Seized dozens of tons of drugs
After 5 years of implementing Directive 36, Party committees, authorities and organizations from the central to local levels have actively led, directed and organized the drastic, timely, serious and synchronous implementation of tasks and solutions for drug prevention, control and combat. The combined strength of the entire political system and all classes of people have been mobilized to participate in the work of drug prevention, control and combat.
The legal system on drug prevention and control has been amended, supplemented and completed in a timely manner in a unified and synchronous manner. Propaganda and education work has been promoted, and the application of information technology has been enhanced. Many drug prevention and control models have operated effectively at the grassroots level.
The management of drug addicts, illegal drug users and post-rehabilitation management has been given attention and direction. The number of medical facilities determining addiction status and preparing records for compulsory drug rehabilitation has tended to increase over the years.
In particular, the fight against drug crimes was carried out very vigorously. The police force fought and arrested more than 122 thousand cases, nearly 187 thousand subjects, seized more than 3 tons of heroin, more than 14.5 tons and more than 12 million synthetic drug pills, nearly 3.3 tons of marijuana and nearly 500 kg of opium, 849 guns and more than 65 thousand billion VND and many other exhibits...
Military forces (border guards, coast guard) arrested, investigated, and handled more than 5.2 thousand cases, more than 7.7 thousand subjects, seized more than 12.6 tons of various drugs, 88.9 kg of precursors, 114 guns, 5.82 billion VND and many other exhibits...
Investigation, prosecution and trial of drug crimes were conducted promptly, strictly, legally and achieved a high rate (97.3% of cases and 96.6% of defendants).
The results achieved have affirmed the correct, timely and drastic direction of Party committees at all levels, the efforts of all levels and sectors from the central to local levels and the consensus and support of all classes of people in implementing Directive 36, contributing to ensuring security, order and social safety, effectively serving the cause of socio-economic development of the country.
However, the implementation of the Directive at some Party committees, authorities and localities is still formal, only stopping at the dissemination and issuance of implementation plans but lacking regular inspection and supervision. Leadership and direction are not thorough and drastic.
The drug crime situation is still complicated. Management is not timely and strict, many cases of mental disorders and “stoned” cause serious crimes.
Drug rehabilitation, vocational training support, and job creation for post-rehabilitation addicts are not very effective. Management of conditional investment and business sectors and occupations in terms of security and order is sometimes and in some places still lax, potentially leading to the emergence of crime and drug abuse.

At the conference, delegates from a number of ministries, branches and localities spoke about the current situation and proposed solutions to prevent, combat and control drugs.
Do not "outsource" to the police force
Concluding the conference, comrade Tran Cam Tu emphasized the outstanding results in the work of preventing, combating and controlling drugs. On behalf of the Politburo and the Secretariat, he commended the Party committees, authorities, the Fatherland Front, political organizations, the people and especially the police force.
He stressed that the situation and drug crimes are still complicated. Drugs are the cause of increased crimes, social evils and other violations of the law. The consequences of drugs are very serious for social life.
To achieve the goal of 50% of commune-level administrative units nationwide being drug-free by 2030, on behalf of the Politburo, comrade Tran Cam Tu requested to continue strengthening the Party's leadership, improving the effectiveness and efficiency of State management, the core role of specialized forces and the active participation of the majority of people in preventing, combating and controlling drugs. Identifying this as the task of the entire political system and the whole society; not "leaving it all" to the police force; must be implemented resolutely, synchronously, regularly and continuously in both prevention and combat.
Implement the motto of preventing supply, reducing demand, and reducing the harm of drugs, focusing on effective demand reduction solutions; focusing on prevention, grassroots areas, and residential areas as the focus for implementation.
The heads of Party committees, authorities, agencies and organizations are directly responsible for leading, directing, inspecting and evaluating the work of drug prevention, control and combat and must be responsible before the Party and the People if the drug situation becomes complicated in the agencies, units, localities, fields and areas assigned to them for management.
Each cadre and party member must set an example in complying with and encouraging their families and relatives to strictly comply with the provisions of the law on drug prevention, control and control. Strengthen inspection, examination, supervision and strictly handle violations in the organization and implementation of drug prevention, control and control work at agencies and organizations from the central to grassroots levels.
Comrade Tran Cam Tu said: According to statistics, nationwide there are more than 400 thousand drug addicts with management records. However, in reality, the number of addicts is much higher. Therefore, we must focus on reducing demand and reducing addicts. There are effective solutions to manage addicts to avoid serious crimes and heartbreaking tragedies.
Prioritize investment in resources to build and upgrade facilities, equipment, supplies, and human resources for drug rehabilitation, helping drug addicts learn culture and vocational skills to find jobs.
Strengthen the fight against crime and drug abuse. Neutralize complex drug hotspots and locations, and prevent them from re-forming. Focus on improving the human resources working in agencies and forces specializing in drug prevention, control and combat.
Promote international cooperation, especially with neighboring countries and countries in the Southeast Asian region in the fight against, prevention and control of drugs.
Regarding the suggestions and recommendations of agencies, units and localities at the conference, comrade Tran Cam Tu assigned the Central Public Security Party Committee to fully absorb them and coordinate with the Central Party Office and relevant agencies to advise and resolve them promptly. Difficulties related to mechanisms, institutions, policies and laws need to be focused on and resolved soon.
