Efforts to remove all difficulties and obstacles, promote rapid implementation of key transport projects

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that every quarter, the Steering Committee holds a meeting to evaluate the work and deploy the next tasks. Up to now, we have had 34 major projects under the direction of the Steering Committee, including 86 component projects, 5 railway projects, 2 airport projects, the rest are road projects, mainly expressways. The projects and works have now expanded to 45 provinces and cities. That shows that the number of projects related to localities is increasing. This is a good and encouraging thing because we continue to arrange many capital sources from many different sources such as medium-term investment sources, increased revenue, reduced expenditure, savings, central and local capital sources, and other legal capital sources to focus on strategic breakthroughs in transportation.

Since the previous meeting, we have done a lot: starting the Tuyen Quang-Ha Giang expressway project through Tuyen Quang province; inaugurating two expressway projects National Highway 45-Nghi Son and Nghi Son-Dien Chau under the North-South expressway project in the eastern phase 2017-2020; the Prime Minister and members of the Steering Committee inspected, urged, and considered removing difficulties, especially difficulties related to site clearance, construction materials, progress, and improving the quality of projects.

In addition, we are also preparing other projects, and are submitting a series of projects to the National Assembly for approval; building a number of mechanisms and policies to resolve difficulties and obstacles, and submitting them to the National Assembly for promulgation in the coming days. In addition to starting construction, inaugurating, urging, and inspecting, it is important that we also prepare for the next projects, prepare policies to remove difficulties, and promote the projects.

Up to now, we have implemented a series of projects related to provinces and centrally-run cities. Due to many difficulties in the implementation process, the Prime Minister has issued 3 Official Dispatches (No. 769, 780 and 794) to remove difficulties, ensure progress and quality of transport infrastructure projects. The Steering Committee actively directed, promptly grasped the situation, removed difficulties, urged work, and implemented projects faster.

The 8th meeting aims to grasp and assess the situation, direct the acceleration of project implementation progress, promptly remove difficulties, obstacles and shortcomings in implementation; review mechanisms, policies and laws to improve and create an open investment environment not only for projects in the list of key projects but also for other transport infrastructure projects to be implemented in the coming time.

The Prime Minister requested localities, agencies, consultants, and contractors to report on the procedures for common construction material mines for projects, site handover progress, investment preparation work such as the Ho Chi Minh City-Moc Bai, Gia Nghia-Chon Thanh, Huu Nghi-Chi Lang, Hoa Binh-Moc Chau, Tan Phu-Bao Loc expressway projects, etc.; ministries and branches that are members of the Steering Committee report on the conversion of forest use purposes by the Ministry of Agriculture and Rural Development, guidance on the method of determining construction material prices at mines by the Ministry of Construction; appraisal and pre-feasibility and feasibility study reports by the Ministry of Planning and Investment; ODA capital for urban railway projects by the Ministry of Finance; research on the use of sea sand and material supply by the Ministry of Transport and the Ministry of Natural Resources and Environment; conversion of land use purposes, etc.

Due to limited time, the Prime Minister asked the delegates to focus their intelligence, contribute ideas, go straight to the point, propose solutions, promote the role, functions, tasks, and powers at the local level to direct and grasp the situation. The spirit is that the Government will focus on decentralization, authorization, and at the same time allocate resources, improve the implementation capacity of all levels, from which we can mature. We will have to base on current regulations to guide and inspect. Without specific projects and works, we cannot mature. Therefore, we must assign tasks, allocate resources, and at the same time strengthen supervision and inspection.

The Prime Minister said that it is also necessary to innovate the management of traffic works, including expressways, after completion for localities. Currently, there are many completed routes across the country that must be handed over to localities for management to promote initiative, creativity and timeliness.

Emphasizing that “all roads are national roads”, the Prime Minister said that in the coming time, when the revised State Budget Law is promulgated, it will stipulate that the state budget capital includes both central and local budgets. We should not think that “the central government only builds national highways, and localities build provincial roads”. Whatever is still problematic and not suitable for practice, we must amend the law. The local budget is also the central budget allocated down, so “whoever does the best will be assigned to do it”. Recently, the assignment of some localities to do it has shown good results. Practice has proven that it is correct, so it needs to be done. This issue must be learned through the leadership and direction process, why some places do it well, some places do it not well, the reasons why, so that we can learn from it, not be perfectionist, not hasty, find the right way to do it; summarize and include it in the laws and regulations of the State. Any issue that is not yet ripe or clear, must be done while learning from it, and gradually expand.

* The Ministry of Transport said that, regarding the implementation of projects, localities have actively and resolutely implemented to complete the site clearance work, meeting the construction progress. However, the construction of resettlement areas and relocation of high-voltage power lines has been slower than required.

