In an exchange with students of the 14th Party Central Committee Member Training and Updating Knowledge and Skills Course (3rd Class) at the Ho Chi Minh National Academy of Politics on some contents about the new era, the era of national rise, General Secretary To Lam affirmed: "Now is the time when the Party's will blends with the people's hearts in the aspiration to build a prosperous and happy country, soon successfully build socialism, stand shoulder to shoulder with the world powers" and "this is the time to "converge" the total advantages and strengths to bring the country into a new era, the era of national rise following the era of independence, freedom, building socialism and the era of innovation".

According to General Secretary To Lam, "The era of rising up implies creating a strong, decisive, resolute, positive, effortful, inner-strength, and confident movement to overcome challenges, surpass oneself, realize aspirations, reach goals, and achieve great achievements."
The General Secretary affirmed that the new era, the era of the Vietnamese people's rise, is the era of development, the era of prosperity under the leadership and rule of the Communist Party. The destination of the era of prosperity is a rich people, a strong country, a socialist society, standing shoulder to shoulder with the world powers. And the starting point of the new era is the 14th National Congress of the Party, from now on, all Vietnamese people, hundreds of millions of people as one, under the leadership of the Party, will unite, join hands, make the most of opportunities and advantages, push back risks and challenges, bring the country to comprehensive and strong development, breakthrough and take off.
General Secretary To Lam concluded: “The history of the Vietnamese revolution shows that, under the Party's wise and talented leadership, arousing the will of self-reliance, self-control, self-confidence, self-reliance, national pride, mobilizing the strength of the entire people combined with the strength of the times, the Vietnamese revolutionary boat will achieve miracles.”
Also according to General Secretary To Lam, one of the top priorities in the new era - the era of rising up - is "closely combining national strength with the strength of the times". This is General Secretary To Lam's correct perception of the role of combining national strength with the strength of the times in the era of rising up of the nation, because combining national strength with the strength of the times, domestic strength with international strength is an extremely important factor creating the great victories of the Vietnamese revolution.
In fact, the one who pioneered and showed the way to combine national strength with the strength of the times, domestic strength with international strength was beloved President Ho Chi Minh. Stemming from his deep understanding of the Marxist-Leninist theory: "Proletarians of the world, unite" and "Proletarians of the world and oppressed peoples, unite", in the process of revolutionary activities, campaigning for the establishment of the Communist Party of Vietnam, leading the Party and the Vietnamese revolution, President Ho Chi Minh always sought ways to connect the Vietnamese revolution with the world revolution, placing the revolutionary movement for national liberation and socialist construction in Vietnam in the general flow of the world revolution.
The efforts of leader Ho Chi Minh and our Party to combine national strength with the strength of the times, domestic strength with international strength from the very beginning helped the Vietnamese revolution gain great and mighty victories.
However, there are times when, due to subjective and objective reasons, we have not fully understood the role of combining national strength with the strength of the times.
Therefore, at the 6th National Congress of the Party in 1986 - the Congress that started the renewal era, the Party affirmed: "We must know how to combine the strength of the nation with the strength of the times in new conditions". This is one of the four lessons learned from the 6th Congress. And in the Platform for national construction in the transitional period to socialism adopted at the 7th National Congress of the Party in 1991, combining the strength of the nation with the strength of the times continued to be affirmed as one of the five great lessons in the Party's revolutionary leadership.
In the Platform for National Construction in the Transitional Period to Socialism (Supplemented and Developed in 2011), adopted at the 11th National Congress of the Party, this lesson was once again clearly stated: “Combining national strength with the strength of the times, domestic strength with international strength”. The Party affirmed: “In any circumstance, it is necessary to firmly maintain the will of independence and self-reliance and uphold the spirit of international cooperation, highly promote internal strength, at the same time take advantage of external strength, combine traditional factors with modern factors”.
Thus, it can be seen that in the process of leading the country's innovation, the Party has fully recognized the role of combining national strength with the strength of the times. This lesson has been thoroughly understood throughout the process of the Party leading the country's innovation.

The victory of the renovation era has shown the theoretical and practical value of the lesson of combining national strength with the strength of the times. By effectively combining national strength with the strength of the times, domestic strength with international strength, we have truly risen up, taken off, and established a strong position for the country in the renovation process. From a country under siege, embargo, and isolation, Vietnam has established diplomatic relations with 193 countries that are members of the United Nations. National sovereignty and territory are guaranteed, political security and national defense and security are always stable and solid. The size of the economy in 2023 is 96 times larger than in 1986. Vietnam has become one of the 40 countries with the largest economies in the world and the top 20 economies in terms of trade and attracting foreign investment. Vietnam has also built partnerships, strategic cooperation, and comprehensive strategic partnerships with all major powers in the world and in the region. This is the reality that the late General Secretary Nguyen Phu Trong affirmed: Our country has never had such a foundation, potential, position, and international prestige as it does today. But surely, this achievement is due to our full awareness and effective implementation of combining national strength with the strength of the times, domestic strength with international strength to create miracles in the era of innovation.
Today, when the country enters a new era - the era of national growth, the era of development, the era of prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam, a rich people, a strong country, a democratic, fair, civilized society, standing shoulder to shoulder with the world powers, the thorough combination of national strength with the strength of the times, domestic strength with international strength is more important than ever. Because if we want to enter a new era with the meaning of creating a strong, decisive, resolute, positive, effortful, internal, confident movement to overcome challenges, overcome ourselves, realize aspirations, reach goals, and achieve great achievements as General Secretary To Lam said, it is even more necessary to understand that: We cannot go alone.
As General Secretary To Lam himself pointed out: “The world is in a period of epochal change, from now until 2030 is the most important period to establish a new world order, this is also a period of important strategic opportunity, the final stage of the Vietnamese revolution to achieve the 100-year strategic goal under the leadership of the Party, creating a solid premise to achieve the goal of 100 years of national founding. The epochal change brings new opportunities and advantages, but also many challenges, in which the challenges are more prominent and new opportunities can still appear in the moment between sudden changes in the world situation”.
This requires that Vietnam in the new era must both promote its endogenous strength from within, and at the same time be sensitive, grasp the development trends of the times, prepare conditions from within to take shortcuts, take the lead, combine national strength with the strength of the times, domestic strength with international strength, creating a source of breakthrough and sustainable development.
And it was also General Secretary To Lam who pointed out that: "The fourth industrial revolution, especially artificial intelligence and digital technology, brings opportunities that developing and underdeveloped countries can grasp to get ahead and develop rapidly." This is the General Secretary's prediction about the trend of the times so that the Party, the State and every citizen must be aware of, grasp and be confident, self-reliant, and make efforts to firmly step into the new era, truly striving to successfully realize the aspiration to develop the country to stand shoulder to shoulder with the world powers.
