(MPI) - Concluding the Conference on Science and Technology Development, Innovation, Digital Transformation and High-Quality Human Resources to Promote Economic Growth, Prime Minister Pham Minh Chinh assigned the Ministry of Planning and Investment and the Government Office to preside over and coordinate with relevant ministries and agencies to receive comments, review, finalize and soon submit to the Prime Minister for promulgation a Directive on Science and Technology Development, Innovation, Digital Transformation and Training of High-Quality Human Resources to promote economic growth to urge implementation, emphasizing a number of tasks and solutions to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo and the Government's Action Program.
The conference took place on the afternoon of February 11, 2025, co-chaired by Deputy Prime Minister Le Thanh Long and Minister of Planning and Investment Nguyen Chi Dung.

Science, technology and innovation contribute significantly to economic development and promote digital transformation.
Participating in the conference, delegates also emphasized some outstanding results in the development of science and technology, innovation and high-quality human resources in recent times, such as the Government and ministries and branches have actively improved institutions and policies to promote science, technology, innovation and support startups. The National Innovation Center (NIC) plays a key role in implementing important strategies such as semiconductor industry, artificial intelligence and high-quality human resource development. The Decree on specific mechanisms for NIC is expected to be issued in February 2025, creating conditions to attract investment and incubate technology enterprises. Along with that, Decree 182/2024/ND-CP on the Investment Support Fund brings many breakthrough policies, promoting the sustainable development of the innovation ecosystem.
Science, technology and innovation play an important role in economic development, promoting digital transformation, improving productivity and quality in key industries. In the semiconductor sector, the Government has issued a strategy for industry and human resource development, cooperating with large technology corporations such as NVIDIA, Apple, Samsung, etc. NIC plays a key role, connecting with NVIDIA to establish an AI research center, cooperating with Meta to build a Vietnamese data set to serve AI development, contributing to making Vietnam a high-tech center.
Vietnam has strongly developed an innovation ecosystem with the leading role of the National Innovation Center, attracting the extensive participation of technology corporations, startups, research centers, universities and investment funds. Many overseas Vietnamese experts and scientists have returned to the country to take advantage of high-quality technology human resources. Vietnam has also become a destination for many international events on innovation, helping businesses, universities and research institutes connect to the global supply chain and attract investment. In addition, the establishment of innovation centers in localities helps spread the development momentum across the country, in which pioneering businesses and corporations play an important role in connecting and leading the ecosystem. In particular, the country's Global Innovation Index (GII) has continuously increased in rank over the years, affirming its increasingly solid position in the region and the world.
Vietnam focuses on developing high-quality human resources, with NIC's participation in connecting businesses, universities and international organizations. The "State - School - Enterprise" linkage model is promoted, especially in the semiconductor industry with the cooperation of Cadence, Qorvo, Viettel, FPT and Arizona State University. NIC and corporations such as Google, Qualcomm, Intel, Samsung provide more than 40,000 scholarships each year, promoting digital technology human resource training. The innovation network also gathers many global experts and scientists, contributing to improving Vietnam's competitiveness.
In addition, delegates pointed out some current shortcomings, limitations and inadequacies; proposed some specific tasks and solutions in the coming time; in which, regarding institutional reform, quickly submit and promulgate laws and decrees according to Resolution 03/NQ-CP, remove obstacles in finance, budget, public assets, aid for science and technology, innovation and attracting talents. Select science and technology and innovation projects associated with growth of industries and localities with strengths, focus resources on implementation in 2025.
Learn from the NVIDIA model in R&D, laboratories, high-tech projects; expand the “green channel” policy for granting investment certificates and effectively use the Investment Support Fund to attract large-scale high-tech projects. Focus on university education, short-term training; pilot training orders with output commitment KPIs, full postgraduate scholarships, and require business accompaniment.
Support innovative businesses, develop an innovation ecosystem in key technology areas. Promote startup support programs, organize international science and technology events to attract Vietnamese talent, develop high-tech industries such as semiconductors, AI, cloud computing, big data, IoT, and encourage the younger generation to study STEM.

Key tasks and solutions to develop science and technology, innovation and high-quality human resources to promote economic growth
Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized that developing science and technology, innovation, digital transformation and training high-quality human resources are objective requirements, strategic choices, and top priorities for national development, with people and businesses as the center and subject.
