National land use planning: Many indicators are no longer suitable

DNVN - Presenting the Government's report at the 8th Session of the 15th National Assembly, Minister of Natural Resources and Environment Do Duc Duy stated that after 3 years of implementing the National Land Use Plan, many land use indicators are no longer suitable.

Continuing the 8th Session on the morning of October 23, the National Assembly listened to Minister of Natural Resources and Environment Do Duc Duy, authorized by the Prime Minister, present the Proposal on the policy of adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050.

According to survey results and reports from localities, by December 31, 2023, nationwide, the land use targets implemented after 2 years since the National Land Use Plan was approved reached about 5% to 10% compared to the land use targets until 2030 approved by the National Assembly.

Of which, there are some high performance indicators such as urban land (21.99%), production forest land 19.59%, special-use forest land (14.02%) but there are also many low performance indicators such as land for building cultural facilities (1.96%), protective forest land (3.93%)...

Minister of Natural Resources and Environment Do Duc Duy stated that after 3 years of implementing the National Land Use Planning, many land use indicators are no longer suitable.

Minister Do Duc Duy presented the Proposal on the policy of adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050.

Based on the political foundation, legal basis and practical situation, the Government's submission to the National Assembly for decision on the policy of adjusting the National Land Use Plan at the 8th Session of the 15th National Assembly is very necessary so that the Government has enough time to organize the preparation, appraisal, and submission to the National Assembly for consideration and approval at the regular session at the end of 2025. Thereby, meeting the requirements of socio-economic development, ensuring national defense and security.

Mr. Duy said that the Government is expected to submit to the National Assembly an adjustment to the National Land Use Plan (according to the provisions of the 2024 Land Law), including adjusting land use targets for agricultural and non-agricultural land groups. The National Land Use Plan will not be submitted to the National Assembly for approval.

Calculating and determining land use indicators in the revised National Land Use Plan this time requires a thorough review and balancing of land use indicators of sectors, fields and localities.

In particular, priority is given to allocating land for national defense and security purposes, stabilizing rice-growing land to ensure national food security, strictly managing forest land, maintaining forest cover to contribute to protecting the ecological environment, responding to climate change and achieving sustainable development goals.

Presenting the review report, Chairman of the Economic Committee Vu Hong Thanh said that the Committee agreed with the need to adjust the National Land Use Planning because of the grounds and contents as stated in the Government's Submission. The review agency pointed out that the report on the review results of the National Land Use Planning is an important basis for assessing the implementation results of Resolution No. 39/2021/QH15 dated November 13, 2021 (Resolution No. 39). However, the data in the attached submission has just been reviewed and updated to December 31, 2023 and is not complete.

The Economic Committee recommends that the Government assess the impact of policies and laws on the implementation of land use indicators; continue to review and clarify the reasons for proposing adjustments to land use planning indicators, ensuring they are close to practical needs.

It is necessary to review and update data to increase accuracy and persuasiveness, clarify the impacts of land use planning adjustment plans on urbanization and infrastructure development. Carefully review local land use needs and have appropriate allocation plans.

At the same time, the planning process needs to ensure the strategic orientations of the Party and State in maintaining the area of ​​rice fields, forest cover, paying attention to the arrangement of residential land, production land for ethnic minorities, and land to serve the response to climate change such as landslides, flooding, and land filling.
