(GLO)- On June 10, the Ministry of Education and Training (MOET) chaired and coordinated with the Vietnam Association for Promoting Education and a number of relevant agencies to organize the launching ceremony of the movement "The whole country competes to build a learning society, promoting lifelong learning in the period of 2023-2030". The event was held directly at Phenikaa University (Hanoi) and online to 63 connecting points nationwide.

Attending the event were Prime Minister Pham Minh Chinh; representatives of leaders of ministries, departments, branches, socio-political organizations, socio-professional organizations; universities, colleges of education, and vocational education in Hanoi.

At the Gia Lai provincial bridge, there was the participation of Vice Chairman of the Provincial People's Committee Nguyen Huu Que and representatives of leaders of a number of departments, branches, sectors and educational institutions in the area.

The Project “Building a Learning Society” was approved by the Prime Minister and implemented since 2005 in phases: 2005-2010, 2012-2020 and 2021-2030. Up to now, the implementation of this Project has brought about many important results.

Accordingly, the network of continuing education facilities has been consolidated and developed rapidly in terms of quantity, diversified in models, and effective in operations, better meeting the learning needs of the people. The number of private continuing education facilities has increased rapidly, especially the system of information technology and foreign language centers, which has actively supported the improvement of foreign language and information technology proficiency for students, staff, civil servants, teachers and people in the direction of socialization.

Currently, the country has 17,459 continuing education facilities, including 71 provincial continuing education centers; 619 district-level vocational education-continuing education centers; 10,469 community learning centers; 5,642 foreign language-information technology centers; 658 facilities and centers implementing life skills education.

In the 4 main goals of the Project "Building a learning society in the period of 2012-2020", the whole country has achieved 2 major goals: "Elimination of illiteracy and universalization of education", "Learning to improve life skills, building a happier personal and community life". Up to now, 100% of provinces and cities have met the standard of eliminating illiteracy level 1; 46/63 provinces/cities have met the standard of eliminating illiteracy level 2; 63/63 provinces/cities have met the standard of universalizing preschool education for 5-year-old children, meeting the standard of universalizing primary education level 2 and meeting the standard of universalizing secondary education level 1.

Notably, when implementing the Project, a learning society model at the commune level was formed. This is a strategic step that only exists in Vietnam, recognized by UNESCO and other countries.

However, besides the achievements, there are still limitations and barriers to building a learning society in Vietnam. Awareness of the work of promoting learning, talent promotion, and building a learning society is not at the right level. Lifelong learning activities outside of school are not diverse and rich, and operating conditions are still difficult. The participation of higher education institutions in the work of promoting learning, talent promotion, and building a learning society is still limited...

Following the introduction report of the Ministry of Education and Training, Prime Minister Pham Minh Chinh launched the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023-2030". The Prime Minister hopes that the entire political system and the whole society will join hands, unite with high determination, make great efforts and take drastic actions to create motivation and inspiration for everyone to learn, every family to learn, the learning community, the learning society and the whole country to learn; learn anytime, anywhere, in all fields; learn to constantly improve oneself in terms of morality, intelligence, physical fitness and aesthetics; learn to innovate in protecting, building and developing a strong and prosperous Vietnam, standing shoulder to shoulder with the world powers.

The Prime Minister also proposed and called on the Central Committee of the Vietnam Fatherland Front and all levels, sectors, localities, the business community, organizations and individuals at home and abroad to join hands in building a learning society; contributing to realizing the aspiration of developing a prosperous country and a prosperous and happy life for the people.

At the event, representatives of the Ministry of Education and Training, a number of ministries, departments, branches, socio-political organizations, and professional organizations of a number of provinces and cities spoke in response to the emulation movement. Prime Minister Pham Minh Chinh, Chairman of the Central Committee of the Vietnam Fatherland Front, Minister of Education and Training, Chairman of the Vietnam Association for Promoting Education, and representatives of leaders of ministries, departments, branches, and central organizations pressed the start button to commit to responding to the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023-2030".

After this event, ministries, departments, branches, socio-political organizations, professional organizations, social organizations and provinces and cities will deploy emulation movements extensively and regularly in agencies, units and localities, so that the entire political system and all people can respond to the movement; contributing to promoting the development of human resources, especially high-quality human resources to meet the requirements of the 4th industrial revolution and international integration.