Developing science and technology, innovation, digital transformation and training high-quality human resources have three important meanings: Contributing to restructuring the economy in a fast and sustainable direction; contributing to improving the overall labor productivity of the whole society; enhancing the competitiveness and integration of the national economy.
The Prime Minister said that Vietnam has achieved important achievements such as innovating thinking in and developing agriculture, taking agriculture as a pillar, contributing to hunger eradication and poverty reduction, bringing the country out of poverty; focusing on 3 strategic breakthroughs, integrating deeply, substantially and effectively into the international economy; creating momentum, creating force, creating position to turn the country into a developing country with an upper middle income, and then looking further and wider to become a developed country with a high income. However, the results achieved compared to the development requirements and the people's rights to enjoyment are not high.
Regarding the upcoming goals, tasks and solutions, the Prime Minister stated that it is necessary to raise awareness throughout society about the position, role and importance of science and technology, innovation, digital transformation and training of high-quality human resources for high and sustainable growth. This must permeate the thinking, words and actions of each level, each sector and each Vietnamese citizen; using the achievements that have been achieved and the people have benefited from them to propagate, especially about databases, cloud computing, artificial intelligence, the Internet of Things and optoelectronics.
Along with that, review at all levels, sectors, institutes, schools, and enterprises the bottlenecks and obstacles in terms of institutions, mechanisms, and policies to continue to perfect, amend, and supplement in a timely and effective manner, especially from the actual operations of the units; this work must be done in the first and second quarters of 2025.
Accordingly, urgently develop and submit to the National Assembly at the upcoming extraordinary session a draft Resolution on piloting a number of new policies that are difficult and problematic for the development of science and technology, innovation, and digital transformation; at the same time, submit to the National Assembly a draft amendment to the Law on Science and Technology at the May session.
The Prime Minister also requested to promote infrastructure development, including digital infrastructure, information technology infrastructure, transport infrastructure, infrastructure for the fourth industrial revolution, energy infrastructure, healthcare infrastructure, education, society, sports, cultural infrastructure, cultural industry, and entertainment; build innovation centers; infrastructure development must be inclusive and comprehensive in all fields across the country.
Resources must be diversified, including resources from the State, people, businesses and society; public-private partnership and socialization; borrowing and issuing government bonds. To develop any sector or industry, there must be policies and mechanisms to mobilize resources to prioritize the development of that sector.
Innovate and diversify training forms; training from high school to university, postgraduate, supplementary training, expert training, technical training, domestic and foreign training, hiring experts, training cooperation, building specific mechanisms for training, attracting training...
Governance must be smart, optimize management, eliminate the request-grant mechanism, cumbersome procedures, increase decentralization, decentralization along with resource allocation, improve implementation capacity, strengthen supervision, inspection, increase post-inspection, reduce pre-inspection; evaluate management based on overall efficiency, not local efficiency; develop along with ensuring the environment and social security, leaving no one behind.
Promote international cooperation and integration, especially the transfer of source technology, core technology, and the most advanced technology to "turn the situation around, change the state" as quickly as possible, especially in priority areas. On this occasion, the Prime Minister thanked the world's major economic and technological corporations present in Vietnam.
The Prime Minister requested ministries, branches, localities, levels, institutes, schools, and scientists to cooperate closely and effectively on the basis of the functions, tasks, and powers of each entity, putting the interests of the nation, people, and country above all, first of all, in the spirit of "harmonious benefits, shared risks", healthy competition, and effective cooperation; valuing time, intelligence, decisiveness, and determination in organizing actions; thinking must be clear, determination must be high, efforts must be great, actions must be resolute, focused, and key points, completing each task, and completing each task. Assigning "clear people, clear tasks, clear responsibilities, clear time, and clear products"; once discussed, it must be clear, once said, it must be done, once committed, it must be implemented; once done, it must have products, effective, specific, measurable.
The Prime Minister called on businesses and philanthropists to continue contributing to the National Innovation Center (NIC) in Hoa Lac, Hanoi; and at the same time, clearly stated that developing the Vietnamese innovation ecosystem globally to attract brainpower, technology, and human resources from around the world in all fields./.
