On the afternoon of February 19, the Conference on Deploying the Project to establish the Ministry of Agriculture and Environment to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, Session XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient", was held in Hanoi. Vice Chairman of the National Assembly Le Minh Hoan and Minister of Agriculture and Environment Do Duc Duy chaired the Conference.

The conference was attended by comrades: Deputy Minister Tran Quy Kien; Deputy Minister Le Cong Thanh; Deputy Minister Phung Duc Tien; Deputy Minister Nguyen Hoang Hiep; Deputy Minister Nguyen Quoc Tri; Deputy Minister Vo Van Hung; and leaders of units of the two Ministries of Agriculture and Rural Development and the Ministry of Natural Resources and Environment.

Requires strong determination and close coordination

Reporting at the meeting, Mr. Pham Tan Tuyen, Director of the Department of Organization and Personnel, Ministry of Natural Resources and Environment, informed the Conference of Official Dispatch 08/CV-BCĐ on Organizing the implementation of tasks on consolidating and rearranging the organizational structure of the Steering Committee for developing the Project to merge the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development.

At the 9th Extraordinary Session of the 15th National Assembly, the National Assembly voted to pass a Resolution on the organizational structure of the Government for the 15th National Assembly term, according to which the Ministry of Agriculture and Environment was established on the basis of merging the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development.

In order to fully prepare the necessary conditions for the Ministry of Agriculture and Environment and its agencies, organizations and units to operate under the new organizational model from March 1, 2025, the Steering Committee for the Project to merge the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development (hereinafter referred to as the Steering Committee) requests the Heads of agencies, organizations and units under the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development (hereinafter referred to as the two Ministries) to focus on directing and organizing the implementation of a number of contents and tasks:

Regarding the organizational arrangement, units need to review and complete the Project to arrange and perfect their organizational structure; The functions and tasks of the units must be reviewed to ensure rationality, avoid duplication and be consistent with the merger of the two Ministries; The organizational structure of the units must be rearranged in a streamlined direction, reducing unnecessary focal points.

Regarding personnel work, it is necessary to transfer and rearrange civil servants, public employees, and workers, ensuring that they are suitable for the tasks and work requirements of the unit in the new apparatus; Assigning leaders of units must be done transparently and with clear grounds, with specific evaluation criteria; Implementing policies for cadres, civil servants, and public employees according to Decree No. 178/2024/ND-CP of the Government, especially for those who wish to retire early or change jobs.

Regarding the task of arranging public service units, service units under the two Ministries will be reviewed and rearranged to avoid duplication and ensure work efficiency; Small-scale, low-efficiency units will be merged or reorganized to improve autonomy and operational efficiency.

Regarding Party and political work, the Steering Committee proposed to prepare documents and working regulations of the Party Committee of the Ministry of Agriculture and Environment; Take steps to perfect Party work in the new apparatus, including assigning tasks to cadres in the Party Committee of the Ministry, adding members to the Executive Committee and Inspection Committee.

In legal and regulatory work, ensure the review and handling of problems in the legal document system in the fields of Natural Resources and Environment, Agriculture and Rural Development; Update and complete guiding documents to support the implementation of organizational apparatus work in practice.

Regarding the task of financial and asset management, units will have to review and propose solutions for handling public finance and assets in the process of restructuring the apparatus, ensuring transparency and efficiency in the use of the state budget.

Regarding administrative organization and offices, units need to fully prepare conditions for seals, document management systems, and necessary information technology infrastructure for the new apparatus; Administrative procedures need to be completed so as not to affect the management and operations of people and businesses.

The report stated that to ensure the successful implementation of the plan, the merger of the two ministries is not only a process of restructuring the apparatus but also requires high determination and close coordination between leaders at all levels, functional units and cadres and civil servants during the implementation process. Both ministries will need to proactively carry out specific tasks, complete them on time, and at the same time not interrupt the professional work of the ministries and their affiliated units.

An important milestone for the Agriculture and Environment sector

Speaking at the Conference, Minister of Agriculture and Environment Do Duc Duy emphasized that one of the first important achievements of the Steering Committee was the XV National Assembly, which voted to pass a Resolution on the organizational structure of the Government for the XV National Assembly term, according to which the Ministry of Agriculture and Environment was established on the basis of merging the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development and receiving additional poverty reduction tasks from the Ministry of Labor, War Invalids and Social Affairs.

At the same time, the National Assembly also elected and approved a number of leadership positions in the National Assembly and Government agencies, including comrade Le Minh Hoan as Vice Chairman of the National Assembly. “This is a great joy, honor and pride for our Agriculture and Environment sector,” Minister Do Duc Duy expressed.

According to the Resolution of the National Assembly, the Ministry of Agriculture and Environment and the new Ministries will start operating from March 1, 2025, and from that time, the Ministers will assume their roles according to their assigned tasks.

According to Minister Do Duc Duy, this merger is not simply a change in organizational structure but also an opportunity to restructure and improve the efficiency of both ministries. The merger will help improve the efficiency of environmental protection and agricultural development, two closely related fields. The Ministry of Agriculture and Environment will have a stronger management mechanism, helping to solve environmental problems in agricultural development, from protecting land and water resources to controlling pollution and sustainable development in the agricultural sector.

One of the key points in this merger is the reorganization of the administrative apparatus, including reviewing the subordinate units and optimizing work processes to save resources and improve work efficiency. The Minister emphasized that in this process, the cadres, civil servants and public employees of the two ministries need to be united, unified and highly determined, because this work will directly affect each cadre in each unit.

