New regulations on vehicle registration and license plate fees from October 22, 2023
On September 7, the Ministry of Finance issued Circular 60/2023/TT-BTC stipulating the collection rates, collection, payment, exemption, and management of fees for registration and license plate issuance of road motor vehicles.
Accordingly, the regulations on vehicle registration and license plate fees are as follows:

Organizations and individuals with headquarters or residence in any area must pay fees for vehicle registration certificates and license plates according to the fee rates prescribed for that area.
In the case of granting registration certificates and license plates for new vehicles that win auctions, the winning organization or individual shall pay the fee for granting registration certificates and license plates for vehicles as follows: Registration for granting certificates and license plates in area I shall apply the fee rate in area I; registration for granting certificates and license plates in areas II and III shall apply the fee rate in area II.
For police cars and motorbikes used for security purposes registered in Area I or registered at the Traffic Police Department, Ministry of Public Security, the fee rate in Area I shall apply.
The value of a motorbike used as the basis for applying the fee for granting a vehicle registration certificate and license plate is the price for calculating the registration fee at the time of registration.
Note: The fees for issuing vehicle registration certificates and license plates prescribed in Circular 60/2023/TT-BTC are applied uniformly nationwide.
In provinces and centrally-run cities that have issued legal documents stipulating the collection rate of fees for granting vehicle registration certificates and license plates different from the regulations in Circular 60/2023/TT-BTC on the basis of specific mechanisms and policies permitted by the National Assembly to be applied locally, the collection rate prescribed in that legal document shall apply.
Circular 60/2023/TT-BTC takes effect from October 22, 2023 and replaces Circular 229/2016/TT-BTC.
Documents, procedures for registration and issuance of first-time license plates
(1) Application for first-time vehicle registration and license plate issuance
The first vehicle registration and license plate issuance application includes:
- Vehicle registration certificate.
- Vehicle owner's papers.
- Vehicle papers.
(2) Procedures for first-time vehicle registration and license plate issuance
- Organizations and individuals registering vehicles log in to the public service portal and are responsible for fully declaring the contents specified in the vehicle registration declaration, signing or signing, clearly stating their full name, and stamping (if they are agencies or organizations).
After successfully declaring, the vehicle owner receives the online vehicle registration file code, the appointment schedule for processing the file notified by the public service portal via text message or email address to carry out vehicle registration procedures; provide the vehicle registration file code to the vehicle registration agency to carry out vehicle registration procedures according to regulations; in case it cannot be done on the public service portal, the vehicle owner shall declare the vehicle registration form directly at the vehicle registration agency.
- Then, take the vehicle to the vehicle registration office and submit the vehicle owner's documents and vehicle documents as required.
- After the vehicle registration officer checks the vehicle's documents and the vehicle is actually valid, the license plate will be issued according to the following regulations:
+ Issue a new license plate for the case where the vehicle owner has not been issued a license plate or has a license plate but is registering another vehicle;
+ Re-issue according to the identification number in case the identification number has been revoked.
In case the vehicle or vehicle documents do not comply with regulations, supplement and complete the documents according to the instructions of the vehicle registration officer on the document instruction form.
- Receive an appointment to receive the results, pay the vehicle registration fee and receive the license plate (in case the vehicle owner has not been issued a license plate or has a license plate but is registering another vehicle); in case the vehicle owner wants to receive the vehicle registration results via the public postal service, register with the public postal service unit.
- Receive vehicle registration certificate and license plate (in case of being issued an identification plate in case the identification plate has been revoked) at the vehicle registration agency or from a public postal service unit.
