Withdraw proposal to exempt tuition fees for teachers' children

A representative of the Drafting Committee for the Law on Teachers (Ministry of Education and Training) said that the proposal to exempt tuition fees for biological and legally adopted children of teachers has been withdrawn.


Accordingly, the withdrawal of the proposal to exempt tuition fees for teachers' children is due to the fact that during the drafting process, the Ministry of Education and Training always listened to the comments and criticisms of National Assembly deputies, teachers, voters and people nationwide to make timely adjustments.

The latest teacher support policy will be presented to the National Assembly for the first time (expected on November 9) including: subsidy regimes according to the nature of work, according to region; training and development support policies; periodic health care, occupational health care; mobility allowances for teachers working in literacy or universal education or on secondment or teaching reinforcement or teaching inter-school or having to move to teach at schools in villages and hamlets...

Previously, the Ministry of Education and Training explained that the proposal to exempt tuition fees for biological and legally adopted children of teachers was because the regulations on regimes and policies for relatives of officials, civil servants and public employees were often proposed for some sectors and fields with specific characteristics. International experience also shows that many countries, in addition to regulations on policies for teachers, also stipulate preferential policies for relatives of teachers.

With the view of building the Law on Teachers to create policies, including some breakthrough policies, creating conditions for teachers to develop as well as enhancing the professional status of teachers to attract talented people to the industry, the Drafting Committee has proposed a policy to support tuition fees for teachers' children and other policies to ensure social security for teachers to create conditions for teachers to have a better life, peace of mind, and commitment to the education career.

Regarding the content of the regulation on tuition exemption policy for teachers' children, the Ministry of Education and Training has compiled opinions, carefully reviewed, and assessed the impact of the regulations to ensure feasibility, ensure correlation with other professions and the country's socio-economic conditions to edit the draft law before submitting it to the National Assembly.

The withdrawal of this proposal is in accordance with the direction of the Government and the National Assembly: issues that are mature, clear, and have high consensus will be included in the law; contents that have not been thoroughly assessed for impact or issues that have not reached high consensus will be removed from the draft law.

As Thanh Nien reported, the proposal to exempt tuition fees for teachers' children received many negative opinions from teachers themselves and public opinion because they thought it was inappropriate and that teachers needed special policies, not privileges or benefits.

Previously, the Ministry of Education and Training also decided to remove the regulation that teachers must have a practice certificate from the draft Law on Teachers in the 5th draft submitted to the National Assembly Standing Committee.
