Hanoi teachers send letter asking for adjustment of additional income policy

Speaking to Dan Viet newspaper reporters, a representative of the group of Hanoi teachers who sent a letter requesting adjustments to the additional income policy said: "Currently, the number of teachers who have sent the letter has reached nearly 5,000 people. We sincerely hope that the city's leaders will consider and adjust the beneficiaries of the additional income according to Resolution 46/2024/NQ-HDND, so that all city officials can enjoy it."

Ms. Quach Thi Thu Hang, a tenured teacher at Ba Vi High School, Ba Vi District, Hanoi, shared: "We are civil servants like other civil servants of the city. When I learned that civil servants at schools like mine do not enjoy the regime of the Capital, I was very sad and disappointed. I, along with tenured teachers and civil servants, hope to be treated fairly. We believe in the wisdom and impartiality of the city's leaders so that we can have a more secure life."

As a teacher at Hoai Duc A High School, Hoai Duc District, Hanoi - Mr. Phan Tien said: "I feel very regretful when I know that I am not eligible for the additional income according to Resolution 46/2024/NQ-HDND. This is an important policy in motivating and encouraging staff, civil servants, and public employees, especially in the education sector. However, the fact that many teachers do not enjoy this policy makes us feel disadvantaged, because teaching also requires a lot of dedication, responsibility, and pressure.

We hope that the city's leaders will consider expanding the scope of policy application, ensuring more fairness in remuneration, helping all teachers have more motivation to contribute to the cause of educating people."

Ms. Nguyen Thi Minh, a teacher at Ngo Quyen High School, Ba Vi District, Hanoi, affirmed: "As a civil servant of the Capital, we are very happy because we think we will have more income from the city's revenue increase. But when we read Resolution 46 which limits the beneficiaries, we are really sad because we see that we are being treated unequally.

Although it is a pilot autonomous unit, my school only gets about 400,000 VND per month, but if the city's budget is cut, we are at a great disadvantage. We really hope that the city's leaders will consider changing the beneficiaries so that we can be treated fairly like other civil servants."

Should we expand the target audience to increase income?

Regarding the case of more than 4,000 Hanoi teachers sending a letter requesting adjustments to the additional income policy, in an exchange with Dan Viet newspaper reporters, education experts gave their opinions.

Sharing with reporters of Dan Viet newspaper, Dr. Hoang Ngoc Vinh, former Director of the Department of Vocational Education, Ministry of Education and Training, expressed his opinion: "This wish and aspiration of teachers is completely legitimate.

With Resolution 46/2024/NQ-HDND, it is recommended to consider the impact of the Resolution to adjust fairness between groups of civil servants.

Second, the impact must be reassessed to ensure compliance with the enacted law.

Third, if necessary, there must be additional solutions to ensure that teachers' income is increased without being disadvantaged or unequal. They are all civil servants but have different regimes, while education is a special industry.

This will make teachers feel abandoned, affect their work spirit, the quality of education and lead to other negative things.

In Hanoi, the cost of living is quite high, causing difficulties, so this additional income will help improve teachers' lives, help them stick with the profession and improve the quality of education."

Another education expert said: "The resolution has been through an appraisal process, has a submission, and has many opinions, so I think the process is very strict, taking into account all subjects. The officials who enjoy this regime belong to state-subsidized units. As for units that have income, even if they have an additional 400,000 VND per month, it is still better than those who do not have any allowance.

If the City calculates all subjects, it will be a huge budget and difficult to balance. Therefore, the Resolution proposed in which teachers of autonomous schools are not eligible for additional income must be accepted.

However, the Education sector has every right to propose to the City People's Committee to make decisions that are specific to the education sector to improve the lives of teachers in remote and disadvantaged areas.
