Standing Deputy Secretary of the Provincial Party Committee Trieu Dinh Le: Determined to complete the elimination of temporary and dilapidated houses before the 20th Provincial Party Congress, term 2025

On the morning of February 11, comrade Trieu Dinh Le, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired a meeting of the Steering Committee (SC) to support the elimination of temporary and dilapidated houses (XNT, XDN) in the province.

Attending were comrade Trinh Truong Huy, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee; comrades and members of the Steering Committee.

Implementing the Program to support XNT and NDN in the province for the period 2021 - 2025, the Provincial Steering Committee directed all levels and sectors to regularly and widely disseminate the province's guiding documents, the significance and role of supporting XNT and NDN for policy households, poor households, and near-poor households to organizations, businesses, cadres, party members and people.

The whole province organized 1,865 conferences (special and integrated) to propagate, disseminate and implement the program for over 40,000 people. Cao Bang Newspaper and the Provincial Radio and Television Station created 1,280 news and articles to propagate the program, the active participation of philanthropists, communities and clans in supporting and assisting more households with more resources; posted 205 news and articles on electronic information pages, radio programs and district-level electronic information portals. Notably, 3 districts: Hoa An, Thach An and Trung Khanh organized a launching ceremony for the emulation movement and peak campaign to complete support for XNT and NDN in the area.

Inspection and supervision at the grassroots level on propaganda, mobilization and implementation have been strengthened; support objects have been reviewed, assessed, and funds have been accepted and disbursed. Thereby, 4 rounds have been organized, with 14 inspection teams supervising the implementation of the Program in 9/10 districts and cities. The inspection and supervision is integrated with inspections of the socio-economic development situation in the locality; district and commune levels regularly carry out inspection and supervision.

The whole province has 16,627 families approved for support for XNT and NDN. By the end of 2024, 12,091 houses had been supported, with a total budget of VND 479,315 million, reaching 72.7% of the plan. Of which, the central budget was VND 284,493 million; local budget was VND 42,392 million; socialized VND 152,430 million). In 2024 alone, 6,394 houses were supported, reaching 89.7% of the target, with a total budget of VND 228,618 million. In addition, Nguyen Binh district and the city mobilized VND 7,181 million from socialized sources to support an additional 390 houses (outside the Project).

During the implementation of the program, the participation of the entire political system from the provincial to the district, commune and hamlet levels has been mobilized; the attention, support and active support of the business community and philanthropists. Many localities have many good and creative ways of doing things that have been deployed and replicated. Members of the Provincial Steering Committee are highly responsible for the assigned work, regularly visit the localities to inspect, urge and encourage the implementing forces. Timely deploy solutions to remove difficulties and obstacles, speed up the implementation progress according to the set goals.

In 2025, the province will have 7,115 XNT and NDN in need of support for new construction and repair, with a total cost of 371,225 million VND. Of which, 160 households are families of people with revolutionary contributions and martyrs' relatives; 3,646 houses under the province's approved Project for the period 2021 - 2025; 3,309 houses under the Government's XNT and NDN Support Program.

At the meeting, delegates focused on discussing the results of support for XNT and NDN in localities achieved in the past time; difficulties in mobilization, propaganda, grasping the situation, subjects, support criteria and policies, regulations at district and commune levels; reviewing and statistics on the current status of housing, land and related conditions; the relatively large number of houses with land problems that have not been resolved promptly; difficulties in counterpart funding, costs of fees and charges of supported subjects...

At the same time, localities signed a commitment to complete the Program to support XNT and NDN for eligible subjects before the 20th Provincial Party Congress, term 2025 - 2030. Of which, 3 districts: Quang Hoa, Ha Lang, City committed to complete before June 2025; the remaining 7 districts committed to complete before October 2025.

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee Trieu Dinh Le acknowledged and commended the efforts of all levels, sectors and localities in implementing the Program to support XNT and NDN for poor, near-poor households and policy families to have conditions to build new and repair houses, contributing to sustainable poverty reduction, improving and enhancing the quality of life and ensuring social security.

To complete the goal of XNT and NDN in the province, it is recommended that units, districts and cities "only discuss progress, not retreat". Assign responsibilities and specific tasks to members to implement according to the 5 clear principles: "Clear people, clear work, clear responsibility, clear time, clear product". Be proactive, creative, find effective ways to do things, suitable to local conditions and resources; regularly grasp the target, grasp the family situation, difficulties and wishes of each household.

Continue to carry out propaganda, education, and raise awareness of the program regularly and continuously; pay attention to, encourage, and motivate people to rise up and be self-reliant in the process of building and repairing houses. Be determined, resolute, synchronous, and promote the strength of the entire political system in implementation, especially helping households with special difficulties. All levels, sectors, unions, and socio-political organizations strengthen propaganda and mobilize social resources from social resources and philanthropists.

Prioritize and effectively use central and local budget resources; promote social mobilization to diversify support resources. Speed up the process of removing difficulties, especially the problem of scarcity of common construction materials; promptly resolve land-related problems, not waiting for the completion of land procedures to provide support to eligible households.

Assign the Steering Committee member in charge of the district to mobilize and help the locality eliminate 2 or more houses. Strengthen the inspection, review, grasp the situation, evaluate the implementation at the grassroots level; implement the weekly reporting regime, promptly update the progress as well as direct the settlement and removal of obstacles for households. Districts and cities keep their commitments, demonstrate their determination to complete the XTN and NDN Support Program on schedule to welcome the Party Congresses at all levels.
