New rural development in the heroic homeland of Thieu Hoa

In 2011, when the National Target Program on New Rural Development was just starting to be implemented, the average new rural criteria of the whole district only reached 5.7 criteria/commune, the socio-economic infrastructure was still weak and unsynchronized, development planning still had many shortcomings, the economic scale was small, the lives of a part of the people were still difficult; the poverty rate was 22.84%; the average income per capita was only 13.4 million VND.

However, with a high determination to complete the goals of building a new rural district, the Party Committee and the government of Thieu Hoa district have closely and resolutely led and directed, implemented synchronously, focused, and with many creative methods, suitable to the actual conditions of the locality. On February 15, 2022, the Prime Minister signed Decision No. 205 recognizing Thieu Hoa district as meeting new rural standards in 2020.

With the motto "building a new rural area is a process with a starting point but no ending point", the Party Committee and government of Thieu Hoa district continue to direct communes to maintain and improve the quality of the district's criteria to meet the new rural area standards, aiming to build an advanced new rural district.

Determining that investment and upgrading of rural infrastructure plays a particularly important role, creating momentum for socio-economic development, in the period of 2021-2024, Thieu Hoa district has mobilized 16,615 billion VND, of which the source mobilized from people's contributions to build welfare works, donate land, build, repair and renovate houses is over 10,399 billion VND, accounting for 62.59%.

From 2022 to present, communes in the district have paved 153,853m of asphalt concrete roads, connecting with neighboring districts, dynamic areas, between communes and towns in the area and between concentrated raw material areas in accordance with the urbanization process; 171.46/171.46 km of commune roads have been asphalted and concreted, reaching 100%; village roads and alleys have signs, directional signs, lighting, speed bumps, and protective railings. 235.1/259.2 km of intra-field roads have been solidified (reaching 90.7%); 249.94/320.07 km of intra-field canals (reaching 78.1%). The irrigation system ensures proactive irrigation and drainage for agricultural production for 100% of the production land area. The lighting system on village and hamlet roads has been invested in by communes, reaching a rate of about 65%; the rate of households using electricity for daily life and production has reached 100%.

With the goal of improving people's lives and incomes, Thieu Hoa district has promoted economic development in many fields. In particular, agricultural production is directed towards promoting the potential and strengths of each region, each locality, each field. Up to now, the whole district has over 3,527 hectares of production linked with enterprises that guarantee output for farmers' products. Most of the large-scale concentrated production models in the area have an average income of about 200 - 300 million VND/ha/year. Typically, the high-tech production model in greenhouses of Thieu Hung Agricultural Cooperative has a production value of nearly 4 billion VND/ha/year. The area of ​​concentrated safe vegetable production is 44 hectares in Thieu Hoa town, 14.3 hectares of high-tech greenhouses producing safe vegetables and fruits.

The One Commune One Product program has been widely and effectively implemented. Up to now, the district has 33 products evaluated and ranked as OCOP products, of which 7 products have achieved 4 stars and 26 products have achieved 3 stars, ranking 8th in the province in terms of OCOP products.

In the district, two traditional craft villages are effectively maintained: Tra Dong bronze casting village in Thieu Trung commune and Dac Chau craft village in Tan Chau commune. Of which, Tra Dong bronze casting village is famous nationwide and has been recognized as a National Intangible Cultural Heritage with a revenue of hundreds of billions of VND each year.

The district has 791 enterprises operating mainly in the fields of garment, handicraft production, agricultural processing, construction and trade, services, creating jobs for thousands of local workers. Notably, in 2023-2024, the district has attracted investment and started construction of technical infrastructure for 4 industrial clusters: Hau Hien, Ngoc Vu, Van Ha and No. 2 Van Ha; coordinated with WHA Group (Thailand) to complete the dossier to submit to competent authorities for approval of the investment policy of SmartTech 2 Industrial Park (Giang Quang Thinh Industrial Park) phase 1 with a scale of 174.9 hectares.

The average growth rate of production value is 7.98%/year, ranking 10th in the province. The average income per capita in 2024 is 66.02 million VND; the poverty rate is reduced to 0.22%, being one of the two districts with the lowest poverty rate in the province.

The investment and business environment has been improved. In 2023, the district competitiveness index ranked 9th in the province. In 2024, the district administrative reform index ranked 6th in the province. In the period of 2016 - 2024, the total mobilized development investment capital reached 30,073 billion VND.

Cultural, artistic, physical training and sports activities; information and propaganda activities are always interested and have many improvements. The movement of the whole people uniting to build a cultural life associated with building new rural areas has been promoted, over 90% of villages and hamlets have met cultural standards, nearly 90% of families have cultural standards. The movement to build a bright - green - clean - beautiful - safe environmental landscape, green Sundays are maintained regularly. The whole district has 1,793 models of "Clean house, beautiful garden", "Clean house, model garden", 43,294 households participating in organic waste classification. Commune, inter-commune, village and inter-village roads are planted with trees; 100% of public works are planted with flowers and shade trees. By the end of 2024, Thieu Hoa district will have 100% of communes maintaining and improving the quality of new rural commune standards, 12/22 communes will be recognized as meeting advanced new rural standards, reaching 54.5% of communes, of which 3 communes will be recognized as meeting model new rural standards; Thieu Hoa town and Hau Hien town will be recognized as civilized urban areas. The results of the poll on people's satisfaction reached 99.46% satisfied and very satisfied.