The reorganization and streamlining of the organizational apparatus is an extremely difficult, sensitive and complicated task. It requires a high level of consensus among cadres, party members, civil servants, public employees and workers, and at the same time, there must be a sacrifice of personal interests for the common interests of the industry and the country. Therefore, Party committees, party organizations, agencies and units need to pay special attention to political and ideological work, enhance responsibility and set an example for cadres and party members, especially the heads of agencies and units.

Focus on Party building of the Ministry of Agriculture and Environment

One of the important tasks is to prepare for the establishment of the Party Committee of the Ministry of Agriculture and Environment. The Ministry's leaders requested the Department of Organization and Personnel to coordinate with relevant units, especially the Office of the Government Party Committee, to complete the dossier to submit to the Standing Committee of the Government Party Committee to decide on the establishment of the Party Committee of the Ministry and appoint positions in the Executive Committee, Standing Committee and Inspection Committee of the Party Committee.

Minister Do Duc Duy shared that currently, the submitted dossier has met the conditions for the Standing Committee of the Government Party Committee to consider the decision to establish the Party Committee of the Ministry of Agriculture and Environment. The organization and appointment plans have ensured compliance with the regulations of the Central Committee, especially in the context that ministries and party organizations are in the process of merging.

In addition, the Party Committee of the Ministry of Agriculture and Environment will soon approve the working regulations of the Executive Committee and the Standing Committee of the Party Committee of the Ministry, and decide on the assignment of tasks to members of the Party apparatus. It is expected that the Party Committee of the Ministry of Agriculture and Environment will hold its first meeting around February 22-23, 2025 to deploy personnel work and begin implementing specific tasks.

New organizational model brings many expectations

One of the important contents in the Merger Project is the arrangement of public service units. The Ministry of Agriculture and Environment, with the characteristic of being one of the ministries with a very large number of service units, will have to reorganize these units according to a more streamlined and efficient model.

Specifically, each major state management sector such as land, minerals, water resources, cultivation, plant protection, animal husbandry and veterinary medicine will have three types of public service units: scientific research units (research institutes), human resource training units (universities, academies, colleges) and economic public service units (public service centers). However, the Minister noted that these units need to operate according to the principle of streamlining, without overlapping functions and tasks.

Regarding economic public service units, the Minister said that these units will be encouraged to be financially autonomous, including at least autonomy in regular expenditures. The goal is to minimize dependence on the state budget, while creating a fair competitive environment between public units and non-state enterprises. Units that are capable of complete autonomy can be transformed into enterprises, for example, a joint stock company model.

One of the important factors for the successful implementation of the merger of the Ministry of Agriculture and Environment is personnel work. The Minister requested the Department of Personnel Organization to urgently develop a plan and submit it to the Minister of Agriculture and Environment for decision on assigning tasks to the ministry's leaders, and develop criteria and guidelines for arranging leaders and managers of units under the ministry. All plans must be completed and submitted for approval before March 1, 2025.

Minister Do Duc Duy said that the staff arrangement plans have also been clearly proposed, with three main possibilities: maintaining the current position after the merger, transferring to another unit if more suitable for the capacity and work requirements, or transferring to become a deputy of the new unit after the merger. In particular, for the leaders at the head level, the plans are all designed to ensure fairness and efficiency, while creating favorable conditions for those who wish to continue contributing or developing their careers in new positions.

The Standing Committee of the Party Committee of the Ministry will continue to monitor and adjust the staff arrangement plan, ensuring publicity, transparency and suitability to the capacity and strengths of each staff member. All final decisions will be approved by the Standing Committee of the Party Committee of the Ministry, according to the criteria and work requirements of the Ministry.

Regarding ensuring the rights of cadres during the process of restructuring the apparatus according to Decree No. 178/2024 on regimes and policies for cadres, civil servants, public employees and workers in the political system, Minister Do Duc Duy said that the current leadership of the Ministry encourages cadres to voluntarily retire early, which will be accompanied by appropriate reward policies, including proposing rewards based on their contributions throughout their working process. These cadres will receive certificates of merit or labor medals depending on their actual working time and contributions.

In addition, one of the top issues is the review of current legal documents to adjust and supplement them to suit the new organizational model of the Ministry of Agriculture and Environment. Minister Do Duc Duy said that this is a task that requires close coordination between units and functional agencies to clearly identify which documents need to be revised or supplemented. Documents under the authority of the Government will be reported to the Government, while documents under the authority of the National Assembly, such as laws, ordinances or resolutions, will be reported to the National Assembly for timely revision and supplementation.

Regarding financial work, the Ministry requires its affiliated units to review and fully inventory their asset and financial lists, in order to implement the asset and financial handover plan in accordance with regulations. The Department of Planning and Finance of the Ministry of Agriculture and Rural Development, together with the Department of Planning and Finance of the Ministry of Natural Resources and Environment, will continue to advise on documents guiding agencies and organizations in reviewing and resolving issues related to public assets and finance.

Minister Do Duc Duy said that the merger of the two ministries not only creates great opportunities for sustainable development but also helps to solve economic, social and environmental issues in a harmonious manner.

The Steering Committee of the Merger Project of the two Ministries highly appreciated the preparation and implementation work of the units. The leaders of the Ministry, together with the agencies and units, proactively and promptly carried out a large amount of work to build the Merger Project with high quality, ensuring completion on schedule. In particular, the Merger Project of the two Ministries was highly appreciated by the Government Steering Committee for its proactiveness, thoroughness and methodical nature.

The Steering Committee also called on all cadres, civil servants, public employees and workers in the Agriculture and Environment sector to promote the tradition of solidarity, strive to overcome difficulties and challenges, to quickly stabilize the organizational apparatus right from the first days of establishment, strive to maintain the momentum of development and steady growth and actively contribute to the development of the sector and the country.
