Continue to build a streamlined, efficient and effective apparatus

Quang Ninh Provincial Media Center, under the Provincial Party Committee, was established on the basis of merging the province's information and press agencies, including: Quang Ninh Newspaper, Quang Ninh Radio and Television Station, General Electronic Information Portal (under the Provincial People's Committee Office), Ha Long Newspaper (Provincial Literature and Arts Association). The establishment of the Center closely follows the direction of the Central and the province, ensuring science, efficiency, and innovation; improving the quality of operations of information and press agencies; increasing autonomy and self-responsibility for performing tasks, organizing apparatus, personnel, and finance.

In order to stabilize the organization and apparatus of the Provincial Media Center, the Standing Committee of the Provincial Party Committee decided to appoint 7 comrades who were former Directors, Editors-in-Chief, Deputy Directors, Deputy Editors-in-Chief of the Provincial Radio - Television Station, Quang Ninh Newspaper as Deputy Directors of the Center and transfer a comrade who is a member of the Provincial Party Committee to hold the position of Director of the Center. In July 2024, the Center reorganized the position of Director. To date, the Center has a Director and 3 Deputy Directors.

The Center's apparatus has been reduced from 22 specialized department-level focal points to 14 affiliated departments, reducing 8 department-level focal points. Continuing to innovate and streamline the organization of the political system, the Center continues to research to reduce the size from the current 14 departments to 12 departments. As of March 2025, the Center has 250 civil servants, a reduction of 43 people compared to the time of establishment. The Center is continuing to implement the streamlining roadmap associated with restructuring and improving the quality of the civil servants to meet new requirements.

On the basis of unified press agencies, the Center has operated according to the model of "Multimedia convergence newsroom, multi-type reporters, taking information technology as the foundation", gradually implementing digital transformation by digitizing all data, computerizing all stages to exploit the power of all types of journalism.

Optimizing the use of resources, capacity, strengths, and abilities of each reporter and editor is increasingly improved. About 70% of reporters and editors can produce multimedia news and articles for many types of journalism, of which about 15% of reporters and editors focus on producing specialized works, contributing to reducing the frequency of reporters' contact with the base and streamlining the event crew, overcoming the overlapping situation in the organization, reducing the production costs of previous programs and press works. On average, each year, the Center produces 4,680 news and articles in the news program, nearly 900 live radio programs, posting over 40,000 news and articles with an average of 70,000 visits/day on Quang Ninh Electronic Newspaper...

The center has also deployed the Quang Ninh Media application, opened the fanpage (forum on social networks) "QMG-Quang Ninh News 24/7" , fanpages in foreign languages... At the same time, focusing resources to serve new tasks well , such as: Publishing books, organizing events, communication activities, producing TV series, documentaries, music videos of famous songs of the province...

To effectively promote traditional press platforms, promote the development of digital press associated with a streamlined organization, effective and efficient operations , the Provincial Media Center focuses on innovation, increasing potential, scale and capacity on the basis of consolidating and perfecting the organizational model, being more proficient in the management and operation mechanism and process, strengthening the ordering mechanism, assigning tasks to produce press and media products associated with effectively implementing the mechanism of autonomy, financial balance, and changing the quality of media economic activities.

Identifying human as the core factor in improving effectiveness, efficiency and efficiency, the Center will continue to improve the quality and attract a team of human resources who not only work in multimedia and multi-form in breadth, but also focus on working in depth in information, exploiting the strengths and vitality of analytical journalism and data journalism, thereby contributing to building a strong Quang Ninh Media Center in the Northeast region.
