Within the framework of the event “Cashless Day”, on the afternoon of June 16, the Payment Department, the Communications Department (State Bank of Vietnam - SBV) in collaboration with Tuoi Tre newspaper, Vietnam National Payment Joint Stock Company (Napas) organized the Workshop “Data connection, smart payment - promoting social development”.
At the event, Director of the Department of Information Technology (General Department of Taxation), Mr. Pham Quang Toan shared that in the future, the tax code will be abolished and the citizen identification card will be used as the tax code. That is, when people are issued a citizen identification card, it will be considered as a tax code to facilitate tax declaration and procedures.
To do this, it is necessary to upgrade technical infrastructure, meet information security requirements, check network infrastructure, servers, and storage systems. The tax authority is coordinating with C06 (Ministry of Public Security) to synchronize the national population database and tax database, currently, about 52 million tax codes have been reviewed.
Regarding the promotion of cashless payments, Chairman of the Ho Chi Minh City People's Committee, Mr. Phan Van Mai, said that the health, education, insurance, transportation, etc. sectors in the city are stepping up implementation. Through the conversion to level 4 online public services (30% of the number of units), many agencies have applied cashless payments.
Meanwhile, in shopping malls and traditional markets, people also have the habit of not using cash. To further promote cashless payments, Ho Chi Minh City can stipulate a mandatory payment amount from which cash is not used. For example, payment for goods and services with a value of 10 million VND or more.
Deputy Governor of the State Bank of Vietnam Pham Tien Dung informed that the banking industry is actively implementing the Project on developing non-cash payments in Vietnam for the period 2021-2025; the Program on "National digital transformation to 2025, with a vision to 2030" and Decision No. 06/QD-TTg of the Prime Minister approving the Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation for the period 2022-2025, with a vision to 2030 (Project 06).
In particular, “data” is the highlight, contributing to the development of smart payment activities, promoting social development. Currently, the rate of Vietnamese adults with payment accounts at banks is about 74.63%.
In the first 4 months of 2023, non-cash payment transactions increased by 52.8% in quantity; via the Internet channel increased by 83.76% in quantity and 2.83% in value; via mobile phone channels increased by 64.84% and 9.47% respectively; via QR code method increased by 161.6% and 36.62% compared to the same period in 2022.
Speaking at the event, Deputy Prime Minister Le Minh Khai said that after two years of implementing Decision No. 1813 of the Prime Minister on approving the Project on developing a non-cash payment program in Vietnam for the period 2021-2025, the targets and results achieved were very impressive.
Non-cash payments reached over 7.59 quadrillion transactions with a value of nearly 219.5 quadrillion VND, an increase of 89% in quantity and 32% in value. These figures are much higher than the target set in the project (number of transactions and transaction value increased by 20-25%). Along with that, the annual growth rate of mobile and Internet payments reached over 100%, many banking services were performed entirely on digital channels with simple and quick processes and procedures.
