Create an open business investment environment for business development

On the afternoon of October 12, Chairman of the Provincial People's Committee Vo Trong Hai and Vice Chairman of the Provincial People's Committee Tran Bao Ha chaired a meeting and dialogue with enterprises and entrepreneurs in 2023.

Secretary of the Provincial Party Committee Hoang Trung Dung, Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh, Secretary of the City Party Committee Duong Tat Thang, Vice Chairman of the Provincial People's Council Tran Van Ky, Vice Chairman of the Provincial People's Committee Le Ngoc Chau; leaders of VCCI Nghe An branch, relevant departments, agencies, units and localities attended the conference.

The conference was attended by nearly 200 enterprises, cooperatives and business households in the province.

Speaking at the opening of the conference, on behalf of the provincial leaders, Vice Chairman of the Provincial People's Committee Tran Bao Ha praised, acknowledged and thanked the contributions and achievements of the business community and entrepreneurs in the province. In the overall achievements of socio-economic development of the province, there are extremely important contributions of the business community and entrepreneurs.

The Vice Chairman of the Provincial People's Committee emphasized: The provincial leaders sympathize with the current difficulties of enterprises and the dialogue conference is an opportunity for the province and departments, branches and localities to directly listen to recommendations, reflections and proposals of enterprises, thereby joining hands to remove difficulties and obstacles and have timely solutions for direction and management.

The Vice Chairman of the Provincial People's Committee hopes that enterprises, business associations, and cooperatives will participate in contributing ideas and recommendations on solutions and policies or providing feedback on issues related to the province's socio-economic development.

Based on the opinions and recommendations of enterprises, request departments, branches and localities to respond clearly and focusedly; clarify which tasks can be solved and indicate the address responsible for solving them immediately, which tasks cannot be solved, there must be a valid reason, point out the problem, who is primarily responsible, who is coordinating so that enterprises, agencies and individuals can work together to solve them.

The business sector contributes nearly 79% of the budget.

To date, the province has nearly 12,800 enterprises and affiliated units, of which about 8,660 are operating, with an average registered capital of VND 7 billion/enterprise. In addition, the province has 1,039 cooperatives and more than 2,942 cooperative groups, over 60,000 business households (of which 52,430 households have registered business).

In the first 9 months of 2023, the whole province established nearly 900 new enterprises with a total registered capital of nearly 3,700 billion VND, equal to 52.4% over the same period in 2022.

Director of the Department of Planning and Investment Tran Viet Ha reported on the operation and development of enterprises, cooperatives and investment attraction in 2023.

The contribution of the business sector to the budget accounts for nearly 79% of the total budget revenue and about 81% of the total social investment capital in the province. The development of businesses has promoted the economic restructuring in the right direction (reducing the proportion of agriculture, increasing the proportion of industry, construction and services); creating jobs for nearly 88,000 workers.

In recent times, the business community has also actively participated in social charity activities, building new rural areas, contributing hundreds of billions of VND to welfare funds, supporting the construction of schools, houses..., contributing to ensuring social security in the locality.

In the first 9 months of 2023, Ha Tinh approved the investment policy of 12 domestic projects and 1 foreign project with a total capital of nearly 3,000 billion VND. To date, the province has about 1,450 domestic investment projects with a total investment of about 140,000 billion VND and 69 foreign investment projects with a total investment of about 16.1 billion USD.

At the conference, businesses, entrepreneurs, and cooperatives had many questions, suggestions, and recommendations focusing on the following areas: resources - environment, industry - trade, tourism, tax, banking, investment, construction - transportation, agriculture - irrigation...

Mr. Le Duc Thang - Chairman of the Provincial Business Association: Propose that provincial leaders continue to create a more open business environment, direct departments, branches, and authorities at all levels to focus on solving difficulties and obstacles for businesses; consider issuing policies and mechanisms to support and encourage businesses to develop sustainably.

Specific issues that businesses are interested in include: solutions to ensure the supply of earth and sand materials to meet market demand, ensuring construction progress for many key projects in the province from now until 2025; reviewing and adjusting labor prices in line with actual market prices; resolving existing problems and limitations in infrastructure to attract tourists to Ha Tinh...

Create maximum support conditions in compensation for site clearance so that projects can ensure required progress; allocate land funds for power projects in the province into annual land use planning and publicize; have credit support policies for a number of industries operating in the agricultural sector.

Mr. Ho Sy Huy Thao - Director of Mitraco Livestock Joint Stock Company proposed a policy to support the destruction of infected pigs.

Enterprises also proposed to promptly remove difficulties and obstacles in the price of public irrigation services; support funding to upgrade damaged and degraded dams with high safety risks; the banking sector continues to research to reduce loan interest rates and have many products and services to serve enterprises to meet each type of enterprise.

Regarding the proposals and recommendations of enterprises, representatives of the leaders of functional departments and branches responded and solved each specific case, contributing to removing difficulties and obstacles for enterprises and cooperatives.

Effectively implement resolutions to remove difficulties for businesses

Concluding the conference, Chairman of the Provincial People's Committee Vo Trong Hai emphasized: "Today's dialogue heard 8 opinions from businesses and the content of the reception and response from departments, branches and localities. On behalf of the leadership, I would like to acknowledge and sincerely thank the enthusiastic, frank and responsible opinions of businesses and entrepreneurs."

Continue to promote the implementation of the policy of decentralization and delegation of power; rectify discipline. Do a good job of planning, reviewing planning for sectors, land, construction, urban areas, new rural areas...

At the same time, attract strategic investors, large investment projects, invest in infrastructure of industrial parks and clusters; mobilize resources for economic growth, digital transformation, synchronous investment in technical infrastructure, focus on human resource training.

On the part of enterprises, the Chairman of the Provincial People's Committee suggested that they should seize investment, production and business opportunities; have strategies and plans for investment and business management for sustainable development. Strengthen the capacity to connect provincial enterprises with investors and key projects in the area, especially developing satellite enterprises for supporting industry and services.

Production and business comply with the law; unite and support each other for mutual development; ensure the rights of workers and protect the environment. Continue to accompany the locality in economic recovery and development; promote the spirit of community responsibility, social security and new rural construction.

The Chairman of the Provincial People's Committee also requested the provincial business associations to further promote their role, care for the interests of the business community; be a bridge between businesses and the government and state management agencies; be a solid support and common voice of the business community.
