Comrades joining the Party Committee for the first time
For provincial level: Male born from September 1968, female born from May 1972 onwards (in case female cadres are allowed to retire at the age of 60 according to the law, born from September 1970 onwards).

For direct superiors at the grassroots level: Males born from June 1968 onwards, females born from February 1972 onwards (in case female cadres are allowed to retire at the age of 60 according to the law, born from June 1970 onwards).
For Party committees of communes, wards, and special zones under provincial level : Men born from July 1968 onwards, women born from March 1972 onwards (in case female cadres are allowed to retire at the age of 60 according to the law, they must be born from July 1970 onwards).
For commune-level police chiefs, they must have at least 5 years (60 months) of remaining work time according to the regulations on retirement age stated in the Law on People's Public Security (amended and supplemented in 2023).
For basic level: Male born from April 1968, female born from January 1972 onwards.
Comrades nominated for re-election to the Party Committee
For provincial level: Male born from September 1967, female born from September 1971 onwards (in case female cadres are allowed to retire at the age of 60 according to the law, they must be born from September 1969 onwards). The members of the 13th Party Central Committee are re-elected according to the Personnel Work Direction of the 14th Party Congress.
Special case for personnel who are deputy secretaries of provincial and municipal party committees: Male born from March 1967, female born from March 1969 onwards.
For direct superiors at the grassroots level: Male born from June 1967 onwards, female born from June 1971 onwards (in case female cadres are allowed to retire at the age of 60 according to the law, they must be born from June 1969 onwards).
For Party committees of communes, wards, and special zones under provincial level: Men born from July 1967 onwards, women born from July 1971 onwards (in case female cadres are allowed to retire at the age of 60 according to the law, they must be born from July 1969 onwards).
For commune-level police chiefs, they must have at least 48 months of remaining working time according to the regulations on retirement age stated in the Law on People's Public Security (amended and supplemented in 2023).
For basic level: Male born from April 1967, female born from May 1971 onwards.
For the armed forces : The age of participation in the Party Committee is based on the retirement age prescribed in the Law on Officers of the Vietnam People's Army and the Law on the People's Public Security (amended and supplemented in 2023). Comrades participating in local Party Committees shall comply with the general regulations on age of participation in Party Committees at all levels according to this Directive.
Comrades participating in the Party Committee in the police who are eligible for re-election must be at least 48 months old; in the army, those eligible for re-election must be at least 30 months old; in special cases, for the police who are 30 months or more but less than 48 months old, and for the army who are 12 months or more but less than 30 months old, they must be capable, healthy enough to perform their duties, have high prestige, and complete their duties well or better, as decided by the competent authority appointing the cadres. The Central Military Commission and the Central Public Security Party Committee shall provide specific guidance on the age of Party Committee members in Party Committees (Party cells) in the army and public security.
For administrative agencies, public service units, and enterprises : Secretaries are heads and deputy secretaries of specialized party committees in party committees of party agencies, authorities, the Fatherland Front (including socio-political organizations), and public service units; secretaries or deputy secretaries are chairmen of the board of members (board of directors), general directors, and deputy secretaries specializing in party work in state-owned enterprises, financial institutions, and state-owned commercial banks with at least 1 year (12 months) of working experience, as decided by competent authorities.
The Politburo convened the Standing Committees of provincial Party Committees, municipal Party Committees, and Party Committees directly under the Central Committee, based on the above regulations, to provide specific guidance on the age of re-election of Party Committee members for cadres in Party agencies, government agencies, the Vietnam Fatherland Front (including socio-political organizations), public service units, affiliated enterprises, and other types of organizations in accordance with the situation and characteristics of the locality, agency, and unit.
