With the theme "Administrative procedure reform and dual transformation: Realizing a green and sustainable economy", the White Book 2025 continues to affirm its role as an essential communication channel, effectively conveying the voice of the European business community to the Vietnamese Government.
This year’s theme represents a shared vision for a Vietnam that leverages innovation, reforms administrative procedures and embraces sustainable development in an increasingly volatile global market.
Chairman of the European Chamber of Commerce in Vietnam (EuroCham), Mr. Bruno Jaspaert, emphasized that under the leadership of General Secretary To Lam, Vietnam is striving to enter a new era, with an ambitious goal: to become a high-income country by 2045. To realize this goal, Vietnam is promoting innovation, increasing investment in education, effectively exploiting new strategic infrastructure to promote economic growth and develop a skilled workforce.
Mr. Bruno Jaspaert said that this is a pivotal time, requiring bold strategies and long-term vision to respond to rapidly evolving global changes, thereby strengthening Vietnam's position as a dynamic and highly competitive investment center globally.
Vietnam currently holds many advantages that not every country has: a strategic location, large reserves of rare earths, abundant natural resources, an abundant labor force, and a government that always accompanies businesses on every step of their development. The ability to adapt, attract investment, and maintain growth momentum will be key factors in shaping Vietnam's long-term future.
Therefore, the revolution of streamlining the apparatus to increase management efficiency and simplify administrative procedures is the "key" to expanding growth space.
"The next seven years will be a key period for Vietnam to accelerate infrastructure development and strengthen governance mechanisms to achieve ambitious growth targets," Mr. Bruno Jaspaert predicted.
EU Ambassador to Vietnam Julien Guerrier highly appreciated Vietnam's administrative reform efforts, considering this a testament to the Government's strong commitment to building a modern, efficient and flexible administrative apparatus, ready to adapt to changes in the global environment.
The year 2025 marks two important milestones in Vietnam-EU relations: 35 years of diplomatic relations and five years of implementing the Vietnam-EU Free Trade Agreement (EVFTA). "These commemorative events coincide with Vietnam's strong progress in administrative reform and institutional modernization, creating the perfect impetus to deepen the comprehensive partnership between the two sides," Mr. Julien Guerrier emphasized.
Vietnam’s commitment to become a high-income developed country by 2045 and to achieve net zero emissions by 2050 is fully aligned with the EU’s vision for sustainable and inclusive development. This year, the Vietnam-EU partnership will continue to expand in key areas supporting Vietnam’s modernisation: sustainable energy transition, digital transformation, smart transport, advanced education systems and emerging industries such as critical materials and semiconductors.
The 2025 White Book consists of 228 pages, gathering practical recommendations on improving the business environment in areas such as: Digital transformation, intellectual property rights, construction, real estate, mergers and acquisitions, public-private partnerships, taxes and transfer pricing. At the same time, the White Book also addresses in depth solutions to promote renewable energy, green growth, circular economy, transportation-logistics, human resources-training, energy, healthcare, work permits for foreigners, construction, financial products to promote Vietnam's export strategy.
Previously, EuroCham's Business Confidence Index (BCI) Report for Q4/2024, with a BCI score of 61.8 - the highest since the beginning of 2022. This is not only a sign of recovery, but also a clear statement: European businesses are ready to adapt, innovate and grow even in challenging times. More notably, 3 out of 4 European businesses in Vietnam surveyed said they would recommend Vietnam as an investment destination, with more than 70% planning to expand operations./.
