A clip appeared on social media recording the scene of a car driving into a one-way street and then crashing straight into an electric motorbike driven by a male student.
The driver then got out of the car and assaulted the male student. The car continued moving forward, dragging the electric motorbike onto the sidewalk, even though there was no driver.
People nearby came to stop him, but the car driver continued to point and curse at the male student for a while before leaving. The incident was posted on social media, causing public outrage.
On October 15, Mr. Tran Quang Dong, Chairman of Quang Trung Ward People's Committee, Uong Bi City (Quang Ninh) confirmed that the above incident happened yesterday afternoon in the ward.
Before that, the two sides had a collision at the intersection on Highway 18, exchanged words and then left. When they reached Bui Thi Xuan Street (a one-way street), the car driver saw the male student and immediately went in to block the car.
Upon receiving the report, the police checked and extracted the camera footage on the route. The driver of the car was born in 1997 and lives in Vang Danh ward, while the male student lives in Quang Trung ward.
"Through the vehicle's license plate, the police found the car driver and asked for cooperation in clarifying the incident. Last night, the car driver went to the male student's family to apologize and ask for compensation for damaging the electric motorbike. The incident was only a minor collision, and the two families agreed to resolve it on an emotional level," said Mr. Dong.
