Quang Nam aims for safe and serious exams

On April 14, the Department of Education and Training held a conference to deploy the High School Graduation Exam and University and College Admissions in 2025; determined to organize a safe, serious, and quality exam.

Many new points

The 2025 high school graduation exam is the first year to be organized according to the 2018 General Education Program (current). The exam continues to be decentralized, with local authorities taking the initiative in organizing the stages of the exam.

The Ministry of Education and Training assessed that the 2025 High School Graduation Exam Regulations have many notable new points, with the difference being that they focus on assessing learners' abilities instead of assessing knowledge and skills like previous exams.

This year's exam takes place on June 26 and 27; candidates studying the 2018 General Education Program will take two exams in Literature, Mathematics and an optional exam (including two subjects). The exam will be held in 3 sessions, reducing 1 session and 2 subjects, according to the Ministry of Education and Training, thereby reducing pressure and social costs while still ensuring the quality of the exam.

As for candidates studying under the 2006 General Education Program, they will take exams in Literature, Mathematics, Foreign Language, Natural Science (Physics, Chemistry, Biology) or Social Science (History, Geography, Civic Education). Organizing the exam with two sets of questions is to ensure the rights of candidates studying under the 2006 General Education Program.

According to Mr. Do Quang Khoi - Head of Quality Management - Continuing Vocational Education Department of the Department of Education and Training, the new point of the 2025 exam is that it not only tests knowledge but also focuses more on assessing the ability to apply knowledge into practice.

Accordingly, there will be many questions built from real-life situations in science and society, helping candidates clearly see the connection between the knowledge they have learned and the world around them.

The test will be designed to clearly differentiate between groups of candidates, and the format and structure will be changed to better suit the assessment of learners' abilities. In particular, the Literature subject may use materials outside of the textbook when constructing the test.

Another notable new point is the combined use of process assessment scores (report cards) and exam results in considering high school graduation recognition at a ratio of 50 - 50. Increasing the rate of using process assessment scores (report cards) from 30% to 50% to more closely assess the learner's capacity.

In addition, the report card scores of grades 10 and 11 will also be used (with a smaller weight than grade 12) instead of only grade 12 as before. In addition, foreign language certificates will not be converted into 10 points, and bonus points for vocational certificates, information technology, foreign languages, etc. will be eliminated.

Determined to organize a safe exam

Mr. Thai Viet Tuong - Director of the Department of Education and Training said that the organization of the high school graduation exam this year is expected to face more difficulties because it will include both the old and new general education programs; and it will take place in the context of preparing for the province's merger.

Furthermore, the exam held on June 26 and 27 has many issues related to the direction and coordination of the district level, especially the work of protecting security and order while the district level activities will end from July 1, and the district level police will no longer exist.

“In preparation for the 2025 High School Graduation Exam, since the end of 2024, the Prime Minister and the Chairman of the Provincial People's Committee have issued a directive to strengthen coordination and organization of the exam. Therefore, the entire Quang Nam Education and Training sector is trying to do a good job of preparing all stages, training on regulations, organizing exam supervision, grading, etc. to aim for a safe, serious, and quality exam,” Mr. Tuong emphasized.

According to the direction of the Department of Education and Training, there is not much time left, schools focus on implementing a number of key tasks according to the roadmap and prescribed timelines. In particular, urgently complete updating personal information and learning results of 12th grade students on the industry database; create and hand over accounts to students; thoroughly understand the exam regulations; organize and guide students to register for the exam according to regulations and deadlines.

At the same time, school leaders need to proactively prepare facilities to serve the organization of exam supervision at the unit, coordinate with the secondary school where the exam site is located, and send school staff to support (assign schools to coordinate according to the plan for arranging exam sites). In addition, organize the checking and cross-checking of candidate information seriously, in accordance with instructions, ensuring accuracy; organize training on exam regulations and exam supervision skills.

Mr. Do Quang Khoi said that in the 2025 High School Graduation Exam, Quang Nam is expected to have a total of nearly 19,000 candidates taking the exam. The province will arrange 63 exam sites, including 51 exam sites at high schools and 12 exam sites at secondary schools. There are 3 exam sites for candidates taking the exam under the 2006 general education program in Hoi An (1) and Tam Ky (2).
