Currently, the province has 7 thermal power plants with a total capacity of 5,640 MW, located in Dong Trieu town and Uong Bi, Cam Pha and Ha Long cities. To promptly overcome incidents and not affect the environment, during operation, these plants are all closely managed and supervised by investors and relevant departments and agencies.

Coal-fired thermal power plants are large emission facilities, belonging to the list of types that pose a risk of causing environmental pollution, directly affecting all activities of society and people in the area. Based on that reality, the Provincial People's Committee has issued many directives, requiring coal-fired thermal power plants to fully comply with state regulations on environmental protection, investing, installing, and completing monitoring systems, automatically ensuring that signals are transmitted to the Department of Natural Resources and Environment continuously and accurately according to regulations.
To date, 2/7 factories (Thang Long Thermal Power Plant, Uong Bi Thermal Power Plant) have completed the installation of all automatic continuous monitoring parameters as prescribed; the remaining 5/7 factories have made a written commitment to complete the installation of all automatic monitoring parameters before December 31, 2024 as prescribed by Decree No. 08/ND-CP dated January 10, 2022 of the Government.
To minimize the emission of black smoke, coal-fired thermal power plants have solutions to improve processes and add technology to control dust and emissions, minimizing the impact on the environment during boiler restart. Some thermal power plants (Dong Trieu, Uong Bi, Thang Long, Cam Pha, Mong Duong 1) have switched from using FO oil to DO oil during the boiler restart process, and at the same time put the dust filtration system into operation when switching to burning coal, thus always ensuring control of dust and emissions according to environmental standards. Along with that, some types of coal with low ignition temperature have been applied during the boiler restart process, thereby reducing the time required to burn oil, saving boiler restart costs.

Mr. Do Trung Kien, Director of Uong Bi Thermal Power Company, said: The unit periodically inspects, maintains and repairs the plant's machinery and equipment to minimize incidents that require stopping and restarting the boiler. During the plant's operation, if there is a time of interruption or loss of data transmitted to the Department of Natural Resources and Environment, the unit will send a written report to the Department of Natural Resources and Environment to clarify the cause and timely solution for that interruption.
According to the Department of Natural Resources and Environment, during the operation of the automatic environmental monitoring system, thermal power plants continuously transmit data to the Department of Natural Resources and Environment (reaching 90%). However, during the continuous operation 24/24 hours in the environment of wastewater, exhaust gas, high temperature affects the durability of materials and equipment of the monitoring system, therefore, during the operation, there will be some incidents leading to some times when the system records abnormal parameter values (negative values, zero values). When detecting abnormal data or errors, the Department of Natural Resources and Environment has issued a document urging and requesting that factories during the operation, if any incidents or equipment errors occur, need to fix the incidents and report in writing to the Department of Natural Resources and Environment.
Regarding the issue of sludge, ash and slag waste, thermal power plants have overcome the shortcomings and limitations pointed out by all levels and sectors, including reviewing, revising and updating the project on handling and consuming ash, slag and gypsum according to Decision No. 2056/QD-BCT dated June 14, 2018 of the Ministry of Industry and Trade; strengthening coordination with units in need of using ash and slag in the province and neighboring provinces to boost the consumption of ash and slag to reduce the amount of ash and slag remaining at the landfill.
According to the overall assessment, in the short term, coal-fired thermal power plants in the province are still meeting the requirements in emission management and environmental protection. However, in the long term, thermal power plants need to urgently overcome shortcomings and have close inspection and supervision by the provincial functional agencies. Of which, 5/7 thermal power plants (Quang Ninh, Cam Pha, Dong Trieu, Mong Duong 1, Mong Duong 2) from now until December 31, 2024 must complete the installation of all automatic monitoring parameters; study the plan to consume ash and slag so that it does not exceed 2 years of production according to the design capacity.
