Approval of investment policy for the project of anti-erosion embankment to protect the northern coast of Phu Quy island

BTO-At the 22nd session (special session) held on the morning of May 15, the 11th Provincial People's Council passed a Resolution on approving the investment policy for the project of anti-erosion embankment to protect the northern coast of Phu Quy island.

The investment objective is to prevent coastal erosion, protect people's lives and property, protect essential infrastructure such as roads, cultural and historical relics in the northern coastal area of ​​Phu Quy island, facilitate people's travel in the area, improve the environmental landscape, and contribute to promoting local socio-economic development.

According to the resolution, the project has an investment scale of 2 embankment sections with a total length of about 1,900 m: Section 1 is about 560 m long and Section 2 is about 1,340 m long. On the embankment, there is a drainage system, a management road on the top of the embankment, a road connecting the traffic system in the area, steps up and down the embankment roof and other auxiliary items. This is a group B project, with a total investment of about 300 billion VND. The investment capital comes from the central budget and the provincial budget in the medium-term public investment plan at the end of the 2021-2025 period, transitioning to the 2026-2030 period. The project implementation period is 4 years, implemented at the end of the 2021-2025 period and transitioning to the 2026-2030 period under the new investment form.

It is known that Phu Quy island is a place where in the months of the southwest monsoon season, waves of level 6 and level 7 often impact the shore, sometimes lasting for months, so the level of shore erosion is quite high. On the other hand, because every year on the island there are two distinct seasons, the northeast monsoon (starting from October and ending in April of the following year) and the southwest monsoon (starting from May to September), from these two monsoon mechanisms, it has led to the phenomenon of erosion on Phu Quy island.

Specifically, for the coastal section planned to build a revetment in Quy Hai village, Tan Hai village, Long Hai commune, about 2 km long, the erosion level is still quite strong because there is no coastal protection project. From 2011 to now, in fact, more than a row of houses of coastal residents has been eroded and the depth of erosion into the shore is about 12 - 15 m of coastal land, close to Le Hong Phong street. Although recently, to protect the remaining land area, coastal residents have had to invest in their own revetments with a system of cement pipes, stone revetments, sandbags, etc., which is very costly but ineffective, every year during the Northeast monsoon season, the revetment is washed away and must be reinforced. Therefore, investing in an anti-erosion revetment project to protect the northern coast of Phu Quy island is very necessary.
