Reporter: Dear comrade, implementing Resolution No. 1239 of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Yen Bai province for the period 2023 - 2025, from December 1, 2024, Thanh Thinh commune, Tran Yen district was established on the basis of merging Dao Thinh and Viet Thanh communes. So, could you please tell us about the outstanding movements after the establishment of the commune?
Comrade Nguyen Minh Thanh: Thanh Thinh is a newly established commune based on the merger of two localities Viet Thanh and Dao Thinh of Tran Yen district. This is a land rich in revolutionary tradition, with a fairly high level of education, where people actively apply science and technology in production and economic development. The movement of intensive farming and increasing crop and livestock productivity has been effectively implemented, contributing to increasing income and reducing poverty. Both localities were previously the leading flags in the new rural construction movement of Yen Bai province with many typical collective and individual models, creating a prosperous and sustainable rural appearance.
The policy of merging to streamline the apparatus, ensuring effectiveness and efficiency of management is an inevitable trend, suitable for current socio-economic conditions. This has been affirmed in the guiding documents of the Party, the Government and the National Assembly. Immediately after taking office on December 1, 2024, I, together with the Party Committee and the communal government, quickly stabilized the organization, grasped the local situation and immediately deployed key tasks such as: focusing on evaluating and summarizing the socio-economic development tasks in 2024, building directions for 2025. At the same time, overcoming the consequences of natural disasters caused by storm No. 3 such as restoring the mulberry growing area, supporting the construction of 16 new houses, repairing 4 houses damaged by floods and landslides.
In addition, the Thanh Thinh commune government also focuses on ensuring that people celebrate the Lunar New Year 2025 safely and economically; carefully organize military recruitment and send off new recruits to join the army. In particular, the locality is actively preparing conditions to organize the Party cell congress, towards the Commune Party Congress. The positive movements after the merger are proof of the correct policy of the Party and State, and at the same time demonstrate the sense of responsibility, solidarity and determination of the local cadres and people in maintaining and improving the efficiency of the new government apparatus.
Reporter: By mid-January 2025, Thanh Thinh Commune Party Committee completed the Party cell congress for the 2025-2027 term. How do you evaluate the Party cell congress for the 2025-2027 term?
Comrade Nguyen Minh Thanh : Implementing Plan No. 206 of Tran Yen District Party Committee on organizing Party cell congresses and Party committees at all levels in Tran Yen District Party Committee, towards the 14th National Congress of the Party; implementing Instruction No. 59 of Tran Yen District Party Committee guiding a number of contents on preparing and organizing congresses of Party cells under the grassroots Party Committee, term 2025 - 2027, Thanh Thinh Commune Party Committee has developed Plan No. 83 on organizing the second Party cell congress, Party Committee of the commune, term 2025 - 2030, towards the 14th National Congress of the Party. Based on the proposals of the Party cells under the Party Committee and the practical situation, the grassroots Party Committee considers and decides to approve the personnel plan to introduce the Party cell congress to elect in accordance with the Party's Election Regulations.
The preparation of the personnel plan for the Party cell, the Party cell secretary and deputy party cell secretary must be linked to the leadership personnel plan. For Party cells in agencies and public service units in general in the commune, it is necessary to unify the implementation of the policy that the head of the agency or unit acts as the Party cell secretary. For Party cells in villages and hamlets, it is basically implemented that the Party cell secretary is also the head of the village front work committee or village chief; the deputy village Party cell secretary also holds one of the positions of village chief or head of the village front work committee.
Regarding the number of Party committees and the election of Party cell committees, Party cells with less than 9 official Party members elect the Party cell secretary, and if necessary, elect a deputy secretary; Party cells with 9 or more official Party members elect the Party cell committee; Party cells with many Party members elect no more than 7 Party cell committee members. The Party cell directly elects the Party cell committee first, then elects the secretary and elects a deputy secretary from among the Party cell committee members. As of January 20, 2025, Thanh Thinh Commune Party Committee has directed the successful organization of Party cell congresses for the 2025-2027 term with 21 Party cells. Of which: 3 Party cells at 3 schools, 15 village Party cells, 2 police and military Party cells and 1 Que Hoi Cooperative Party cell all ensure the quantity, personnel plan and follow the Congress procedures.
Reporter: Based on the success of the Party cell congress for the 2025-2027 term, could you please tell us about the organization of the 2nd Thanh Thinh Commune Party Congress for the 2025-2030 term?
Comrade Nguyen Minh Thanh : Following the guidance documents of Tran Yen District Party Committee on the process of building personnel for the Party Committee of Thanh Thinh Commune, term II, 2025 - 2030, the Party Committee of the Commune has reviewed the work of cadres, selected cadres for the new Party Committee with general qualifications, focusing on developing cadres with capacity, prestige, prospects, and well-trained, especially young and female cadres.
Accordingly, the personnel plan for the 2nd Party Executive Committee, including 21 comrades, is expected to be submitted to the Standing Committee of Tran Yen District Party Committee for approval; extensive propaganda will be organized to create consensus among Party members and the masses on important events of the locality and the country and documents for the Congress will be carefully prepared.
Each Party cell builds a project and part of the work to welcome the Congress, while promoting propaganda work and activities to welcome Party Congresses at all levels towards the 14th National Party Congress. In particular, it focuses on plans to protect security and order, especially to grasp the internal political situation before, during and after the Congress, contributing to the success of the Congress.
The Resolution of the Commune Party Congress will focus on striving for the Fatherland Front and mass organizations to complete their tasks well or better; the rate of attracting union members and members of mass organizations to reach 80% or more; the rate of Party cells completing their tasks well reaching 90% or more; the rate of Party members completing their tasks well reaching over 90%... More importantly, it is necessary to make appropriate decisions so that the people can join hands and hearts with the Party Committee and the government to build Thanh Thinh homeland - a land rich in revolutionary traditions to increasingly develop, grow and make breakthroughs.
