According to the Ministry of Health, in the field of forensic psychiatric assessment and compulsory medical treatment, there have been a number of complicated incidents recently, causing outrage in society.
In order for forensic psychiatric assessment and compulsory medical treatment to be implemented strictly and in accordance with regulations, the Ministry of Health requires implementing units to ensure objectivity, honesty, accuracy, compliance with procedures and regulations of the Law on Judicial Assessment.
Examiners must meet the standards that prescribe the standards, records, procedures for appointment, issuance, dismissal, and revocation of cards for forensic examiners and forensic psychiatric examiners.
The Ministry of Health also requires units to seriously conduct self-inspection and assessment of their operations according to the criteria and scorecards specified in the Decision "Issuing the Regulations on inspection and scorecards for assessment of forensic psychiatric assessment, reception, treatment and management of people subject to compulsory medical treatment measures".
In addition, the units closely coordinate with local Party committees, authorities, and specialized agencies in the area, proactively implement contracts, closely coordinate with medical units to conduct specialized examinations and paraclinical examinations for subjects on the basis of efficiency, economy, avoiding waste and strictly managing subjects. There are forms of rewards and strict discipline for organizations and individuals in agencies and units when performing assigned tasks.
Based on the review results, the Ministry of Health Inspectorate will immediately conduct surprise inspections of units showing signs of violations in forensic psychiatric assessment and compulsory medical treatment.
