Development of industrial zones and border gate economy

In recent years, An Giang province has focused on building infrastructure, attracting investment, developing industrial parks (IPs), border economic zones (BGEs), creating momentum for economic development, and maintaining national defense and security.

According to the An Giang Provincial Planning for the period 2021 - 2030, with a vision to 2050, the total land area for developing industrial parks by 2030 in the province is 872 hectares, including: Binh Hoa Industrial Park (252 hectares), Binh Long Industrial Park (31 hectares), Vam Cong Industrial Park (194 hectares), Hoi An Industrial Park (100 hectares), Xuan To Industrial Park (140 hectares), Dinh Thanh Industrial Park (155 hectares). In particular, priority is given to developing high-tech, environmentally friendly processing industry, associated with concentrated raw material areas; developing manufacturing industry serving the agricultural sector; processing garments, leather sports shoes, handbags... without causing environmental pollution.

An Giang Economic Zone has a total natural area of ​​30,729.8 hectares, with 3 border gate areas, including: Vinh Xuong International Border Gate Area, scale of 12,487 hectares; Khanh Binh Border Gate Area, scale of 8,141 hectares and Tinh Bien International Border Gate Area, scale of 10,101 hectares. According to Decision 456/QD-TTg, dated March 22, 2016 of the Prime Minister on approving the master plan for construction of An Giang Economic Zone, by 2030, the economic zone of the province is determined to be a comprehensive, multi-sector, multi-sector economic zone, including: Industry - trade - services - tourism - urban and agriculture - forestry - fishery associated with international border gates; an important traffic hub, a center for economic exchange and development between the countries of the Mekong sub-region, especially in relations with Cambodia. At the same time, it is the economic, cultural, social center, the driving force for economic development, urban development of the northwestern border region of the province and has important significance in terms of national defense and security.

An Giang creates favorable conditions for businesses to feel secure in production and business.

Up to now, the industrial parks and economic zones in the province have attracted 47 projects (8 projects with 100% foreign capital, 1 project with a Korean foreign investor as a member). Of which, Binh Hoa Industrial Park has 18 projects; Binh Long Industrial Park has 9 projects; Xuan To Industrial Park has 2 projects; Khanh Binh Border Gate area has 7 projects; Vinh Xuong International Border Gate area has 1 project; Tinh Bien International Border Gate area has 10 projects. The total registered investment capital is about 7,500 billion VND, with a total land lease area of ​​148 hectares (on the investment registration certificate). The projects put into operation have created jobs for about 19,000 workers...

Although industrial parks and economic zones clearly affirm their important role in socio-economic development and ensuring national defense and security, they also face some "bottlenecks" that need to be cleared, such as: Unsynchronized traffic infrastructure, lack of skilled labor; some functional areas in industrial parks and economic zones have not yet fully invested in technical infrastructure and environmental protection; some projects are slow to implement the remaining stages and are asking for an extension of the investment schedule due to the impact of the COVID-19 pandemic...

To remove difficulties and obstacles, promote production and business activities in industrial parks and economic zones, Member of the Provincial Party Standing Committee, Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc requested the Provincial Economic Zone Management Board to regularly monitor and contact central ministries and branches to grasp information on the handling situation and promptly advise on the completion of tasks submitted to the Prime Minister for approval: Appraisal and approval of the task of adjusting the General Planning for the construction of the provincial economic zone to 2045 to urgently complete the investment project of the provincial economic zone for approval. At the same time, urgently review and develop guidelines for investment processes and procedures in industrial parks and economic zones to make them public for businesses to know. Coordinate with the Department of Finance to review feasible projects to call for investment, develop a detailed plan to call for investment in projects, assign tasks, specific time and inspect implementation...

Regarding projects with proposals to adjust project implementation progress in industrial parks and economic zones, the Provincial Economic Zone Management Board urgently completes documents and legal documents to send to the Department of Agriculture and Environment, coordinates to handle according to authority, and in cases exceeding authority, reports to the Provincial People's Committee. The Department of Education and Training coordinates with enterprises operating in industrial parks, industrial clusters, vocational training schools in the province and related units to effectively implement vocational training, to ensure the requirements of enterprises and the labor market...

Head of the An Giang Provincial Economic Zone Management Board, Tran Hoa Hop, shared: The unit has developed a plan, clearly assigned the responsibilities of each individual and affiliated unit; strengthened the coordination relationship with the provincial departments, branches and People's Committees of relevant localities, promptly removed difficulties, in order to create conditions for businesses to operate effectively. With the awareness of the importance of industrial parks and economic zones for the socio-economic development of the province, the Provincial Economic Zone Management Board is determined to perform well the tasks within the authority and responsibility of the unit. In addition, promptly advise and propose to the Provincial Party Committee and the Provincial People's Committee on solutions to develop industrial parks and economic zones in the province in the coming time, in order to contribute to the successful implementation of the province's economic growth target.
