National Assembly focuses on discussing high-speed railway project on North-South axis

At the session on November 13, the National Assembly heard about the high-speed railway project on the North-South axis and the commercial housing project through agreements on receiving land use rights or having land use rights.

On November 13, National Assembly deputies focused on discussing many important issues, including the investment policy for the high-speed railway project on the North-South axis.

Specifically, at the morning session, the National Assembly voted to pass the Resolution on the state budget estimate for 2025 (including some contents on adjusting and supplementing the state budget estimate).

The Minister of Transport, authorized by the Prime Minister, presented the Proposal on the investment policy for the high-speed railway project on the North-South axis. The Chairman of the National Assembly's Economic Committee presented the Report on the examination of the investment policy for the high-speed railway project on the North-South axis.

It is known that the total length of this railway line is about 1,541 km. The starting point of the line is in Hanoi City (Ngoc Hoi Station), the ending point is in Ho Chi Minh City (Thu Thiem Station). The project passes through 20 provinces and cities including: Hanoi, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, Ho Chi Minh City.

The investment scale of this railway line is to build a new double-track railway, 1,435 mm gauge, design speed of 350 km/h, load capacity of 22.5 tons/axle; build 23 passenger stations, 5 freight stations; high-speed railway for passenger transport, meeting dual-use requirements for national defense and security, and can transport goods when necessary. During the operation process, based on proposals from localities, the Prime Minister will decide to invest in additional station locations in urban areas with high transportation demand.

The form of investment is public investment. The total preliminary investment is about 1,713,548 billion VND (equivalent to 67.34 billion USD).

Next, the Minister of Natural Resources and Environment, authorized by the Prime Minister, presented the Report on the draft Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.

Then, the National Assembly delegates discussed in groups: Investment policy for the high-speed railway project on the North-South axis; adjustment of the investment policy for the Long Thanh International Airport Project in Resolution No. 94/2015/QH13 of the National Assembly; draft Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.

In the afternoon session, National Assembly deputies voted to approve the Resolution on the central budget allocation plan for 2025; discussed in the hall the Investment Policy for the National Target Program on Drug Prevention and Control until 2030. The Minister of Public Security explained and clarified a number of issues raised by National Assembly deputies.

From 4:00 p.m., the National Assembly will hold a separate meeting on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.

This is also the last session of the first phase. From November 14 to November 19, 2024, the National Assembly will be on recess to allow the agencies of the National Assembly, the Government and relevant agencies time to absorb, revise and complete the draft laws and draft resolutions. The second phase will take place from November 20 to the morning of November 30, 2024./.