The progress of site clearance for the Bien Hoa-Vung Tau project and Ho Chi Minh City Ring Road 3 section through Dong Nai province is much slower than the general level of other provinces and cities.

The change of forest use purpose at the Khanh Hoa-Buon Ma Thuot expressway project has been prolonged, affecting the progress of site clearance. The Hoa Lien-Tuy Loan project, which passes through a densely populated area and has been implemented since February 2023, has not yet handed over additional site.

Regarding common construction materials, for the North-South Eastern Expressway Project in the 2021-2025 period: with component projects from Ha Tinh to Khanh Hoa: sand is used from 79 operating mines and 14 newly opened mines; contractors have exploited 8/14 mines. Soil is used from 21 operating mines and 74 newly opened mines; contractors have exploited 27/74 mines.

For the Can Tho-Hau Giang and Hau Giang-Ca Mau component projects: An Giang, Dong Thap, Vinh Long provinces have arranged sand supply to fill 16.9/19 million m3 (of which 3.63 million m3 have been and are being exploited; completing procedures for 13 mines with reserves of 13.27 million m3). In fact, up to now, the contractor has only exploited 0.7 million m3.

On November 17, 2023, the Minister of Transport worked with localities on sand resources, and localities committed to completing mine licensing procedures in 2023; however, there are still about 2.1 million m3 of unconfirmed supply and the current mining capacity of mines is very low.

Hanoi Ring Road 4 Project: Hanoi city is coordinating with neighboring localities to ensure supply for the project section through Hanoi city; Hung Yen and Bac Ninh provinces are only expected to supply the project but have not yet implemented procedures for mining construction materials.

Khanh Hoa-Buon Ma Thuot project: construction material supply in the area meets demand; 14 soil mines, 6 stone mines, 1 sand mine have been submitted but the registration of mining volume has not been confirmed.

Bien Hoa-Vung Tau project: the supply of construction materials in the area meets the demand, however, the area is implementing a series of projects at the same time, which may cause a shortage in the supply capacity of earth fill.

Ho Chi Minh City Ring Road 3 Project: Filling soil, stone, and construction sand basically meet the demand; procedures for exploitation and supply of construction materials are being implemented. Particularly, the source of sand for roadbed filling is about 20% short of volume, it is recommended to coordinate from neighboring provinces.

Chau Doc-Can Tho-Soc Trang project: Hau Giang and Can Tho provinces use sand from An Giang, but have only identified the source of 7.5 million m3 (55% of demand) and are completing exploitation procedures; An Giang and Soc Trang provinces have identified sufficient material sources and are completing exploitation procedures.

Construction work of the North-South Expressway Project in the East phase 2017-2020: continue to urge and direct investors and contractors to organize construction in "3 shifts", overcome all difficulties, speed up construction progress to complete the My Thuan 2 Bridge project and the My Thuan-Can Tho project before December 31, 2023 and the remaining 2 projects invested in the form of BOT contracts in 2024.

North-South Eastern Expressway Project, Phase 2021-2025: After the construction material mines were put into operation, contractors have focused on construction to date, reaching VND 14,721/98,372 billion (14.96% of the contract value); disbursement value in 2023 reached VND 34,678/46,186 billion (75%); construction progress is slower than planned due to problems with construction material sources.

5 East-West expressway and beltway projects to start construction in June 2023: currently, investors have only implemented 36/57 construction packages.

The Ben Luc-Long Thanh project is being implemented to meet the adjusted schedule, with construction output reaching about VND 11,462 billion (77.5%).

Tuyen Quang province started the Tuyen Quang-Ha Giang project on October 21, 2023; is actively implementing the Tuyen Quang-Phu Tho project, striving to complete it before December 31, 2023.

The Ministry of Transport started the Ho Chi Minh Road project, Chon Thanh-Duc Hoa section, on November 18, 2023.

Hanoi and Ho Chi Minh City are reviewing and removing obstacles in the contract, conducting personnel training, completing procedures on fire prevention and fighting, project acceptance, and system safety certification to strive to put the Nhon-Hanoi Railway Station elevated section into trial operation before December 31, 2023 (expected trial operation time is 3-6 months), put the Ben Thanh-Suoi Tien project into operation by the end of 2023 and complete it in 2024.

Long Thanh International Airport Project: Package 5.10 passenger terminal and other packages under Component Project 3 have been actively implemented by Vietnam Airports Corporation (ACV). Component Project 1 to build headquarters of state management agencies, Component Project 2 to build works serving flight management, Component Project 4 to build essential works are being implemented by the governing agencies according to the set plan. The T3 passenger terminal package of Tan Son Nhat International Airport is being implemented by ACV in close accordance with the set schedule, to date the disbursement has reached 2,179/10,825 billion VND (20%)...
