From March 1, 2025, Quang Ninh Police officially took over the provincial drug rehabilitation center. After the transfer, the provincial drug rehabilitation center still maintains the regular visit schedule for relatives of students as usual. The entire reception and visitation process was carried out smoothly with the harmonious coordination between the police force and the old staff of the center.
According to Lieutenant Colonel Luong Thanh Tuat, Head of the Provincial Drug Rehabilitation Center, Drug Crime Investigation Police Department, Provincial Police, right from the beginning of taking over the task, the unit assigned officers to take over all departments and operational stages of the drug rehabilitation center, ensuring normal, uninterrupted operations. In addition, the unit has coordinated with the old force that signed a contract with the Provincial Police to coordinate in management, education, training, and vocational training for students.
The provincial drug rehabilitation center currently has more than 700 students. The provincial police force has proactively coordinated closely with the leaders, officers and employees of the previous drug rehabilitation center to continue to effectively implement tasks, from receiving, classifying students, screening, evaluating, determining addiction status, to organizing drug rehabilitation and post-rehabilitation management, coordinating the organization of labor therapy, vocational training, job creation... All are carried out systematically and effectively, ensuring that all activities take place normally as before, without interruption or discontinuation, ensuring the regime and policies for students undergoing drug rehabilitation.
In addition, upon receiving the case, the police force developed a plan to protect the security and safety of the drug treatment facility, fully equipped with equipment, vehicles, and tools to support the work, and patrolled and guarded to prevent any sudden or unexpected incidents. Despite the new task, the officers and soldiers quickly approached the job, learned, improved their professional skills, and overcame all difficulties. Through surveying the terrain of the area, the facility arranged 7 checkpoints at key locations with the support of the mobile police force to ensure strict security and order both inside and outside.
At the same time, urgently complete the work process, clearly assign responsibilities to each department and team to operate the new apparatus most effectively. In particular, maintain work in the form of signing fixed-term labor contracts with the number of personnel who are officers and civil servants of the former Department of Labor, Invalids and Social Affairs.
Up to now, the facility has been operating in a disciplined and stable manner. Through propaganda work, with love, responsibility, closeness and sharing, the Provincial Police officers have gradually built up the trust of the students, helping them feel more secure, stabilize their psychology when quitting drug addiction and orient their career after successful detoxification, striving to rebuild their lives.

The police officers who came to work at the drug rehabilitation center encouraged and helped us a lot, which made me and other students feel more secure...
With high determination, great efforts, drastic and effective actions, the Provincial Police continue to seriously implement the tasks of state management on drug rehabilitation and post-rehabilitation management, considering this a key and central task, contributing to improving the effectiveness of the fight against drugs in the province.
