Circular 01/2025/TT-BYT adds a list of 62 critical illnesses, rare illnesses, illnesses requiring surgery or high technology, when the patient is diagnosed at the initial level, will enjoy 100% of the health insurance benefits when going to a specialized medical facility without a referral. The illnesses in this list include cancer, rare metabolic diseases, neurological diseases, cardiovascular diseases and other rare diseases.

In particular, patients with cancers such as pancreatic malignancies, thymoma, cardiac malignancies, pleura, bone and cartilage malignancies do not need to request a referral letter when going to leading specialized hospitals such as K Hospital. This is a significant improvement that helps reduce administrative procedures and patients can quickly access treatment.

Deputy Minister of Health Tran Van Thuan said Circular 01 replaces Circular 40/2015/TT-BYT, helping to overcome difficulties and obstacles in transferring medical examination and treatment facilities.
The new circular is consistent with the provisions of the Law on Medical Examination and Treatment and the Law on Health Insurance. This will create a synchronous and effective legal corridor to implement health insurance policies for more than 13,000 medical examination and treatment facilities nationwide.
The list of 62 diseases in Circular 01 includes diseases such as tuberculous meningitis, tuberculous meningioma, malignant cancers such as pancreatic malignancies, thymoma, malignant tumors of the heart, pleura, bone and cartilage, as well as rare metabolic diseases such as diabetes with multiple complications, myelodysplastic syndrome, amino acid and fatty acid metabolism disorders, neurological and cardiovascular diseases. These diseases will be 100% covered by health insurance when the patient goes to a specialized medical facility without a referral.
Patients with diseases in this list will enjoy health insurance benefits right from the first examination, helping them reduce administrative procedures and quickly access treatment at specialized medical facilities.
Ms. Tran Thi Trang, Director of the Department of Health Insurance, Ministry of Health, said that Circular 01 has regulations on the list of diseases that do not require referral.
Patients only need to be diagnosed with these diseases at the primary medical facility and will be allowed to go to a specialized medical facility without a referral.
The Ministry of Health also requires medical facilities to publicize basic and specialized medical examination and treatment facilities so that patients can proactively choose and ensure their rights when participating in health insurance. This helps people easily access medical services and receive the best medical care.
