Integrated planning of Ma River basin.

The planning scope includes the entire area of ​​the Ma River basin located in the territory of Vietnam under the administrative boundaries of the provinces: Dien Bien, Son La, Hoa Binh, Thanh Hoa and Nghe An with a total area of ​​17,653 km2 and is divided into 08 planning sub-regions including: upper Ma River; middle Ma River; South Ma River - North Chu River; North Ma River; Buoi River basin; Am River basin; upper Chu River; South Chu River.

The general objective is to ensure water security in river basins, store, regulate and distribute water resources fairly and reasonably, exploit and use water economically and effectively in conjunction with protecting and developing water resources sustainably to meet people's water needs, develop socio-economy, ensure national defense, security, protect the environment, conserve ecosystems, vegetation cover and biodiversity. Protect water resources, prevent degradation, depletion, pollution of water resources and harmful effects caused by water in conjunction with economic development, environmental protection, heritage, and historical and cultural relics; have a roadmap for restoring degraded, depleted and polluted water resources, meeting the requirements of integrated water resource management in river basins and adapting to climate change. Step by step implement the goal of national digital transformation on the basis of building and operating the water resources information and data system, ensuring connection with the environmental resources information system and sectors that exploit and use water.

100% of industrial parks and industrial clusters have centralized wastewater treatment systems.

Specifically, the Plan strives that by 2030, 60% of locations maintaining minimum flows on rivers will be monitored, with appropriate automatic and online monitoring routes. 100% of inter-provincial water sources will have their wastewater receiving capacity and load capacity announced; 80% of works exploiting, using water, and discharging wastewater into water sources will be monitored for operation and connected to the system according to regulations.

100% of lakes and ponds with regulating functions and high values ​​in terms of biodiversity, history, culture and beliefs that are not filled in are announced and strictly managed. 100% of industrial parks and industrial clusters in operation have centralized wastewater treatment systems...

Ensuring water quantity and quality to meet socio-economic development goals

Vision to 2050: maintain and develop water resources, regulate and distribute water resources to ensure water security, adapt to climate change, protect heritage, historical and cultural relics and comply with international treaties and bilateral cooperation related to water resources that Vietnam has participated in;

Strengthening the protection of water resources, ensuring the quantity and quality of water to meet socio-economic development goals and minimizing the harm caused by water. Management, exploitation, use and protection of water resources are carried out online on the basis of smart governance;

Effectively prevent and combat river and stream bank erosion, control riverbed elevation, sand and gravel mining activities; relocate riverside residents and other measures to gradually enhance the value of riverside landscapes;

Controlling flooding caused by rain and floods through non-structural measures, water storage works in flooded areas, low-lying areas...

The planning content includes: Water source functions; management, regulation, and distribution of water sources to contribute to ensuring water source security for exploitation, use purposes and socio-economic development goals in the planning area; management of exploitation and use of surface water to ensure minimum flow on the river; reserve water sources for domestic use in areas at risk of water source pollution; dams, reservoirs, water regulation and storage works, water source development; prevention and control of landslides, river and lake banks, etc.
