One of the notable points is that the draft requires that in case universities use high school results for admission, they must use the results of the entire 12th grade of the candidates. This regulation has been receiving consensus from public opinion.

In recent years, especially in the 2023 and 2024 admission seasons, more than 100 universities nationwide use the high school transcript admission method, many of which require the use of 4-5 semesters of study results, including 2 years of grade 10, grade 11 and semester I of grade 12. More notably, the average admission score based on transcripts of the schools is also extremely high, with some majors even achieving or achieving absolute scores.

This fact has raised public concerns about whether or not high schools are trying to “beautify” their students’ academic records. In addition, according to the comparison results between high school graduation exam scores and students’ academic records conducted by the Ministry of Education and Training, there is also a certain “skew” in many localities.

This shows that the quality of teaching and learning at the general education level is currently uneven because each locality and each school uses different "measures". And the fact that schools only use high school transcript scores for university admissions is not trustworthy enough for society. In that context, the draft Circular amending and supplementing a number of articles of the university admission regulations and college admissions for preschool education stipulates that in the case of using high school study results for admission, the study results of the entire 12th grade of the candidate must be used, that is, 6 semesters instead of 5 semesters as at present. This regulation has received consensus from public opinion.

Speaking at the Seminar on the Draft Regulations on University Admissions in 2025 organized by the Ministry of Education and Training on December 6, Ms. Vuong Huong Giang, Deputy Director of the Hanoi Department of Education and Training, said: Requiring universities to use transcripts for all 3 years of high school, including grade 12, is to ensure the assessment of candidates' knowledge throughout high school and avoid the phenomenon of lopsided learning, or skipping some subjects in the second semester of grade 12.

This affects the quality of comprehensive education at high school level. Sharing the same view, Associate Professor Dr. Nguyen Dao Tung, Director of the Academy of Finance, also said that in reality, many universities only consider the learning results of students in grades 10, 11 and semester 1 of grade 12, so there are cases of students not focusing on studying after Tet in semester 2. This has a very negative impact on the quality of mass education and comprehensive education at high school level.

“We support the new point in the draft regulation that if admission is based on high school transcripts, there must be 6 semesters, so that candidates can focus on studying seriously until the end of the school year. At the same time, there needs to be a monitoring mechanism for units to strictly implement the regulations; strengthen sanctions on inspection and post-inspection work so that admission is systematic, effective, reliable and fair,” said Associate Professor, Dr. Nguyen Dao Tung. Associate Professor, Dr. Nguyen Duc Son, President of Hanoi National University of Education, said that considering high school transcripts must use the learning results of the entire 12th grade year to ensure a comprehensive assessment of students' knowledge at the high school level, avoiding the phenomenon of lopsided learning or dropping some subjects in the second semester of grade 12.

Sharing more with CAND Newspaper reporters, many experts also suggested that along with requiring the use of learning results of 6 semesters, the Ministry of Education and Training should also consider controlling the quota for early admission by transcripts to limit the shortcomings of this admission method.

Associate Professor, Dr. Le Huu Lap, former Deputy Director of the Academy of Posts and Telecommunications Technology, said that the most problematic issue with early admission is mainly the method of considering transcripts. Therefore, the Ministry of Education and Training should limit the early admission quota to 20% for schools that use transcripts for admission. As for considering high school exam results, schools should not lower the quota by less than 20%, so that excellent candidates who do not have the conditions to take exams to assess their abilities, thinking, and international standard exams will not be disadvantaged.

Dr. Le Viet Khuyen, Vice President of the Association of Vietnamese Universities and Colleges, also expressed his opinion: The Ministry of Education and Training should limit or eliminate easy admission methods that do not properly assess the quality of input such as admission based on academic records. Instead, it should only consider academic records as an initial admission condition and must be accompanied by other combined conditions. In addition, the Ministry of Education and Training also needs to supplement regulations that universities and colleges need to set a reasonable rate for admission methods based on high school graduation exam results to ensure fairness for disadvantaged students who are not eligible to take international certification exams and separate exams organized by universities and colleges.

Deputy Minister of Education and Training Hoang Minh Son said that having stricter regulations if using academic records for admission is aimed at ensuring fairness for candidates. If only considering 5 semesters at high school level and ignoring the second semester of grade 12, many students will be subjective and not focus on studying well in all subjects. This will be very difficult for them when entering university later. In addition, it is also necessary to determine the viewpoint of how to simplify the admission process, making it most convenient for schools but not violating the general principles of education, which are fairness, equality and quality.
