Focus on disbursement, creating momentum for development

Looking back at the disbursement of public investment capital in 2024, An Giang has achieved remarkable results. Specifically, the disbursement result of the province up to January 31, 2025 was over VND 8,225/9,828 billion, reaching 83.67% of the plan (4% lower than the same period last year, an increase of VND 1,256 billion in value). Compared to the capital plan at the beginning of the year (VND 8,664 billion), the disbursement rate reached 94.9% of the plan. This result is a testament to the tireless efforts of Party committees, authorities, and relevant units. In the context of many economic challenges, accelerating the disbursement of public investment capital contributes to promoting economic growth and creating momentum to complete the infrastructure system, improving the quality of life of the people.

Despite achieving remarkable results, the province's public investment disbursement rate in 2024 has not yet reached 95% as directed by the Prime Minister. This stems from many reasons, requiring more drastic participation from authorities at all levels. One of the main reasons is the delay in compensation and site clearance, which directly affects the progress of project implementation, especially key projects in transport and agriculture. In addition, the situation of low disbursement of capital in 2023 extending to 2024 is also a factor. The investor's delay in submitting the contractor selection plan for approval has led to the organization of contractor selection and signing of construction contracts at the end of 2024, causing the implementation volume to be insignificant, only disbursing advance payments according to the construction contract...

Proactive resources, determined to break through

Entering 2025, the Prime Minister assigned the province a public investment capital plan of over VND 9,903 billion. With the initiative and efforts from the locality, An Giang implemented the capital plan of up to VND 10,145 billion (exceeding VND 241 billion compared to the capital assigned by the Prime Minister). This increase was achieved thanks to the addition of capital from sources such as: Local budget deficit capital of VND 23 billion and land use fee capital of over VND 217.7 billion. The proactive addition of capital from local sources shows the flexibility and determination of the province in implementing development goals, reflecting the ability to mobilize and effectively manage local financial resources, in order to create strong momentum for infrastructure projects and other important development programs.

According to the report on the disbursement of the State budget investment plan in 2025, by the end of February 2025, An Giang disbursed over VND 517 billion, equivalent to 5.22% of the capital plan assigned by the Prime Minister and 5.21% of the provincial capital plan, including capital from the National Target Program. It is estimated that by the end of March 2025, the total disbursed capital will be over VND 644 billion, reaching 6.51% of the capital plan assigned by the Prime Minister and 6.49% of the provincial capital plan. The province aims to disburse nearly VND 9,434 billion for the whole year of 2025, equivalent to more than 95.3% of the plan, of which the central budget capital will reach 95.05% and the local budget capital will reach 95%.

Speed ​​up progress

With the goal of promoting the disbursement of public investment capital in 2025 in accordance with the direction of the Prime Minister (over 95%), Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung requested departments, branches and localities to thoroughly grasp and clearly identify the task of promoting the allocation and disbursement of the public investment capital plan in 2025 as one of the top key political tasks that need to be prioritized for leadership, direction and implementation.

“Resolutely do not let the situation of capital waiting for projects, having capital but not being able to disburse. Party committees, heads of departments, branches and localities must promote responsibility, closely monitor, grasp the situation, clearly identify difficulties, obstacles and specific causes to directly direct timely solutions. Focus on implementing flexible, creative, timely and effective measures and solutions to drastically promote the implementation and disbursement of public investment capital, 3 national target programs; speed up the progress of key projects, highways... Accelerating the progress of public investment disbursement must be associated with ensuring the quality of projects, avoiding negativity, loss, waste and group interests" - Comrade Ho Van Mung noted.

With the determination and efforts of Party committees at all levels, local authorities and units, An Giang aims to successfully complete the public investment disbursement plan in 2025, contributing to sustainable development.

“Strengthen discipline, discipline, strictly handle according to regulations investors, Project Management Boards, organizations, individuals who intentionally delay the progress of allocation and disbursement of public investment capital and be responsible to the Chairman of the Provincial People's Committee. At the same time, promptly replace cadres, civil servants, and public employees who are weak in capacity, slow, causing harassment and trouble, resolutely handle negative and corrupt behaviors in public investment management" - Chairman of the An Giang Provincial People's Committee Ho Van Mung emphasized.
