Synchronization at all stages

Project No. 15 sets a target that by 2030, 10% or more of young cadres will be provincial-level Party Committee members, 10% or more of young cadres will be district-level Party Committee members, 20% or more of young cadres will be commune-level Party Committee members, 20% or more of young cadres will be grassroots Party Committee members, 20% or more of young cadres will be provincial-level People's Council delegates, 30% or more of young cadres will be district-level People's Council delegates, etc.

To achieve this goal, immediately after the Project was issued, the Party Committees and City Party Committees directly under the Provincial Party Committee concretized the Project into implementation plans. Accordingly, many solutions have been implemented at all stages such as cadre assessment, planning, training, fostering, arrangement, use, rotation, and mobilization.

Agencies and units have boldly assigned breakthrough and innovative tasks to young cadres to train, challenge, and discover young cadres with good ethics and outstanding abilities to include in the planning of leadership and management positions. Based on the planning, Party committees at all levels have paid attention to and prioritized young cadres when sending them to attend training courses on political theory, knowledge, skills, leadership and management methods, and improving foreign language and information technology skills.

In recent years, Party committees at all levels in the province have focused on arranging and using young cadres with qualities and capacities to take on important positions in the political system, aiming to increase the proportion of young cadres in agencies and units.

Chiem Hoa is a locality that has effectively implemented many solutions to build and promote the capacity of young cadres. At the district level, by the end of 2023, Chiem Hoa district has 2 young cadres as members of the District Party Committee, 7 young cadres as heads and deputy heads of departments, Party agencies, the Vietnam Fatherland Front, socio-political organizations, 6 young cadres as leaders of departments, 5 young cadres as heads and deputy heads of public service units. At the commune level, by the end of 2023, there will be 105 young cadres as members of the Party Committee, 20 young cadres as members of the Party Committee Standing Committee. Since the beginning of the term, Chiem Hoa district has had 6 cadres transferred and rotated, including 2 young cadres.

Concretize in practice

Comrade Tran Huu Duong, Secretary of the Party Committee of Hoa Phu Commune (Chiem Hoa) said that the commune currently has 21 cadres and civil servants, 100% of whom have university degrees, 100% of whom have intermediate political theory degrees, and young cadres account for 40%. Every year, the Party Committee of the commune focuses on assigning breakthrough and innovative tasks to cadres, especially young cadres, to test and train them. In addition, the Standing Committee of the Party Committee of the commune also arranges and assigns young cadres to monitor particularly disadvantaged villages, villages with a large number of ethnic minorities, many party members, and villages with a high rate of poor households.

Based on a comprehensive assessment of the moral qualities and work aspects of young cadres, the Executive Committee and the Standing Committee consider and propose to include them in the planning of key leadership positions. At the same time, boldly propose to the higher-level Party Committee to consider arranging young cadres into leadership positions. In 2024, the commune has 1 comrade, a Youth Union Secretary born in 1991, elected to the position of Permanent Deputy Secretary of the Commune Party Committee, and 1 comrade born in 1991, a part-time cadre of the Commune Party Committee Office and Vice Chairman of the Commune Fatherland Front Committee, elected as Chairman of the Commune Fatherland Front Committee.

Comrade Hoang Ngoc Anh, a young cadre who is currently the Chairman of the Vietnam Fatherland Front Committee of Hoa Phu commune, shared that when he was a part-time cadre of the Party Committee Office and Vice Chairman of the Vietnam Fatherland Front Committee of the commune, he was often interested in training, assigned work, and sent to attend training courses on professional skills of the Fatherland Front, mass mobilization work, and mass mobilization, etc. by comrades in the Party Committee and heads of mass organizations.

Anh also regularly takes advantage of time to go to village meetings with other Party Committee members to grasp the situation and get close to the people to learn from practice. Through that, he has gradually matured. When elected as Chairman of the Commune Fatherland Front Committee, Anh was assigned by the Party Committee to make a breakthrough in mobilizing resources to build houses for 2 poor households in the commune, and was also assigned to be in charge of the village with the most households and Party members in the commune.

In recent years, implementing Project No. 15-DA/TU of the Provincial Party Committee Standing Committee, the Yen Son District Party Committee has paid special attention to training and fostering young cadres through sending them for training and fostering in theory, politics, professional qualifications, equipping and improving management and leadership capacity; rotating, mobilizing, arranging and using young cadres.

The monastery is a particularly difficult commune of Yen Son, the commune has 20 cadres and civil servants, the proportion of young cadres under 40 years old accounts for nearly 50%. Currently, 100% of the commune's cadres and civil servants have a theoretical level of intermediate level or higher, including 2 comrades with advanced political theory level, nearly 100% of the cadres and civil servants have a university degree. The young cadres of the commune are not only interested in and given favorable conditions to participate in training courses on political theory and professional qualifications, but are also interested in practicing in practice through assigning difficult and new tasks, through inspection and supervision.

Comrade Dinh Thanh Tuyen, born in 1987, is currently Vice Chairman of Dao Vien Commune People's Committee. He shared that after being Chairman of the Commune Farmers' Association for 5 years, he was elected Vice Chairman of the Commune People's Committee from 2022 to present. Comrade Tuyen is assigned to lead, manage, and monitor the fields of agriculture, forestry, and implementation of national target programs... which are key areas in socio-economic development, so he often has to stay close to the grassroots, closely follow each household, and constantly learn and accumulate from superiors, colleagues, and practice to successfully complete his tasks.

The attention to training and creating conditions for young cadres to contribute and promote their moral qualities and abilities has contributed to creating positive changes in the quality of cadres, helping Party committees, authorities, and socio-political organizations at all levels in the province effectively implement resolutions of Party congresses at all levels.
