On the morning of February 9, the Thanh Hoa Traffic Construction Investment Project Management Board held a ceremony to open the technical traffic of the Van Thien - Ben En road project and the road connecting National Highway 1 with National Highway 45 from Hoang Kim commune (Hoang Hoa) to Thieu Long commune (Thieu Hoa).

The Van Thien - Ben En road project was approved with a total investment of 1,181 billion VND from the central and provincial budgets. The investment scale for the construction of 12.19km of new road ensures a scale of 4 lanes; roadbed width of 33m, road surface width of 22m, median width of 5.0m, roadside width of 6m; land acquisition area is 69.2ha with 822 households affected. The project started in August 2022 and is expected to be completed in January 2025.

The project of the road connecting National Highway 1 with National Highway 45 from Hoang Kim commune (Hoang Hoa) to Thieu Long commune (Thieu Hoa) has a length of 14.6km with a total investment of 1,423.6 billion VND. The project includes the section from the intersection with National Highway 1A to the beginning of the Song Ma overpass (Km0 - Km5+250) invested by Hoang Hoa District People's Committee with a total investment of 306.7 billion VND from the district budget. Sub-project 1 (the Song Ma overpass and the road at both ends of the bridge from Km5+250 - Km7+250) invested by Thanh Hoa Traffic Construction Investment Project Management Board with a total investment of 655.4 billion VND from the provincial budget. Sub-project 2 (section Km7+250 - Km14+603) is invested by Thieu Hoa District Construction Investment Project Management Board with a total investment of 454.7 billion VND from the provincial and district budgets. The entire route is invested with a roadbed width of 12m, road surface width of 11m; there are 06 bridges on the route, including 2 large bridges: Xuan Quang bridge, 1,028m long, crossing Ma River (belonging to Sub-project 1) and the North-South expressway overpass, East, 310.4m long (belonging to Sub-project 2). The total land acquisition area is 54.37ha with 914 households affected. The project started in October 2022 and is expected to be completed in January 2025.

During the implementation process, the construction progress of the projects was affected by the COVID-19 pandemic, storms, material shortages, escalating prices of raw materials, changes in policies and regimes in site clearance... However, with the attention and close direction of provincial leaders, the activeness of localities in site clearance, the coordination of sectors, the support of people in the project area, especially households affected by site clearance and the determination of construction contractors with the motto "overcoming the sun, overcoming the rain", "three shifts, four shifts" construction, up to now, the projects have been basically completed, ensuring sufficient conditions for technical traffic.

Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Mai Xuan Liem acknowledged and commended the project investors, departments, branches, People's Committees of Nong Cong, Nhu Thanh, Hoang Hoa, Thieu Hoa districts, construction contractors and people of localities where the projects passed through for agreeing, supporting, sharing certain impacts and promptly handing over the site for the projects to complete construction according to the set schedule.

Vice Chairman of the Provincial People's Committee Mai Xuan Liem emphasized: The Van Thien - Ben En road project and the National Highway 1 - National Highway 45 connecting road project are connected to the North - South expressway in the East through the Van Thien (Nong Cong) intersection and Thieu Giang (Thieu Hoa) intersection. The completed routes will promote investment efficiency and promote socio -economic development of regions and localities.

With the Van Thien - Ben En road project connecting the North-South expressway with Ben En National Park and being a new road connecting to the center of Ben Sung town, it will create conditions to expand the development space to the Southwest for Nong Cong and Nhu Thanh districts, effectively exploiting the potential and advantages of tourism, ecology, resorts and entertainment services of Ben En National Park.

The completion of the Highway 1-45 connecting road project will shorten the travel time in the East-West direction when moving from the western districts of the province to Highway 1, reduce traffic pressure via Highway 45, Highway 47, Highway 217 to Highway 1, ensuring the transportation of goods and passengers. At the same time, it will create favorable conditions to attract investors to Phu Quy Industrial Park, Bac Hoang Hoa Industrial Park and Giang Quang Thinh Industrial Park (Thieu Hoa).

In order to maximize the potential, strengths, and investment efficiency of the projects when put into operation, Vice Chairman of the Provincial People's Committee Mai Xuan Liem suggested that immediately after the technical opening ceremony, the project investor continue to complete the remaining work, prioritizing the completion of all items on the traffic safety system and other related items to ensure technical and aesthetic requirements for project acceptance according to regulations in the first quarter of 2025, putting the project into use to ensure efficiency, well serving the travel needs of the people.

The Department of Transport, relevant sectors and localities must do a good job of managing and protecting the structure and corridors of the route, using it according to its design capacity and ensuring traffic safety on the route.

Departments, branches and localities, according to their assigned functions and tasks, complete regional planning as a basis for promoting attraction and calling for investment in industrial parks along the route connecting National Highway 1 and National Highway 45; speed up the progress to implement the Ben En Eco-tourism Resort Complex Project combining high-class entertainment services.
