Promoting the spirit of the past, building the homeland today

Going back in time, turning the pages of the nation's heroic history, the later generations always remember the Pho Rang battle with the spirit of determination to attack and win of our troops. The Pho Rang victory marked the maturity and progress in the combat capability of the Vietnam People's Army, creating the value of an immortal heroic epic. For the first time in a campaign, we destroyed an enemy sub-region, including many large and small positions with solid defenses, on rugged mountainous terrain. Notably, writer - martyr Tran Dang, who participated in the attack, recorded this event in the famous memoir "Pho Rang Battle", embellishing the image of Uncle Ho's troops with the qualities of bravery, resilience, and courage, advancing to win.

The victory at Pho Rang created a solid foundation for the main force to liberate Pho Lu and attack Nghia Do fort, contributing significantly to the victory of the Song Thao campaign, destroying the enemy's important defense line, liberating over 600 ^square kilometers and hundreds of thousands of ethnic people in the Northwest from the enemy's yoke. From there, the road to the Northwest was opened, creating the victories at Son La - Na San, Northwest, Dien Bien Phu, bringing the resistance war against the French to complete victory.

The victory of Pho Rang has been engraved in history, engraved in the minds of the army and people of Bao Yen. At the same time, it affirmed and clarified the correct and creative viewpoints, thoughts and people's war guidelines of the Party, headed by President Ho Chi Minh. The echoes of the victory of Pho Rang have created a source of encouragement and motivation for the people of all ethnic groups in Bao Yen to strive to compete in economic and social development, ensure security and national defense, and strive to become a fairly developed district of Lao Cai province.

Up to now, Bao Yen district has formed a concentrated agricultural production area with over 25,000 hectares of cinnamon, over 570 hectares of tea, nearly 300 hectares of bananas, over 260 hectares of fruit trees; 35 products have been certified to meet OCOP criteria of 3 stars at the provincial level or higher. Bao Yen district has devoted many resources to building new rural areas associated with developing community ecotourism and spiritual tourism; prioritizing small-scale industries; developing economic sectors associated with planning and organizing socio-economic development space.

The economic structure has shifted in the right direction, increasing the proportion of construction and service industries. Commodity agriculture has been focused on, the value of products per hectare of cultivated land has reached 90 million VND; the value of high-tech agricultural products has reached 270 million VND/ha... The cultural and social fields have seen many changes. The quality of comprehensive education has been improved; health services have been improved, the movement of "All people unite to build a cultural life" associated with building new rural areas and civilized urban areas has been promoted. The material and spiritual life of the people has been constantly improved.

Over the past 75 years, cadres, party members and people of all ethnic groups in Bao Yen district have made many worthy contributions to the cause of national liberation, construction and protection of the socialist Vietnamese Fatherland. In recognition of these achievements, on December 16, 2004, the President conferred the title of Hero of the People's Armed Forces during the resistance war against France on cadres, party members, people and armed forces of Bao Yen district. In 2011, the Party Committee, government and people of all ethnic groups in Bao Yen district were honored to receive the Second Class Labor Medal from the President.

Along with the transformation of Bao Yen in the renovation period, Pho Rang land - the place where the fierce battle took place in the past, has now become the political, economic, cultural and social center of Bao Yen district. The total income in Pho Rang town reached over 622 billion VND; the economic growth rate reached over 13%, the average income per capita was over 65 million VND/year.

After 75 years of construction and development, Pho Rang has made great breakthroughs in all fields, rising with new vitality, new appearance, more spacious, more beautiful. With the consensus and determination of the entire political system, Pho Rang today is on the path of development, determined to create its own identity, build a green, harmonious urban area, an identity that takes forestry economic development, tourism and services as the main focus. The bright picture of Pho Rang today is a very typical and vivid proof of the correct leadership of the Party and the Party Committee and local government.

With the achievements in the process of building and defending the Fatherland, in 2000, the Party Committee and the people of all ethnic groups in Pho Rang town were honored to be awarded the title of Hero of the People's Armed Forces during the resistance war against France by the President. In 2020, Pho Rang town was recognized by the Provincial People's Committee as meeting the standards of a type V urban area.

Based on the Urban Development Program of Pho Rang for the period of 2019 - 2025, with a vision to 2030 and the adjusted master plan for urban construction of Pho Rang approved in 2022, the district continues to focus resources, invest in infrastructure construction, improve the criteria of Pho Rang urban area to meet the standards of a type IV urban area, with the function of being the political, cultural and tourist center of the district. This is an honor and pride not only for the Party Committee and People of Pho Rang town but also a great honor for the Party Committee and People of all ethnic groups in Bao Yen district.

The Pho Rang victory has embellished the revolutionary tradition of the homeland and the country; leaving behind lessons of patriotism, loyalty, solidarity, and building a "people's heart position". Recently, the provincial scientific conference "Pho Rang victory - echoes and historical values" was organized by the Lao Cai Provincial Party Committee's Propaganda Department in coordination with the Provincial Political School and Bao Yen District Party Committee, once again affirming the historical value and lessons from the Pho Rang victory in practice for the cause of national construction and defense. Thereby, educating patriotism, solidarity, encouraging cadres, party members, and people of all ethnic groups to enthusiastically compete, excellently fulfill their tasks, and build a strong homeland.

Facing new opportunities and fortunes, promoting the heroic spirit of the Pho Rang battle in the past, with the spirit of solidarity, proactiveness and creativity, the Party Committee, government and people of Bao Yen district are striving to overcome difficulties and challenges, creating strong development steps, striving to successfully implement the Resolution of the 22nd District Party Congress, building Bao Yen into a district that meets new rural standards by 2025.
