Try to push the pace

Reporting at the meeting of the Working Group of Project 06 provinces recently held, a representative of the Department of Natural Resources and Environment said that the work of digitizing land data is at risk of being behind the schedule assigned in Project 06.

According to Plan 1080 dated February 17 of the Provincial People's Committee on continuing to implement Project 06, the task of digitizing land data will be completed in the fourth quarter of 2024. This deadline is difficult to implement.

According to the analysis of the Department of Natural Resources and Environment, currently, there is no guidance on digitizing land data on the population database (according to Project 06) of the governing agency, the Ministry of Natural Resources and Environment, while digitizing data faces many difficulties due to thin, limited digital transformation and inadequate information technology infrastructure.

Therefore, the volume of digitalization implementation is not guaranteed according to schedule, the ability to restructure information using administrative procedure results is almost impossible to implement according to plan. The Department of Natural Resources and Environment proposes to amend Plan 1080 of the Provincial People's Committee to suit the specific implementation situation in localities and units.

Regarding the connection and sharing of land data information, the Department of Natural Resources and Environment has coordinated with VNPT Group to select land databases operating in 48 communes under the Project to build a cadastral records system and land database in Quang Nam province in the period of 2008 - 2015 and after 2015, completed the connection and sharing of related data information with the national database on population, connected essential public services and is implementing phase 2 in 13 districts with the remaining communes.

The representative of the Department of Labor, Invalids and Social Affairs raised some difficulties in paying social security through accounts. Accordingly, in 2023, this model was piloted in two districts, but the results were not high. In 2024, thanks to the drastic participation, this task has had some changes. The Department of Labor, Invalids and Social Affairs is synthesizing daily data and implementing many solutions to urge and ensure progress.

Solve financial worries

Mr. Dang Phong - Director of the Department of Finance provided a lot of information that local units were very interested in: funding to implement the contents of Project 06.

Accordingly, for departments and branches, the Provincial People's Committee issued Decision No. 334 dated February 7, 2024 on the Project to upgrade infrastructure and purchase information technology (IT) equipment to serve digital transformation in the province. This project has met the requirements for supplementing IT equipment for units to deploy digital transformation, carry out the contents and tasks according to Project 06.

For the People's Committees of districts and communes, localities use the digital transformation funding source according to Resolution No. 36 dated December 8, 2021 of the Provincial People's Council, additional annual digital transformation sources of the provincial budget and prioritize the allocation of additional district and commune budgets for implementation.

Regarding the budget for the police sector, the Department of Finance proposed that the Provincial People's Committee direct the Department of Information and Communications and specialized IT agencies to appraise the content of the proposal of the Provincial Police, the Department of Planning and Investment advise on the arrangement of public investment projects (if any), the Department of Finance advise on the arrangement of operating budget, propaganda, inspection, training... according to the proposed budget.

The Ministry of Planning and Investment has issued an official dispatch on capital allocation to implement Project 06, requesting localities to cut unnecessary items and projects, and establish IT application projects to serve Project 06.

“There has been a lot of confusion in the past, confusion throughout the country. We have consulted many localities, but no one has advised the Provincial People's Committee to approve a detailed budget for the implementation of Project 06 according to Government regulations, proving that the implementation is facing difficulties.

The important thing is to sit down and discuss together to meet the regulations and ensure resources to serve Project 06" - Mr. Dang Phong shared.

Colonel Ho Song An - Deputy Director of the Provincial Police (the standing agency of the Provincial Project 06 Working Group) emphasized that all sectors and units must be determined and responsible, work together and support each other to carry out the tasks set out in Project 06.

“The police will actively support members to carry out the task groups together. If there are any problems, we must discuss and point out the difficulties to find solutions there.

In the coming time, as a standing agency, the Provincial Police will have separate meetings with each sector to discuss thoroughly, assign roles and responsibilities, clarify people, tasks, and progress.

The working group hopes that leaders of sectors and localities will direct more decisively, research, grasp and deploy practical and flexible tasks to meet the requirements" - Colonel Ho Song An said.
