On June 28, the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City held a conference to evaluate the results of the first 6 months of the year in the field of labor - meritorious people and social affairs. Attending the conference was Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc.
According to the report at the conference, since the beginning of the year, Ho Chi Minh City has assessed and granted work permits to 7,639 foreigners (a decrease of 900 cases compared to the same period last year of 8,539).
Although the Department of Labor, Invalids and Social Affairs has made efforts, especially in organizing dialogues with businesses, the issue of granting permits to foreign workers in recent times has still been assessed as not meeting practical requirements. According to Director of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City Le Van Thinh, this is also one of the reasons why many of the unit's competitiveness indexes (DDCI) are at the bottom of the list.

Review and reconsider the issuance of work permits to foreigners
Speaking at the conference, Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc requested the Department of Labor, Invalids and Social Affairs to review and reconsider the issuance of work permits to foreigners in the past. In particular, to review the process and processing time of license issuance cases, and consider which stage takes the most time and effort to improve.
Citing a case where a business complained about the difficulty in applying for a permit for foreign workers but had its application returned many times because its explanation was not convincing, Mr. Duong Anh Duc suggested that the Department of Labor, Invalids and Social Affairs should provide specific instructions for businesses on how to explain to meet the requirements.
"Because businesses are not part of our system, they do not always understand everything, so we require staff to spend time explaining directly to them. Many businesses come here many times, desperate so they have to hire consulting units, but in the end they still cannot solve the problem. So we have to serve them twice, so we need to find a more effective way to do it," Mr. Duong Anh Duc emphasized.

In addition, the Vice Chairman of the Ho Chi Minh City People's Committee also requested the Department of Labor, Invalids and Social Affairs to build a complete and scientific data information system to avoid overdue processing.

At the same time, he emphasized that the entire system of units will innovate in every job, strive to reform administrative procedures, modernize to create favorable conditions for people and businesses. In particular, strictly implement regulations on discipline, discipline, and culture in communication between officials and employees to better serve people and businesses.
Issuing licenses to foreigners, what is difficult?
Specifically, many organizations and businesses have reported difficulties in granting work permits to workers when Resolution 105/2021 of the Government expired. This Resolution previously relaxed some conditions for foreigners working in Vietnam to help businesses stabilize their workforce in the context of Covid-19.
Some current regulations on granting work permits to foreigners cause businesses to waste a lot of time and incur costs. For example, removing the regulation on using a granted work permit to replace work experience, instead requiring a document confirming work experience from an organization abroad; or removing the regulation on providing a copy of the passport and replacing it with a certified copy of the passport...
This is not within the jurisdiction of the locality but requires the Government's opinion on law enforcement regulations.
