Department of Natural Resources and Environment of Vinh Phuc deploys working tasks

2023 is an important year, creating a foundation for implementing the goals of the 5-year Plan 2021 - 2025. With the attention, leadership and close direction of the Provincial Party Committee, Provincial People's Council, Provincial People's Committee and the support and close coordination of departments, branches, sectors, unions and localities in the province, the Party Committee and the Board of Directors of the Department of Natural Resources and Environment always proactively follow the key tasks, innovate the direction and operation, drastically and synchronously deploy solutions, and successfully complete the assigned tasks.

Regarding the direction and operation, from the beginning of the year, the Department of Natural Resources and Environment has focused on directing the implementation of the directions of the Central and the province, closely following, seriously and effectively implementing the tasks assigned by the Provincial Party Committee and the Provincial People's Committee in the decisions, programs and work plans. In all the meetings of the Department's Party Committee and weekly and monthly meetings, the Party Secretary and the Department Director pay special attention to regularly disseminating, implementing and urging, reviewing the progress of the implementation of the tasks of the sector assigned in the Programs, Projects, Decisions, Plans, and Resolutions assigned by the Provincial Party Committee, People's Council and Provincial People's Committee.

Administrative reform work has been directed with attention, administrative procedures on land, environment, and minerals ensure the principles of publicity, transparency, correct procedures and time as prescribed, simplify administrative procedures, save time and money, reduce the rate of late records to 0.96%, reduce petitions, complaints, and frustrations of businesses and people.

In performing professional tasks, the unit has focused on drastically implementing a number of tasks serving the socio-economic development of the province, ensuring political security and stability in the locality such as planning and land use plans; site clearance; strengthening inspection and examination to improve the effectiveness of state management of natural resources and environment; strengthening discipline and order in implementing the public service regime of cadres and civil servants...

To improve the effectiveness of state management of natural resources and environment in 2024, the Department of Natural Resources and Environment will continue to innovate and be determined in directing and operating, effectively implementing the set tasks, plans and focuses.

2024 is a breakthrough year to complete the 5-year Plan 2021-2025 in the context of the economy being severely affected by the consequences of the Covid-19 pandemic; the amount of work to be handled is increasing, becoming heavier; in addition, regular tasks are increasing, having to continue to handle the difficulties and shortcomings within the economy that have accumulated over many years, while having to respond to unexpected problems that arise.

Proactively study the legal system of the natural resources and environment sector, especially after the Land Law was amended and supplemented, and based on the practical requirements of the province, advise the Provincial Party Committee, People's Council, and Provincial People's Committee on specific policies and mechanisms suitable to the practical situation of the province, and at the same time direct and manage the political and professional tasks of the Department of Natural Resources and Environment.

In which, focus on promoting administrative reform; reviewing the entire system of documents, mechanisms and management policies on the field of natural resources and environment issued by competent authorities of the province to assess the effectiveness and conformity with current laws, promptly advise and propose to consider amending, supplementing, replacing and abolishing according to the provisions of law.

Continue to complete the 5-year provincial land use plan and the 2021-2030 district land use planning scheme; continue to effectively implement the Project to remove bottlenecks, unblock resources, improve the effectiveness of state management of the Natural Resources and Environment sector; strengthen training, coaching, and professional development; improve the spirit of serving the people of the team of cadres, civil servants, public employees, and workers in the whole sector...

Regarding environmental management, continue to effectively implement the project focusing on removing bottlenecks, unblocking resources, and improving the effectiveness of state management of the natural resources and environment sector approved by the Provincial People's Committee in Decision No. 805/QD-UBND dated April 5, 2021.

Continue to review and effectively implement the Project on Collection, Treatment of Domestic Waste and Environmental Sanitation in Vinh Phuc Province until 2025, with a vision to 2030, approved by the Provincial People's Committee in Decision No. 3235/QD-UBND dated November 26, 2021.

Carry out the task of developing an Air Quality Management Plan, the task of building, zoning and mapping flood and flash flood risk zones under the impact of climate change in Vinh Phuc province and proposing measures to prevent and minimize damage.

Research and propose solutions to overcome and handle environmental pollution, especially environmental pollution in rural areas, craft villages, urban areas and industrial zones and clusters. Proactively prevent, combat and mitigate natural disasters and adapt to climate change.

On this occasion, the Party Committee and the Board of Directors of the Department of Natural Resources and Environment commended collectives and individuals with outstanding achievements in performing tasks in 2023 and in studying and following Ho Chi Minh's ideology, morality and style in 2023.
