On May 27, regarding the case of an old woman being beaten at the Trang Khuyet Inn Shelter (Thanh Loc Ward, District 12), the Ho Chi Minh City Department of Labor, Invalids and Social Affairs said that this place is a branch of the Trang Khuyet Charity and Social Protection Fund LLC (the official name of this branch is the Center for Management and Support of the Homeless; operating under authorization).

Trang Khuyet Charity and Social Protection Fund Company Limited has a license to establish a social enterprise issued by the Department of Planning and Investment of Ho Chi Minh City, headquartered in District 1. Currently, this company also has other private charity facilities and branches located in Tan Binh District, District 8, and Hoc Mon District.

The Department of Labor, Invalids and Social Affairs of Ho Chi Minh City said that the Moonlit Moon Shelter does not have a license to operate a social assistance facility.

In addition, some branches of the Trang Khuyet Charity and Social Protection Fund LLC (such as in District 8 and District 12) have also been inspected, reminded and instructed by the authorities to carry out licensing procedures in accordance with the provisions of Decree 103/2017 of the Government on the establishment, organization, operation; dissolution and management of social assistance facilities.

However, up to now, this company has not yet completed the application for a license; at the same time, the facilities do not meet the conditions for operating a social assistance facility (such as room area, care staff and other conditions according to regulations).

Crescent Moon Inn was inspected and administratively fined.

According to the People's Committee of Thanh Loc Ward (District 12), the Moonlit Inn at 397/6 Ha Huy Giap, Group 6, Quarter 3A, Thanh Loc Ward has been operating since the end of 2022. Through the work of grasping the local situation, the People's Committee of Thanh Loc Ward coordinated with the Department of Labor, Invalids and Social Affairs of District 12 to inspect and verify the facility for the first time on February 17, 2023.

At the time of inspection, the facility was housing 15 elderly people. The working group requested the facility to provide complete documents to the Ward People's Committee, and at the same time directed the officer in charge to coordinate with the ward and neighborhood police to monitor and supervise the residence situation and activities of the facility.

On April 25, 2023, Thanh Loc Ward Police inspected this facility and drew up a record of administrative violations, issuing a decision to impose an administrative penalty for the act of "not complying with regulations on temporary residence registration". At the same time, they instructed the facility to comply with legal regulations on residence.

The Moon Inn (ie the Homeless Management and Support Center - Moon Charity and Social Protection Fund LLC) is not operating in accordance with regulations.

As Thanh Nien reported, on May 23, social networks posted many clips recording a weak old woman being cursed, beaten, and kicked by a man at the Moonlit Inn. During the beatings, the man pointed at the old woman and shouted loudly "go in, I said go in", despite the old woman's pleas and explanations.

As soon as the information was received, the People's Committee of Thanh Loc Ward coordinated with the police to set up a working group to be present at the facility to prepare a profile, collect information and documents related to the incident. The working group found signs of crime and reported to the District 12 Police.

District 12 police have sent officers to urgently investigate and clarify the case. Currently, the case has been prosecuted, the accused has been prosecuted, and Mr. Huynh Van Gioi (69 years old, living at Trang Khuyet Inn since 2022) - the person who tortured Mrs. VTT, 85 years old, from Ben Tre province, residing in Tan Binh District, Ho Chi Minh City.

Currently, District 12 Police are continuing to process the case file.

At the same time, the People's Committee of Thanh Loc Ward established an interdisciplinary inspection team, coordinated with the specialized departments of the People's Committee of District 12 to prepare documents and procedures to bring 13 elderly people at Trang Khuyet Inn to the Ho Chi Minh City Social Support Center (a unit under the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City).

The Ho Chi Minh City Social Support Center said that 13 elderly people at the Moon Crescent Inn were brought in last night (May 26). Currently, the health condition of the 13 elderly people is stable and normal.
