommittee to issue a plan to organize seminars; at the same time, actively prepare content and material conditions to organize seminars in November and December 2024.
The scientific workshop on "Identifying and promoting cultural values and people of Quang Nam in the new period" was successfully organized by the Provincial Party Standing Committee in coordination with the Regional Political Academy III on October 8, 2024.
According to comrade Vo Xuan Ca, the content of the first draft of the Political Report developed by the standing body of the Document Subcommittee closely followed the detailed outline approved by the Standing Body of the Document Subcommittee at the meeting on August 20, 2024; making the most of the thematic reports to comprehensively demonstrate the results of the implementation of the Resolution of the 22nd Provincial Party Congress (term 2020 - 2025) in the fields of Party building and political system, socio-economic development, strengthening national defense - security and foreign affairs.
Regarding limitations and shortcomings, the draft has presented a general overview (not divided into sections related to each field), in which limitations and shortcomings in each specific field have been stated. Regarding lessons learned, the draft has added lessons learned: Lessons in maintaining Party discipline; lessons in leading and directing socio-economic development; lessons in thoroughly grasping the viewpoint "People are the root".
Regarding goals, directions and tasks, the draft has absorbed the Central Government's viewpoints and major orientations stated in the Quang Nam Provincial Planning for the period 2021 - 2030, with a vision to 2050.
Concluding the meeting, Provincial Party Secretary Luong Nguyen Minh Triet highly appreciated the enthusiastic and responsible comments of the members of the Document Subcommittee on the first draft of the Political Report. At the same time, he requested the Editorial Team and the Provincial Party Committee's Propaganda Department to fully absorb them to complete the draft Political Report and submit it to the Standing Committee of the Document Subcommittee for comments before November 22, 2024. Then submit it to the Provincial Party Committee Standing Committee and present it to the Provincial Party Committee conference at the end of the year.
Emphasizing the 8 key tasks that need to be carried out by the next meeting of the Standing Committee of the Document Subcommittee, the Provincial Party Secretary stated that the draft Political Report was developed and many times organized to collect comments for completion, with the spirit of promoting democracy, the Political Report is a product of the concentrated intelligence of the Provincial Party Executive Committee.
The members of the Document Subcommittee, with the responsibility of leading departments, branches, units and organizations, continue to study and evaluate the results of the 2020 - 2025 term; focus on proposing new, effective, creative and breakthrough contents of the sectors and fields under their charge in the new term, in line with the orientation and resource capacity of the province; or propose specific methods and mechanisms. The draft Political Report submitted to the Provincial Party Congress for the 2025 - 2030 term closely follows the major tasks and projects in Decision 72 dated January 17, 2024 of the Prime Minister on Provincial Planning to select, refine, and build a complete project with its own mark and identity of Quang Nam and a breakthrough nature, stimulating the desire for development in the new stage.
