With the determination to fight, suppress, and be uncompromising with drug crimes , during the month of action against drugs in 2023, officers and soldiers of the Thanh Hoa Provincial Border Guard have been brave and intelligent, continuously arresting and destroying many drug cases and rings, contributing to maintaining political security and social order and safety on the province's border.

Giang A Mang was arrested by the PCMT&TP force of the Thanh Hoa Provincial Border Guard on June 1, 2023, while illegally transporting 2 kg of opium resin and 400 synthetic drug pills.

Thanh Hoa has a 213.6km land border, adjacent to Hua Phan province, Lao PDR; in 16 communes and towns in 5 border districts, there are more than 70,000 people living, of which 95% are ethnic minorities. Taking advantage of the rugged mountainous terrain, the difficult lives of ethnic minorities, especially their limited knowledge and awareness of the law, many subjects have lured and enticed people to use drugs or participate in drug trafficking and illegal transportation.

In recent times, along with the effective implementation of management, protection of territorial sovereignty, border security, and maintenance of security and order in the border areas, the Provincial Border Guard has effectively fought against all types of crimes; has dismantled many large drug crime lines from Laos across the border into Vietnam. However, the activities of drug crime on the border line still have complicated developments, reflected in the number of cases, the number of subjects arrested, the amount of drugs seized remain high, with no signs of decreasing; especially the amount of drugs seized in the border area accounts for 70 to 80% of the total amount of drugs seized in the province. Most of the drugs are transported by subjects from the "Golden Triangle" area through the northern provinces of Laos to Hua Phan, then they collude with subjects on the Vietnamese side to transport across the border of the province to bring deep into our country for consumption.

Subject Thao Un was arrested by Quang Chieu Border Guard Station and joint forces on June 18, 2023 while illegally transporting 1,415 synthetic drug pills.

According to Colonel Do Ngoc Vinh, Commander of the Thanh Hoa Provincial Border Guard, the activities of drug trafficking rings and subjects are very sophisticated, daring, reckless and often change their methods and tricks of operation to evade the law, such as: They often use ethnic minorities on both sides of the border, mainly Mong people, especially those with family relationships, doing business across the border and drug addicts, having difficult lives, limited awareness to hire them to transport drugs for consumption. When transporting, the subjects often divide the drugs into small pieces to hide in luggage, on parts of the vehicle, even hide them in "private areas" of the body... The leaders rarely show up, do not directly buy and sell drugs, often use phones, social networks to make transactions and then hire other subjects to transport; the transporters divide into groups, have people to look out for them, guide them, and are ready to fight back when discovered and arrested. In particular, recently, the authorities discovered that subjects took advantage of loopholes in passenger buses to hide drugs in goods and then consign them, while sending people to follow the vehicle to monitor the "goods" and keep watch. In case of being exposed, they are ready to abandon the goods. If not detected, the subjects on the vehicle will notify the subjects at the receiving location to contact the bus company to receive the drugs.

The above tricks have caused many difficulties for the detection, discovery, investigation and handling of drug crimes by functional forces. Based on the Plan of the Border Guard Command and the People's Committee of Thanh Hoa province on implementing the Action Month for Drug Prevention and Control in 2023; The Border Guard Command of Thanh Hoa province has developed Plan No. 345/KH-BCH dated May 29, 2023 on the peak of suppressing drug crimes on the two border lines, responding to the "Action Month for Drug Prevention and Control" in 2023. At the same time, deploy and direct units on the two border lines of the province to organize patrols and strictly control people, vehicles and goods passing through the border area, border gate areas, seaports, trails and openings, where subjects can take advantage to gather and transport drugs into the border area of ​​the province to develop professional plans and special projects to fight. Along with that, direct professional forces and grassroots units to proactively coordinate with functional forces such as: Police, Customs, Coast Guard, Market Management and Hua Phan Provincial Police (Laos) in the work of grasping and coordinating the fight against drug trafficking and transportation lines and subjects in border areas.

Two subjects: Thao Giong Cu Vang and Nang May Giang Ho (Laos) were arrested by Thanh Hoa Border Guard on April 27, 2023, while illegally transporting 15,000 synthetic drug pills across the border.

