Hearing that most of the residents were looking forward to the day the alley was upgraded and preparing for the inconvenience of traveling during the alley upgrade, Ms. Nga said that in early July, Alley 423 Nguyen Kiem Street would be upgraded. This will be the last alley in Ward 2 to be upgraded.
Nearly 2 months ago, the Party Committee, People's Committee, and Vietnam Fatherland Front Committee of Ward 9, Phu Nhuan District announced and launched the new neighborhoods. About 2 weeks later, 5 members of the Neighborhood 2 Executive Board went to each residential area in the neighborhood to introduce themselves to the residents. "We introduced the new neighborhood executive board, the phone numbers of each member, some activities that will be carried out, and listened to the residents' opinions," Ms. Nga shared. By doing this, in 10 days, the Neighborhood 2 Executive Board met and listened to the opinions and wishes of representatives of more than 520 households.
At the launching sessions, the management board also asked for opinions on the contents to be implemented, including upgrading alley 423 Nguyen Kiem street and some green development projects, and contributions according to regulations. To connect people, the Management Board of Ward 2 established a group on Zalo to inform about issues in the area.
Implementing the policy of Ho Chi Minh City to digitally transform from residential areas, residential area 6, Ben Nghe ward (District 1) has set up groups on social networks to convey information to people more conveniently. However, Mr. Tran Quang Tuan, Head of Residential Area 6, said that digital transformation and updating information according to the "Project on developing applications of data on residents, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030" (Project 06) are mainly information that needs to be known. Results of the arrangement of neighborhoods and hamlets in Ho Chi Minh City
From 27,377 neighborhoods, hamlets, residential groups, and people's groups, after the arrangement, Ho Chi Minh City has 4,861 newly established neighborhoods and hamlets. Thereby, the staff from over 64,000 people has been streamlined to nearly 43,800 people.

Soon to have operating regulations
From 5 neighborhoods, 92 residential groups and 1 self-managed group, 5 apartment buildings, with 6,245 households and 22,824 people, Ward 9, Phu Nhuan District was arranged into 12 new neighborhoods. Mr. Tran Thanh Ha had many years as the deputy head of a residential group with nearly 50 households. After the locality rearranged the neighborhood, Mr. Ha was elected as Head of Neighborhood 7, Ward 9, managing 515 households. Mr. Ha said that this means that he and the members of the neighborhood management board need more time to closely follow, understand, care for, accompany and support the people.
Meanwhile, Mr. Tran Van Thuan, Head of Ward 33, Binh Hung Hoa Ward (Binh Tan District), said that at the ward level, the Chairman of the People's Committee is supported by his deputy and has additional civil servants to assist him. Meanwhile, the ward only has a ward chief, so the implementation of propaganda and mobilization work is still limited. Especially the content of mobilizing contributions and support for revenue sources. Therefore, Mr. Thuan hopes to soon add the position of Deputy Ward Chief and Deputy of the Front Work Committee to reduce the work pressure for the ward chief.
Facing the same difficulty, Ward 6, Ben Nghe Ward, resolved it by arranging and mobilizing personnel from organizations to participate as representatives of the self-governing areas. Mr. Tran Quang Tuan said that fortunately, most of the heads of residential groups had previously participated in neighborhood organizations, so when this force continued to act as "legs" to help the neighborhood stay close to the area, they gained the trust of the people.
After more than 2 months of operation, besides advantages, the operation of the executive board in the new neighborhood and hamlet still has many difficulties and limitations. That is, the neighborhood and hamlet do not have an office, have not been arranged a centralized meeting point, equipment and facilities for activities are still lacking, operating funds have not been arranged, members have not received monthly allowances according to regulations... In addition, Ho Chi Minh City has not yet issued regulations on the operation of neighborhoods and hamlets.
According to the Chairman of the People's Committee of An Phu Dong Ward, District 12, Vo Thi Ngoc Lan, after the arrangement, the management of households in each neighborhood has been tightened, and the closeness to the people and the understanding of the situation of the people in the neighborhood have been better. In addition, the propaganda and dissemination of the Party and State's policies and guidelines to the people have also been faster. However, due to the arrangement from 5 neighborhoods to 30 neighborhoods, the arrangement of meeting places for the neighborhoods is still difficult. Currently, some neighborhoods share meeting places. In addition to flexibly borrowing the community learning center, the People's Committee of the ward has also proposed to repair some old public properties for the neighborhoods to use.
According to Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan, the work of arranging neighborhoods and hamlets in Ho Chi Minh City is being carried out seriously under the leadership and direction of the Ho Chi Minh City Party Committee. Ho Chi Minh City also regularly asks for opinions from central agencies during the arrangement process. By April 15, all wards in the city had organized the announcement of Resolution No. 11/NQ-HDND of the Ho Chi Minh City People's Council.
In the coming time, the city will continue to direct the summary of the work of arranging neighborhoods and hamlets in conjunction with organizing the commendation and recognition of the contributions of those who have participated in activities in neighborhoods and hamlets. At the same time, it will guide the management and use of neighborhood and hamlet headquarters; manage the spending of sources for neighborhood and hamlet activities. In addition, it will issue model regulations on organizing activities of neighborhoods and hamlets; train and foster the titles of non-professional activists participating in neighborhood and hamlet activities. The city encourages localities to build digital platforms to exchange and share information within local neighborhoods and hamlets. The Ho Chi Minh City People's Committee also recommends that the Ho Chi Minh City Party Committee direct agencies, especially the Vietnam Fatherland Front and socio-political organizations, to pay attention to developing projects to develop core political forces in new neighborhoods and hamlets.

To resolve difficulties for the neighborhoods, the Party Committee, People's Committee, and Vietnam Fatherland Front Committee of Ward 9 organized two meetings on the operation situation after the arrangement of the new neighborhood. The leaders of the Party Committee and People's Committee of the ward also regularly listened to the discussions of the Party Committee and the neighborhood management board, so they both directed the work of the neighborhood to achieve efficiency, and guided the neighborhoods facing difficulties to learn from the experiences of the neighborhoods that did well; assigned specific and clear tasks... At the same time, the ward issued a plan to organize the introduction of the new neighborhood personnel to the households, in order to help people clearly know the new neighborhood personnel, thereby supporting and helping the new neighborhood to operate effectively.
Mr. NGUYEN VAN DUNG - Secretary of Party Cell 4, Ward 22, Binh Thanh District, HCMC: Facing difficulties with luxury apartments
After the arrangement of neighborhoods, Ward 22, Binh Thanh District increased from 7 neighborhoods to 26 neighborhoods, including 13 residential areas and 13 apartment buildings. Currently, Ward 22 has only established 23/26 Front Work Committees, and 3 neighborhoods in high-end apartment buildings are still looking for personnel. In fact, building and developing membership in high-end apartment buildings is very difficult and is in a difficult situation. To enter these buildings, residents must have a magnetic card, otherwise it must go through the apartment building management board. To solve this problem, I recommend that the Vietnam Fatherland Front Committee of Ho Chi Minh City coordinate with the People's Committee of Ho Chi Minh City discuss with investors and apartment building management boards to develop regulations and criteria for neighborhood activities in high-end apartment buildings.
