Deputy Prime Minister Tran Hong Ha has just signed a decision approving the master plan for the construction of Thac Ba Lake National Tourist Area in Yen Bai Province. It is determined that by 2040, the entire Thac Ba Lake National Tourist Area will become an international-class tourism, resort and cultural center.
According to approval, the planning scope includes the entire water surface area of Thac Ba Lake and the surrounding area under the administrative boundaries of Yen Binh and Luc Yen districts with an area of about 53,000 hectares.
The planning identifies this as a key national tourist area of the midland and mountainous region of the North with typical tourism products associated with national cultural values and the Thac Ba Lake ecosystem; as one of the national tourist areas with a brand, associated with types of eco-tourism, resorts, conferences, seminars, history, culture, sightseeing, and research.
This is also an area to preserve and promote the natural ecological values, biodiversity and unique culture of the country; an area with an important strategic position in terms of national defense and security; an area to ensure energy security, water supply and irrigation for the Red River Delta.
In development planning, ensure the ability to synchronously integrate economic sectors. Harmoniously combine tourism development with sustainable urban and rural development on the basis of preserving and promoting natural values and traditional culture; ensure national defense - security, safety of hydroelectric dams, respond to climate change; prevent natural disasters and protect resources, environment, unique landscape space and improve living conditions of people in the Thac Ba lake area.
Thac Ba Lake is planned to become an international-class tourist and resort center.
Development must be based on the principle of reasonable inheritance, continuing to implement approved plans. Review, adjust and supplement in accordance with new conditions and development directions. Respect and promote the value of natural terrain and landscape, do not negatively impact the natural terrain structure, only partially level the construction area.
Protect and promote the value of Thac Ba Lake's water surface, the system of islands in the lake, high points with beautiful views (such as: Chang Re Mountain, Cao Bien Mountain...), natural caves, typical terraced fields (Luc Yen District, Yen Binh District), traditional ethnic villages and attractive scenic spots in Thac Ba Lake National Tourist Area.
The construction process needs to optimally exploit the potential and advantages of Thac Ba Lake such as: Water landscape value, mountain and forest landscape, ecological environment, national cultural identity, intangible values and cultural beliefs, connecting waterways and roads; study the impact of the Hanoi - Lao Cai expressway, National Highway 70, National Highway 37, National Highway 2D, airport... on the planning process and development orientation to exploit the advantages of Thac Ba Lake National Tourist Area.
Renovating and embellishing existing residential areas, orienting spaces for community tourism development, systems of social infrastructure works in residential areas, craft villages, production areas, areas providing goods, special souvenirs... to serve residents and develop tourism; Orienting the development of typical tourism products; Developing types of commercial infrastructure (markets, shopping centers,...) to serve residents in the area and tourists at Thac Ba Lake National Tourist Area.
Building a technical infrastructure system connecting with other tourist destinations in Yen Bai province, the Northern midland and mountainous region, including: Tan Trao National Tourist Area, Tam Dao National Tourist Area, Hung Temple National Tourist Area, Sa Pa National Tourist Area, Dong Van Karst Plateau Global Geopark, Mu Cang Chai special national landscape of terraced fields...
