Circular 29 of the Ministry of Education and Training regulating extra teaching and learning is receiving attention from public opinion, especially teachers and students nationwide. Besides positive reviews, in recent days, there have been many opinions expressing confusion in the process of implementing the new regulations, especially where schools will get funding to pay teachers when participating in free extra teaching for 3 groups of students in the school.

Discussing this content, Deputy Minister of Education and Training Pham Ngoc Thuong said: In the process of implementing the Circular, "understanding and fulfilling the responsibilities of all parties" is the decisive factor for Circular 29 to truly come into life.

On the part of the Ministry of Education and Training, after issuing Circular 29 and after the Prime Minister's Official Dispatch dated February 7, 2025 on strengthening the direction of junior high school and high school enrollment and management of extra teaching and learning activities, the Ministry will continue to issue further documents urging and directing the Departments of Education and Training to advise and issue instructions for implementation at the local level.

On the part of the Provincial People's Committees, Deputy Minister Pham Ngoc Thuong said that it is necessary to effectively direct the implementation of communication work, organize conferences to disseminate and guide relevant subjects to unify in organizing and implementing the regulations. In addition, localities need to effectively implement the responsibility of state management of education and the instructions of the Prime Minister in Official Dispatch No. 10/CD-TTg dated February 7 on strengthening the direction of secondary school enrollment, high school enrollment and management of extra teaching and learning activities under the authority and responsibility of the Provincial People's Committee/Chairman of the Provincial People's Committee according to regulations. Accordingly, the Prime Minister requested the Chairmen of the Provincial People's Committees to direct general education institutions in the area to strictly implement regulations on extra teaching and learning, strictly handle violations of regulations, promptly detect, commend, reward, and promote examples of collectives and individuals who are dedicated, enthusiastic, and devoted to students. In particular, localities also have the responsibility to provide appropriate financial support to schools to contribute to improving the quality of education.

"We know that many Departments of Education and Training have issued guidelines for implementing Circular 29 and have advised localities to issue appropriate support policies for education and training development. We request that Departments of Education and Training continue to pay attention and soon issue guidelines and advice suitable for localities," Deputy Minister Pham Ngoc Thuong shared.

For schools and teachers, according to Deputy Minister Pham Ngoc Thuong, the common responsibility is to teach students to form qualities and abilities, meet output standards, and to create test and assessment questions that are correct and sufficient to meet the requirements of the program. For students who are really weak and are still confused about preparing for the transfer exams and high school graduation exams, the responsibility of schools and teachers is to support them. When schools and teachers determine such responsibilities, other problems will no longer be burdensome.

Deputy Minister Pham Ngoc Thuong also emphasized: In addition to management innovations, extra teaching and learning also requires changes in the awareness of the whole society towards this issue. Therefore, many short-term and long-term solutions are needed to effectively manage extra teaching and learning.

In addition to administrative solutions, according to Deputy Minister Pham Ngoc Thuong, schools also need to strengthen professional solutions such as: Improving teachers' capacity and teaching methods, teachers' responsibilities, promoting students' self-study ability and innovating testing and evaluation. In particular, regular testing and evaluation, final evaluation, and entrance exams must be consistent with the content and requirements of the 2018 General Education Program; not puzzling, not going beyond the program content to ensure that students study according to the program, do not need to study extra to pass the tests and admissions; strengthen the connection between general education and higher education, specifically in university entrance exams using general knowledge, not puzzling...

In addition, schools also need to improve facilities and have enough schools to ensure equal access to education for students; increase the number of schools and classes with two sessions per day; and have more appropriate policies to ensure teachers' living conditions so they can work with peace of mind.