Identifying propaganda as an important and key factor in the fight against drug trafficking, Border Guard stations have coordinated with local authorities, sectors and functional forces in the area to focus on propaganda about the methods and tricks of drug criminals; the harmful effects of drugs on families, communities and society. Raise vigilance, actively fight and denounce drug crimes and evils. Commit not to participate in buying, selling, transporting or assisting or covering up drug crimes... From the beginning of June until now, Border Guard stations have organized 27 concentrated propaganda sessions with 2,500 participants; written propaganda articles on the loudspeaker systems of communes, wards and towns for 120 times; conducted individual propaganda for 25 cases.

Since the beginning of the peak month, the provincial Border Guard has successfully organized 1 project, effectively implemented 11 professional plans; presided over the arrest and prosecution of 14 cases/19 subjects; seized evidence includes: 2 kg of opium resin, 3,415 synthetic drug pills, 28.432g of heroin, 2.895g of ketamine, 1 car, 8 motorbikes and many other evidences.

Typically, implementing the TH523.2 Project Plan to combat drug crimes on the Quan Hoa - Muong Lat border line; at 5:45 a.m. on June 1, 2023, at Pong village, Tam Chung commune (Muong Lat), the anti-drug and crime prevention force of the Thanh Hoa Border Guard's Drug and Crime Prevention Department coordinated with Tam Chung Border Guard Station to catch Giang A Mang, born in 1962, residing in On village, Tam Chung commune, in the act of illegally buying and selling drugs. The seized evidence included 2kg of opium resin; 400 synthetic drug pills; 1 motorbike and 1 mobile phone.

Most recently, implementing the TH 523.2 project of the Thanh Hoa Provincial Border Guard Command on combating drug crime activities in the border area of ​​​​Muong Lat district, at 22:15 on June 18, 2023, in the Na Hin village area, Muong Chanh commune (Muong Lat), Quang Chieu Border Guard Station presided over and coordinated with the PCMT&TP Special Task Force - Thanh Hoa Provincial Border Guard and Muong Lat District Police to catch Thao Un, born in 1997, residing in Dan Pau To village, Muong Cang cluster, Vieng Xay district, Hua Phan province, Laos, illegally transporting 1,415 synthetic drug pills. Through the investigation, Thao Un confessed that he had brought the above drugs from Laos across the Vietnam border for consumption.

Authorized by the People's Committee of Thanh Hoa province, Colonel Do Ngoc Vinh awarded a Certificate of Merit to the Department of Crime Prevention and Control of the Provincial Border Guard for its achievements in the fight against crime.

In addition, the PCMT&TP force of the provincial Border Guard coordinated with the PC04 Department of the provincial Police to successfully fight 1 project, arresting 1 case/3 subjects of drug crimes; seized evidence included 3,000 synthetic drug pills. The Border Guard stations presided over and coordinated with the Police of border communes and districts to arrest 5 cases/6 subjects; seized evidence included 2,830 synthetic drug pills, 10.3g of heroin, 2.895g of ketamine, 1 car, 2 motorbikes and many other evidences.

According to statistics, from the beginning of 2023 to present, the Thanh Hoa Provincial Border Guard has independently and successfully fought 3 projects, implemented 25 operational plans, arrested 24 cases/31 drug criminals, seized 160.432 grams of heroin, 18,415 synthetic drug pills, 2 kg of opium resin and many other exhibits; coordinated with the police force to successfully fight 2 projects, arrested 2 cases/4 subjects, seized more than 14 kg of various drugs.

According to Colonel Do Ngoc Vinh, in order to improve the effectiveness of the fight against drug crimes, the Thanh Hoa Provincial Border Guard continues to synchronously deploy border protection measures to proactively grasp and forecast the situation of drug crimes early, from afar, from outside the border; promptly propose policies and effective prevention solutions, not to be passive. Advise on the effective implementation of economic, cultural and social development programs and projects, associated with strengthening national defense and security. Improve the material and spiritual life of the people. Promote propaganda and education, raise awareness and responsibility for cadres, party members and people in the border area on preventing and combating crimes and drug abuse. Build a strong national border defense posture, an increasingly strong national border defense. Implement well the coordination between forces, especially with the police and customs forces in the fight against and destroying complex drug networks, gangs and hotspots.

At the same time, closely coordinate with the functional forces of Laos in exchanging information, situation, fighting against crime, managing and protecting the border. In addition, pay attention to building a specialized force for crime prevention and control in the provincial Border Guard that is strong in all aspects; has steadfast and firm political will, has high capacity, professional qualifications, and is proficient in the profession; always overcomes all difficulties, bravely and resolutely attacks and suppresses crime.
