Quang Nam - Attapeu, cooperation for development

Cooperation opportunities

Mr. Bun-sot Set-thi-lat - Deputy Governor of Attapeu province said that Attapeu belongs to Southern Laos, located in the Indochina triangle, bordering localities of Vietnam and Cambodia. Up to now, the province has established friendly and cooperative relations with 9 provinces and cities of Vietnam, including Quang Nam.

Over the years, Attapeu’s economy has maintained a stable growth rate. Notably, the province is focusing on developing sectors with export potential, including agriculture with key products such as bananas, sugarcane, coffee, corn, legumes and cattle, pigs and goats. At the same time, it allows a number of enterprises to explore and invest in exploiting gold, iron and bauxite mines for export.

“In the 2025-2030 period, Attapeu aims to attract foreign investment to promote economic development and increase budget revenue. We are promoting the dissemination of the Vietnam-Laos Trade Agreement so that Vietnamese enterprises, including Quang Nam enterprises, can seize investment opportunities, benefit from the policy and implement it effectively. Currently, a number of Quang Nam enterprises have invested in Attapeu, of which THACO Group is a typical example with the largest agricultural project in Laos,” said Mr. Bun-sot Set-thi-lat.

To enhance trade connections with Vietnamese provinces and cities, Attapeu has National Highway (QL) 11 connecting to the Bo Y - Phu Cua border gate pair, connecting to QL40 in Vietnam. Recently, the province invested in a road from San Say district connecting to Dak Chung district (Sekong province), through QL16 to Nam Giang - Dac Ta Ooc International Border Gate. This is a strategic axis, promoting cooperation with the Central Key Economic Zone, facilitating the import and export of goods, especially through Chu Lai port.

Realize the signed minutes

Over the years, Quang Nam has had experience in cooperating with Sekong and Champasak provinces (Laos) in training and developing human resources. According to the leaders of Quang Nam University, on average each year the school receives and trains Vietnamese for more than 100 Laotian international students.

After each training course, depending on their learning needs, Lao students can continue to register for different majors. As a result, the quality of Lao graduates is always very high, and they are assigned to work in many agencies and units in the two provinces of Sekong and Champasak.

A representative of Quang Nam University said that the school is ready with the best conditions to receive the task of training human resources for Attapeu province according to the minutes signed between the province.

Currently, the school is focusing on training key majors, suitable for the needs of staff and students of Attapeu province such as English language, Information Technology, tourism...

According to the signed minutes, Quang Nam will prioritize vocational training so that Attapeu province's children can directly serve Quang Nam enterprises investing in Attapeu province.

Notably, Quang Nam will grant 20 full scholarships to train Vietnamese language and specialized subjects for officials and students of Attapeu province. At the same time, it will accept and train students of Attapeu province who are self-funded and Quang Nam will exempt all tuition and dormitory fees.

Regarding economic cooperation, the two sides will increase information provision, introduce opportunities, and create favorable conditions for businesses and investors of each side to access research and implement cooperation activities in trade, investment, promotion, and tourism development.

In addition, coordinate to organize conferences and seminars on investment and trade promotion in each province to improve the effectiveness of investment cooperation, especially in goods and products with potential and strengths of each side.

Attapeu province will have preferential policies for investment, production and business activities of Quang Nam enterprises in the locality; create favorable conditions for Quang Nam enterprises in import and export, and transporting goods through Phu Cua International Border Gate.

Chairman of the Provincial People's Committee Le Van Dung emphasized that this friendship cooperation memorandum is not only a recognition of the achievements in the cooperative relationship between the two provinces but also a foundation for the two sides to support each other and further promote the potential and strengths of each locality in the future.

Especially through activities to enhance political diplomacy, cooperation in human resource training, trade promotion, investment, infrastructure upgrading, facilitating trade of goods, promoting economic, trade, tourism and service cooperation between the two sides.

“I propose that the leaders of the two provinces continue to pay attention to having special mechanisms and building specific programs to realize the contents of this memorandum. In particular, there should be appropriate mechanisms to support and encourage businesses in implementing cooperation and investment activities.

In the immediate future, we propose that the leaders of Attapeu province continue to pay attention and create favorable conditions for THACO Group to implement projects in the province. Thereby, turning this project into a driving force, a model, a pioneer in investment cooperation of Quang Nam province enterprises in Attapeu" - Mr. Dung said.
