Quang Tri plans to equitize 6 public service units

Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien has just chaired a meeting with relevant functional agencies and localities to implement the conversion of public service units into joint stock companies.

According to the plan, Quang Tri will convert 6 public service units into joint stock companies, including: Provincial Driver Training and Testing Center; Provincial Bus Station Management Center; Vinh Linh District Environmental and Urban Center; Gio Linh District Environmental and Urban Center; Trieu Phong District Environmental and Urban Center; Hai Lang District Environmental and Urban Center. The expected completion time is in 2025.

Quang Tri Province Driver Training and Testing Center is one of the public service units that will be converted into a joint stock company model.

The equitization of public service units aims to mobilize more social capital to invest in service provision activities, gradually invest in technological innovation, develop scale, enhance financial capacity, production and business capacity, and ensure the provision of quality and effective services.

Creating conditions for the unit to have a dynamic, flexible operating mechanism, easily adapting to changes in the market mechanism. The management apparatus of the unit is arranged in a streamlined and compact manner. All activities of the unit are conducted according to the company's charter and strict regulations. In addition, the unit is proactive in investing in technological innovation, purchasing machinery and equipment suitable for service provision requirements.

At the meeting, members of relevant departments, agencies and units discussed contents related to the conversion plan such as: financial handover, service prices, tax payment, salary payment, conversion time, post-conversion facilities, staff payroll, labor contracts, post-equitization performance, legal basis, operating revenue, etc.

Concluding the meeting, Mr. Le Duc Tien proposed that relevant departments and branches establish a Steering Committee to convert public service units into joint stock companies and a support team in May 2024.

The roadmap for implementing the next steps of each unit will be handled accordingly. Note that the selection of the support team prioritizes capable and experienced personnel to work directly with public service units to calculate the detailed implementation time of the equitization roadmap, and report the results to the Steering Committee for implementing the next steps.

Vice Chairman Le Duc Tien also requested that public service units must have a general proposal to issue clear and specific norms, determine operational outputs, and that departments and localities commit to allocating annual resources to implement these services.
