More drastic and thorough in the fight against IUU fishing

In order to continue to overcome the limitations and shortcomings in the work of preventing and combating IUU fishing (unreported and unregulated fishing) in the district; resolutely not allowing fishing vessels and fishermen of the district to illegally exploit seafood in foreign waters, and make efforts with the whole country to remove the "Yellow Card" of the European Commission (EC), the Standing Committee of Tuy Phong District Party Committee issued Official Dispatch No. 1828 requesting the District People's Committee, departments and branches of the district to implement a number of contents.

Accordingly, the District People's Committee, the Fatherland Front and socio-political organizations of the district, functional forces (Border Guard, Police, Fisheries Surveillance), Party committees of coastal communes and towns are requested to continue to thoroughly grasp and seriously implement the directives of the Provincial Party Committee Standing Committee, the Provincial People's Committee, and the District Party Committee Standing Committee. Raise the responsibility of the heads of Party committees, authorities, functional forces and relevant agencies to focus on leading and directing the implementation of urgent and key tasks and solutions to combat IUU fishing. Must be close, must not be negligent or subjective in directing, organizing implementation, and attaching responsibility for the results of local anti-IUU fishing implementation.

In addition, the District People's Committee needs to develop a plan to overcome shortcomings and limitations; in which, it specifically identifies tasks and measures that need to be focused on in 2024, in conjunction with strengthening the monitoring, direction, inspection and urging of implementation. Directing to continue promoting information and propaganda work on the efforts to combat IUU fishing of the whole country in general, of the province and district in particular; propagating and disseminating legal regulations on combating IUU fishing to the fishing community and related organizations and individuals.

In addition, the Fatherland Front Committee and socio-political organizations of the district, especially the Farmers' Association and the Women's Union of the district, have strengthened propaganda work to members, members who are ship owners, captains and fishermen to strictly comply with the provisions of the law in the exploitation and protection of aquatic resources. At the same time, actively coordinate and supervise the implementation of anti-IUU fishing activities by local authorities and functional forces.

Party committees, especially Party secretaries of coastal communes and towns, should strengthen their leadership, direction and organization of the implementation of the task of combating IUU fishing in the area. Propose measures to actively manage and regularly monitor fishermen from their localities entering the southwestern provinces to participate in seafood exploitation. Direct the review of all fishing vessels in the management area to ensure a firm grasp of the current situation (number of fishing vessels whose registration, inspection and licensing have expired or not; fishing vessels that have been transferred, sold or deregistered; fishing vessels operating outside the province, fishing vessels that have not installed voyage monitoring equipment, fishing vessels at risk of violating foreign waters, fishing vessels that regularly operate in other provinces and do not return to the locality) for close monitoring and management. Resolutely do not let fishing vessels and fishermen from their localities violate foreign waters and be arrested by foreign countries.

It is known that, up to now, the whole district has organized for ship owners and captains of offshore fishing vessels to sign a commitment not to violate foreign waters; 252/252 operating fishing vessels have completed the installation of VMS equipment according to regulations. Conducted a general review, statistics, screening, and classification of existing "3 no" fishing vessels and "3 number" fishing vessels previously managed by the district. In addition, fishermen have been supported and guided in registering, issuing fishing licenses, and inspecting fishing vessels according to regulations; the work of monitoring, inspecting, controlling fishing vessels at sea, at ports, and handling fishing vessels violating IUU has been strengthened; in the past year, no fishing vessels of the district exploited in violation of foreign waters.
