Tan An: Determined to open the Ring Road on schedule

Vice Chairman of the Provincial People's Committee - Nguyen Minh Lam, together with the working delegation of the Provincial Party Committee Standing Committee, leaders of relevant provincial departments and branches discussed solutions to remove difficulties, especially compensation, site clearance (GPMB) as well as investment capital to create conditions for Tan An City Ring Road and the bridge over the Vam Co Tay River to be able to open the entire route to traffic by the end of 2023.

This is a key project of the Resolution of the 10th Provincial Party Congress (term 2015 - 2020) and continues to be a key project of the term 2020 - 2025. The project has a large number of affected households, lasting for many years due to difficulties and obstacles in compensation and site clearance. With the attention of provincial leaders, relevant departments and branches, the Standing Committee of the City Party Committee, the determination of the entire political system, ... has brought a new look to Tan An City Ring Road.

Vice Chairman of Tan An City People's Committee - Vo Hong Thao informed that the project is divided into 4 component land acquisition projects with 1,678 affected households. The city has paid compensation and support reaching nearly 93%. Thus, since the implementation of the Resolution of the 11th Provincial Party Congress, Tan An City People's Committee has paid compensation and support to 123 more households under the project. Currently, the construction site of Tan An City Ring Road and the bridge over the Vam Co Tay River is secured, but there are still 102 households that have not received compensation and support.

According to Mr. Vo Hong Thao, the current difficulty of the Tan An City Ring Road Project is the cases of slow implementation of the land acquisition policy, most of which are on Phan Dong So Street, in Binh Tam Commune. Most of these households request to be arranged for resettlement on the land that has been acquired. In addition, there are a few households that have not agreed on the compensation price; some households are not present in the locality, are stuck in procedures waiting for inheritance, civil disputes; some cases have not properly implemented the project's land acquisition policy, handed over the 33m road section but have not received the money. In addition, the current capital source for the project does not guarantee the payment of compensation and support, because during the process of counting and paying compensation and support, some households requested the State to reclaim and clear the remaining land area that is not eligible for use.

Secretary of the City Party Committee, Chairman of the People's Council of Tan An City - Le Cong Dinh said that the City Party Committee identified this as a key political task of the City Party Committee. Leaders of the Fatherland Front and socio-political organizations of the city; communes and wards stepped up propaganda and mobilization of people to comply with the land acquisition and clearance policy to carry out the project in the spirit of "Joining hands to build Tan An City to develop day by day", ensuring publicity, transparency, and completeness of policies, projects, processes, compensation, support, and resettlement plans for individuals and organizations to know and implement. At the same time, the city implemented well the mobilization motto of "Persistence, perseverance, flexibility, persuasion, and effectiveness" associated with the work of grasping the situation, handling well arising ideological issues, and orienting public opinion.

In the coming time, Tan An City will continue to focus all its efforts, mobilize the entire political system to carry out information, propaganda, and mobilize the remaining households to agree on the policy of implementing the Ring Road Project and functional subdivisions with the determination to complete the site clearance work in June 2023. At the same time, the city will continue to pay compensation and support to households that have agreed on the policy, registered to receive money, and handed over the site; review and hand over resettlement plots to eligible cases according to the policy of the Provincial People's Committee./.
